【摘要】：自2010年大連市沙河口區(qū)施行醫(yī)療救助制度以來,針對城市低保家庭的醫(yī)療救助已經(jīng)全面建立,且達(dá)到基本覆蓋。醫(yī)療救助政策的實(shí)施,減輕了城市低保家庭的經(jīng)濟(jì)負(fù)擔(dān),提高了患病低保人員的生活質(zhì)量,延長了壽命。醫(yī)療救助作為社會保障的重要組成部分,對城鎮(zhèn)居民醫(yī)療保險(xiǎn)提供了必要補(bǔ)充。然而,低保家庭作為城市中的最貧困者,遇上患病更是雪上加霜,長期患病者需要持續(xù)的治療,花費(fèi)大量的醫(yī)療費(fèi)用。因此,患病的低保人員屬于貧困中的最貧困者。針對上述問題,本文以沙河口區(qū)低保家庭為研究對象,主要運(yùn)用文獻(xiàn)研究法、問卷調(diào)查法和訪談法相結(jié)合的方式,借助SPSS等統(tǒng)計(jì)工具,通過數(shù)據(jù)分析法、比較分析法等分析方法,對醫(yī)療救助資金來源是否充足,醫(yī)療救助政策的執(zhí)行是否有效、透明,醫(yī)療救助政策信息傳遞是否通暢等方面進(jìn)行調(diào)查研究。同時(shí),整理歸納近三年來大連市沙河口區(qū)城市低保家庭醫(yī)療救助工作各項(xiàng)歷史數(shù)據(jù),以便對沙河口區(qū)城市低保家庭醫(yī)療救助工作進(jìn)行比較分析研究。各項(xiàng)調(diào)查研究主要通過問卷調(diào)查和個(gè)案訪談相結(jié)合的方式。首先,對問卷調(diào)查結(jié)果和個(gè)案訪談中反映出的問題進(jìn)行比較分析,認(rèn)識到目前醫(yī)療救助政策存在的不足。其次,經(jīng)過成因分析,找出制度設(shè)計(jì)有缺陷、資金投入有缺口、政策信息傳遞不暢通等主要原因。最后,結(jié)合沙河口區(qū)實(shí)際情況和個(gè)人積累的工作經(jīng)驗(yàn),借鑒外國及全國其他地區(qū)的先進(jìn)經(jīng)驗(yàn),從完善醫(yī)療救助制度設(shè)計(jì)、促進(jìn)醫(yī)療救助資金來源多樣化、多種方式暢通政策傳遞渠道等幾方面嘗試提出參考建議。
[Abstract]:Since the implementation of the medical aid system in Shahekou District of Dalian City in 2010, the medical assistance for urban families with minimum living standards has been established in an all-round way and reached the basic coverage. The implementation of medical assistance policy lightens the economic burden of urban subsistence families, improves the quality of life of the sick, and prolongs the life span. As an important part of social security, medical assistance provides a necessary supplement to medical insurance for urban residents. However, as the poorest people in the city, it is even worse to meet the disease. The long-term sick people need continuous treatment, which costs a lot of medical expenses. As a result, the sick people are among the poorest of the poor. In view of the above problems, this paper takes Shahekou family as the object of study, mainly using the methods of literature research, questionnaire survey and interview, with the aid of SPSS and other statistical tools, through the data analysis method. The comparative analysis method is used to investigate whether the source of medical aid fund is sufficient, whether the implementation of medical aid policy is effective and transparent, and whether the information transmission of medical aid policy is smooth and so on. At the same time, the author summarized the historical data of family medical assistance in Shahekou district of Dalian in recent three years, so as to make a comparative analysis and study on the work of family medical assistance in Shahekou area of Dalian, in order to make a comparative analysis on the work of family medical assistance in Shahekou area. Each investigation research mainly through the questionnaire investigation and the case interview combination way. First of all, the results of the questionnaire and the problems reflected in the case interviews are compared and analyzed, and the shortcomings of the current medical assistance policy are recognized. Secondly, through the analysis of the causes, we find out the main reasons such as the defects of the system design, the gap of the capital input, the unsmooth transmission of the policy information and so on. Finally, combining the actual situation of Shahekou area and personal accumulated working experience, drawing lessons from the advanced experience of foreign countries and other parts of the country, we should improve the design of medical aid system and promote the diversification of medical aid funding sources. A variety of ways to smooth the policy transmission channels and other aspects of the attempt to put forward reference suggestions.
