【摘要】：石油行業(yè)是一個(gè)國家發(fā)展的經(jīng)濟(jì)命脈。作為支撐石油行業(yè)發(fā)展的物質(zhì)基礎(chǔ)——石油企業(yè)物資,在企業(yè)安全、平穩(wěn)、高效運(yùn)行中起著重要的基礎(chǔ)作用。隨著西南油氣田公司面臨的客觀形勢越來越嚴(yán)峻,生產(chǎn)經(jīng)營難度增大,加快發(fā)展受到制約。物資采購作為企業(yè)管理工作中的一個(gè)重要組成部分,其所面臨的各種風(fēng)險(xiǎn)也同樣在逐漸增加。因此,對物資采購風(fēng)險(xiǎn)控制進(jìn)行研究,具有十分重要的意義。本文以內(nèi)部控制的目的為指導(dǎo)思想,結(jié)合公司戰(zhàn)略、公司治理、內(nèi)部控制和風(fēng)險(xiǎn)管理的相關(guān)內(nèi)容和研究方法,先從分析西南油氣田公司物資采購需求特點(diǎn)入手,進(jìn)而查找目前石油物資采購中存在的局限性、主要問題及形成原因,并對西南油氣田公司的采購計(jì)劃編制、供應(yīng)商選擇、采購價(jià)格談判、采購合同履行、招標(biāo)管理、物資質(zhì)量控制、信息系統(tǒng)安全和采購從業(yè)人員的職業(yè)道德等物資采購所涉及的關(guān)鍵業(yè)務(wù)流程進(jìn)行深入剖析,對識別出的風(fēng)險(xiǎn)進(jìn)行科學(xué)的評估并進(jìn)行分類整理,并以此為依據(jù)制定相應(yīng)的風(fēng)險(xiǎn)控制措施。這些措施在其他相關(guān)類似企業(yè)加強(qiáng)內(nèi)部控制、開展全面風(fēng)險(xiǎn)管理工作中有著借鑒意義。
[Abstract]:The oil industry is the development of a country's economic lifeline. As the material basis for the development of the oil industry, supporting materials in petroleum enterprises, enterprise security, stable, plays an essential role in the efficient operation. Faced with the southwest oil and gas field company objective situation is more serious, the production and business operation difficulty increases, accelerate the development of restricted materials. It is an important part of enterprise management, the risks are also increasing. Therefore, research on the risk control of material procurement, it has very important significance. Based on the internal control for the purpose of guiding ideology, combined with corporate strategy, corporate governance, internal related content and research methods control and risk management, from the analysis of Southwest Oil and Gas Company material purchase demand characteristics, and then find the existing oil in the purchase of goods and materials Limited Of the main problems and the causes, and to the southwest oil and gas field company procurement planning, procurement supplier selection, price negotiation, purchasing contract, bidding management, quality control, information system security and procurement personnel occupation ethics involves the procurement of goods key business processes in-depth analysis, scientific assessment to identify the risk and sorting, and as a basis to develop appropriate risk control measures. These measures to strengthen the internal control in other similar enterprises to carry out comprehensive risk management as a reference.
