【摘要】：在社會主義市場經(jīng)濟條件下，隨著市場經(jīng)濟的不斷發(fā)展和逐步完善，決定了政府經(jīng)濟職能要有一個不斷地進行自我調(diào)整和連續(xù)轉(zhuǎn)變的過程。我國社會主義市場經(jīng)濟是在過去計劃經(jīng)濟基礎(chǔ)之上，通過不斷改革確立和發(fā)展而來�，F(xiàn)階段我國政府經(jīng)濟職能轉(zhuǎn)變還不到位，還存在著一系列問題。這些問題存在，，倒逼各級政府必須加快經(jīng)濟職能轉(zhuǎn)變的步伐，以適應(yīng)當(dāng)前社會主義市場經(jīng)濟發(fā)展的需求。同時轉(zhuǎn)變政府經(jīng)濟職能，是市場經(jīng)濟規(guī)律的客觀要求，是我國特殊國情的特殊要求，是中國特色社會主義的價值取向和發(fā)展目標的基本要求。本文在論述社會主義市場經(jīng)濟條件下政府經(jīng)濟職能轉(zhuǎn)變問題的過程中，首先從政府經(jīng)濟職能基本概念、一般職能和特殊職能出發(fā)，運用馬克思主義的立場、觀點和方法，結(jié)合西方經(jīng)濟學(xué)關(guān)于政府與市場關(guān)系的合理論述，對建立和完善社會主義市場經(jīng)濟體制的客觀性進行認真分析之后，闡述了政府經(jīng)濟職能轉(zhuǎn)變的必要性，側(cè)重分析了政府轉(zhuǎn)變經(jīng)濟職能存在的問題和原因，最后找出解決問題的方法等這樣一條基本思路，逐步深入對政府與市場的關(guān)系、對社會主義市場經(jīng)濟的發(fā)展以及轉(zhuǎn)變政府經(jīng)濟職能途徑和方法等問題進行了仔細的分析和研究。 本文由引言部分和正文的三個部分共同構(gòu)成。引言部分介紹了轉(zhuǎn)變政府經(jīng)濟職能這樣一個選題的背景和研究該問題的理論意義和現(xiàn)實意義，國內(nèi)外學(xué)者研究政府在市場經(jīng)濟中作用的現(xiàn)狀，以及本文研究方法和創(chuàng)新點。正文的第一部分對政府經(jīng)濟職能進行了理論概述，同時從市場經(jīng)濟一般規(guī)律、我國特殊國情和社會主義核心價值取向與發(fā)展目標三個方面論述了轉(zhuǎn)變政府經(jīng)濟職能的必要性。第二部分全面分析了我國現(xiàn)階段政府經(jīng)濟職能轉(zhuǎn)變存在的問題，如政府經(jīng)濟職能界定不清、對宏觀經(jīng)濟調(diào)控不科學(xué)、微觀經(jīng)濟管理干預(yù)過度、公共產(chǎn)品和公共服務(wù)不能滿足社會需求、條塊分割嚴重市場監(jiān)管不力、市場和政府雙向失靈導(dǎo)致經(jīng)濟運行不暢以及政府職能過度產(chǎn)生公共權(quán)力異化等，并深入剖析了存在這些問題的根源。第三部分主要是根據(jù)存在的問題提出了政府經(jīng)濟職能轉(zhuǎn)變的對策措施。
[Abstract]:Under the condition of socialist market economy, with the continuous development and gradual improvement of market economy, the government's economic function must have a continuous self adjustment and continuous transformation process. The socialist market economy in China is based on the planned economy in the past and has been established and developed through continuous reform. At the present stage, the transformation of our government's economic function is not in place, and there are still a series of problems. These problems exist, forcing governments at all levels to accelerate the pace of economic function change, in order to meet the needs of the development of the current socialist market economy. At the same time, the transformation of government's economic functions is the objective requirement of market economy law, the special requirement of China's special national conditions, and the basic requirement of the value orientation and development goal of socialism with Chinese characteristics. This paper discusses problems in the process of transformation of government economic function under the condition of socialist market economy in the first, from the basic concept, the economic function of the government general function and the special function of the position, viewpoint and method of Marx's theory, combined with the rational discourse of western economics about the relationship between government and market, after careful analysis of the objectivity of the establishment and perfection of the socialist the market economy system, expounds the necessity of the transformation of the government economic functions, focuses on the analysis of the existing problems and causes of transformation of government's economic function, and finally find out the method to solve the problem of such a basic idea, analyzes and studies the questions carefully, gradually deepening relationship to the government and the market development of socialist market economy and the transformation of governmental economic function method.
