【摘要】：自從“公共服務(wù)均等化”政策推出,為解決城鄉(xiāng)公共服務(wù)差距帶來了一項(xiàng)重要措施,而城鄉(xiāng)公共服務(wù)其中一項(xiàng)重要的部分——體育公共服務(wù),近幾年來開始受到了國(guó)家和社會(huì)的高度關(guān)注,成為國(guó)家和社會(huì)開始普遍關(guān)注和重要解決民生問題的一個(gè)部分。而解決城鄉(xiāng)之間社會(huì)體育公共服務(wù)的差異并使其均等化發(fā)展是當(dāng)前國(guó)家和社會(huì)所面臨的重要難題,同時(shí)也是社會(huì)各個(gè)領(lǐng)域相關(guān)學(xué)者積極討論研究的熱點(diǎn)。因此,本研究以公共服務(wù)均等化視野下恩施州城鄉(xiāng)社會(huì)體育資源配置與利用為研究對(duì)象,采用文獻(xiàn)資料法、專家訪談法、實(shí)地考察法、問卷調(diào)查法、數(shù)理統(tǒng)計(jì)法等研究方法,全面深入分析恩施州城鄉(xiāng)社會(huì)體育資源配置與利用的現(xiàn)狀、城鄉(xiāng)之間存在的差異以及產(chǎn)生非均衡性的因素,根據(jù)恩施州城鄉(xiāng)的實(shí)際情況對(duì)癥下藥,為恩施州城鄉(xiāng)社會(huì)體育公共服務(wù)的均等化發(fā)展提供一定的參考意見。研究發(fā)現(xiàn):恩施州城鄉(xiāng)社會(huì)體育各方面資源的配置現(xiàn)狀總體上相對(duì)以往都有逐漸增加的趨勢(shì),但是目前恩施州城鄉(xiāng)社會(huì)體育資源配置與國(guó)家標(biāo)準(zhǔn)和“恩施州全民計(jì)劃(2011-2015年)”標(biāo)準(zhǔn)都還存在差距,而且恩施州城鄉(xiāng)之間的配置也存在很大差距。配置現(xiàn)狀,社會(huì)體育場(chǎng)地器材設(shè)施的配置數(shù)量、類型、途徑等方面;社會(huì)體育工作人員的配置數(shù)量、能力、來源、級(jí)別等方面;社會(huì)體育經(jīng)費(fèi)投入額度、來源途徑等方面;社會(huì)體育信息傳播途徑、內(nèi)容、范圍、速度等方面城區(qū)的都要優(yōu)于鄉(xiāng)村。在利用方面,城區(qū)公益性的體育場(chǎng)所利用率要好于鄉(xiāng)村,而鄉(xiāng)村學(xué)校體育場(chǎng)地的利用情況要優(yōu)于城區(qū);城區(qū)社會(huì)體育管理工作人員工作情況較鄉(xiāng)村的好一點(diǎn),但都真正實(shí)際工作的情況還不理想;城區(qū)社會(huì)體育指導(dǎo)員每周工作情況和指導(dǎo)方式都要多于鄉(xiāng)村;城區(qū)社會(huì)體育經(jīng)費(fèi)投入使用的額度、使用涉及的方面都多于鄉(xiāng)村;城區(qū)居民通過各種體育信息得到的幫助、提高等都要好于鄉(xiāng)村。而造成差異的影響因素有經(jīng)濟(jì)發(fā)展不協(xié)調(diào);城鄉(xiāng)二元制;體育供給機(jī)制;監(jiān)督機(jī)制;健身意識(shí);體育資源的規(guī)劃和開放程度等。針對(duì)存在的具體情況、具體原因?qū)ΠY下藥,通過積極開發(fā)鄉(xiāng)村經(jīng)濟(jì),加快城鄉(xiāng)經(jīng)濟(jì)協(xié)調(diào)發(fā)展;逐步消除城鄉(xiāng)二元發(fā)展體制,城鄉(xiāng)社會(huì)體育一體化發(fā)展;拓展多渠道供給方式;充分利用現(xiàn)有體育資源;加強(qiáng)城鄉(xiāng)體育職能部門和工作人員隊(duì)伍建設(shè);加大城鄉(xiāng)社會(huì)體育法規(guī)保障制度建設(shè);建立完善監(jiān)督反饋平臺(tái)機(jī)制;加大宣傳力度;從而來改變目前恩施州城鄉(xiāng)社會(huì)體育資源配置與利用的現(xiàn)狀,促進(jìn)恩施州城鄉(xiāng)社會(huì)體育的均衡發(fā)展。
[Abstract]:Since the introduction of the "equalization of public services" policy, has brought about an important measure to address the gap between urban and rural public services, and an important part of urban and rural public services-sports public services, In recent years, the country and society began to pay great attention to it and become a part of the national and social concern and important solutions to the livelihood of the people. To solve the difference of social sports public service between urban and rural areas and make it equal development is an important problem faced by the country and society at present. At the same time, it is also a hot spot for scholars in various fields of society to discuss and study actively. Therefore, this study takes the allocation and utilization of urban and rural social sports resources in Enshi from the perspective of equalization of public services as the research object, adopting the methods of literature, expert interview, on-the-spot research, questionnaire survey, mathematical statistics and other research methods. A comprehensive and in-depth analysis of the current situation of the allocation and utilization of social sports resources between urban and rural areas, the differences between urban and rural areas and the factors that produce imbalance, according to the actual situation in Enshi Prefecture, It provides some reference for the equalization development of urban and rural social sports public service in Enshi. It is found that the allocation of resources in all aspects of urban and rural social sports in Enshi has a trend of gradual increase compared with the past. However, there are still gaps in the allocation of social sports resources between the urban and rural areas of Enshi and the national standards and the National Plan of Enshi (2011-2015), and there is also a great gap between urban and rural allocation in Enshi. The present situation of the allocation, the quantity, type and way of the facilities of the social sports venues, the quantity, the ability, the source and the level of the social sports staff, the amount of the social sports funds, the way of the sources, and so on. Social sports information dissemination channels, content, scope, speed and other aspects of urban areas are better than rural areas. In terms of utilization, the utilization rate of public welfare sports places in urban areas is better than that in rural areas, and the utilization of sports venues in rural schools is better than that in urban areas. The working situation of urban social sports management staff is a little better than that of rural areas, but the actual working conditions are not ideal; the weekly working conditions and guidance methods of urban social sports instructors are more than those of rural areas; The amount of social sports funds put into use in urban areas is more than that in rural areas, and the help and improvement of urban residents through various sports information are better than those in rural areas. The factors that influence the difference include uncoordinated economic development, urban-rural dualism, sports supply mechanism, supervision mechanism, fitness consciousness, planning and opening of sports resources, and so on. In view of the existing specific situation, specific reasons to remedy, through the active development of rural economy, accelerate the coordinated development of urban and rural economy; gradually eliminate the dual development system between urban and rural areas, urban and rural social sports integration development; expand the multi-channel supply mode; To make full use of the existing sports resources; to strengthen the construction of urban and rural sports functional departments and staff; to strengthen the construction of the urban and rural social sports laws and regulations guarantee system; to establish and perfect the mechanism of supervision and feedback platform; to strengthen the propaganda efforts; So as to change the present situation of allocation and utilization of urban and rural social sports resources in Enshi and promote the balanced development of urban and rural social sports in Enshi.
