【摘要】：對(duì)外開(kāi)放是世界經(jīng)濟(jì)發(fā)展的一大潮流，作為我國(guó)的一項(xiàng)長(zhǎng)期基本國(guó)策，對(duì)外開(kāi)放促進(jìn)了我國(guó)體制改革和制度創(chuàng)新。目前，我國(guó)已經(jīng)形成了全方位、多層次、寬領(lǐng)域、有重點(diǎn)的對(duì)外開(kāi)放新格局。我國(guó)實(shí)行對(duì)外開(kāi)放政策以來(lái)，不斷推進(jìn)開(kāi)放的廣度和深度，積極加強(qiáng)口岸建設(shè)，口岸與口岸經(jīng)濟(jì)取得了長(zhǎng)足發(fā)展，進(jìn)一步促進(jìn)了我國(guó)的對(duì)外貿(mào)易、旅游、投資合作等外向型經(jīng)濟(jì)的發(fā)展�？诎恫粌H是國(guó)家對(duì)外開(kāi)放的窗口，還是發(fā)展外向型經(jīng)濟(jì)的重要紐帶。內(nèi)蒙古自治區(qū)地域遼闊，位于中國(guó)北部邊疆，北部同俄羅斯、蒙古國(guó)接壤。在內(nèi)蒙古4221公里邊界線上，中蒙兩國(guó)邊界線3103公里，內(nèi)蒙古對(duì)蒙古國(guó)的邊境口岸有10個(gè)。20世紀(jì)90年代以來(lái)，內(nèi)蒙古自治區(qū)政府積極推行對(duì)外開(kāi)放政策，重視邊境口岸開(kāi)發(fā)建設(shè)，為對(duì)外開(kāi)放和國(guó)際經(jīng)濟(jì)合作創(chuàng)造了有利條件。然而，當(dāng)前內(nèi)蒙古對(duì)蒙古國(guó)邊境口岸物流發(fā)展滯后，嚴(yán)重制約了口岸經(jīng)濟(jì)的發(fā)展。因此，本文通過(guò)研究?jī)?nèi)蒙古對(duì)蒙古國(guó)邊境口岸物流體系建設(shè)重點(diǎn)和支撐體系，提出相關(guān)政策建議，，在一定程度上能夠推動(dòng)內(nèi)蒙古對(duì)蒙古國(guó)邊境口岸區(qū)域經(jīng)貿(mào)的發(fā)展，也對(duì)將內(nèi)蒙古建設(shè)成我國(guó)向北開(kāi)放的重要橋頭堡和充滿活力的沿邊經(jīng)濟(jì)帶具有一定的啟示意義。 論文以增長(zhǎng)極理論、產(chǎn)業(yè)集聚理論、跨國(guó)增長(zhǎng)三角理論為理論基礎(chǔ)，采用文獻(xiàn)分析方法、實(shí)地調(diào)研法、層次分析法與打分法相結(jié)合的方法研究?jī)?nèi)蒙古對(duì)蒙古國(guó)邊境口岸物流的發(fā)展現(xiàn)狀、存在問(wèn)題，物流體系的建設(shè)重點(diǎn)與支撐體系，并提出相關(guān)政策和建議。論文分為四個(gè)部分，第一部分（第1、2章），第一章介紹研究背景、研究意義、相關(guān)研究綜述、研究?jī)?nèi)容及創(chuàng)新點(diǎn)，第二章闡述相關(guān)概念、理論。第二部分（第3章），通過(guò)分析內(nèi)蒙古對(duì)蒙古國(guó)邊境口岸物流發(fā)展現(xiàn)狀，總結(jié)主要存在問(wèn)題及發(fā)展面臨機(jī)遇。第三部分（第4、5章），第四章通過(guò)層次分析法與打分法結(jié)合分析判斷物流節(jié)點(diǎn)重要度，提出內(nèi)蒙古對(duì)蒙古國(guó)邊境口岸體系建設(shè)及其支撐體系，第五章提出相關(guān)政策和建議。第四部分（第6章），在以上分析和研究的基礎(chǔ)上，得出本論文主要研究結(jié)論，并提出未來(lái)的研究展望。 本論文創(chuàng)新點(diǎn)主要有： 第一，從系統(tǒng)的角度進(jìn)行研究。本文將內(nèi)蒙古對(duì)蒙古國(guó)邊境口岸這一特殊區(qū)域物流作為一個(gè)系統(tǒng)進(jìn)行研究，豐富了學(xué)術(shù)界關(guān)于內(nèi)蒙古對(duì)蒙古國(guó)邊境口岸物流的學(xué)術(shù)研究成果。 第二，研究方法創(chuàng)新。本研究采用層次分析法與打分法相結(jié)合，對(duì)內(nèi)蒙古對(duì)蒙古邊境口岸物流節(jié)點(diǎn)的重要度進(jìn)行測(cè)度，為內(nèi)蒙古對(duì)蒙古國(guó)邊境口岸物流體系建設(shè)提供依據(jù)，從研究方法上是一種創(chuàng)新。
[Abstract]:Opening to the outside world is a great trend of world economic development. As a long-term basic national policy of China, opening to the outside world has promoted our system reform and system innovation. At present, China has formed a new pattern of omni-directional, multi-level, wide field and key opening to the outside world. Since the implementation of the policy of opening to the outside world, China has been promoting the breadth and depth of opening up, and actively strengthened port construction. The port and port economy has made considerable progress, and further promoted the development of China's outward oriented economy such as foreign trade, tourism and investment cooperation. The port is not only the window of the country's opening to the outside world, but also an important link for the development of the export-oriented economy. The Inner Mongolia Autonomous Region is a vast territory, located in the northern frontier of China, and the northern part of the country is bordering Russia and Mongolia. On the 4221 km border of Inner Mongolia, the border line between China and Mongolia is 3103 kilometers, and there are 10 border ports of Inner Mongolia to Mongolia. Since 1990s, the government of the Inner Mongolia Autonomous Region has been carrying out the policy of opening to the outside world, laying stress on the development and construction of border ports and creating favorable conditions for opening to the outside world and international economic cooperation. However, Inner Mongolia is lagging behind the logistics development of the border port of Mongolia at present, which seriously restricts the development of port economy. Therefore, through the study of Inner Mongolia on the Mongolia's frontier port logistics system construction and support system, and puts forward relevant policy suggestions, to promote Inner Mongolia to the border of Mongolia's regional economic development to a certain extent, also to build Inner Mongolia into an important bridgehead in China to open and has the certain enlightenment significance of vibrant border economic belt.
