【摘要】：土地儲備制度自開展以來在促進(jìn)土地合理利用、優(yōu)化土地配置和保證國有土地資產(chǎn)價值上發(fā)揮了巨大作用。土地儲備量是土地儲備過程中的關(guān)鍵問題,既要保證所儲備的土地數(shù)量能夠滿足市場的需求,又不能因儲備規(guī)模過大而造成資金壓力。而安化縣作為一個貧困縣,經(jīng)濟(jì)發(fā)展落后,土地儲備資金不充裕,合理土地儲備量的確定更是政府亟待解決的現(xiàn)實(shí)問題。論文采用實(shí)地調(diào)研、數(shù)理統(tǒng)計、主成分分析、多元回歸等方法,研究了安化縣土地儲備量影響因素,并在此基礎(chǔ)上探索了安化縣土地合理儲備量模型,以期為政府相關(guān)部門和企業(yè)做出科學(xué)的土地儲備決策提供參考依據(jù)。得出主要結(jié)論如下：(1)根據(jù)相關(guān)理論構(gòu)建基于宏觀層面的安化縣土地儲備量的影響因素指標(biāo)體系,對安化縣土地儲備量的影響因素進(jìn)行主成分分析,在眾多因素中提取出兩個主成分,并利用所提取的主成分進(jìn)行安化縣土地儲備量的回歸分析,得出影響安化縣土地儲備量的三個主要因素為儲備資金、經(jīng)濟(jì)發(fā)展水平、人口狀況。并通過回歸模型對安化縣土地儲備量發(fā)展趨勢進(jìn)行預(yù)測,得出安化縣土地儲備量呈現(xiàn)不斷擴(kuò)大的趨勢。(2)依據(jù)儲備資金是安化縣土地儲備量最大的影響因素,從微觀層面考慮土地儲備量與成本之間的關(guān)系,結(jié)合安化縣的實(shí)際情況,在土地儲備總成本最小的基礎(chǔ)上,參照存儲理論中的需求是隨機(jī)連續(xù)的多時期(s,S)模型來構(gòu)建合理土地儲備量模型。利用安化縣土地儲備中心2013-2015年三年來的數(shù)據(jù),預(yù)測了了安化縣2016年合理土地儲備量。
[Abstract]:Land reserve system has played a great role in promoting the rational use of land, optimizing land allocation and ensuring the value of state-owned land assets. The amount of land reserve is a key problem in the process of land reserve. It is necessary to ensure that the amount of land reserves can meet the needs of the market and not cause financial pressure due to the excessive size of the reserve. Anhua County as a poor county, economic development is backward, land reserve funds are not sufficient, the determination of reasonable land reserves is a real problem to be solved by the government. Based on field investigation, mathematical statistics, principal component analysis and multivariate regression, this paper studies the influencing factors of land reserve in Anhua County, and explores the rational land reserve model of Anhua County on this basis. In order to provide a reference for the relevant government departments and enterprises to make scientific land reserve decisions. The main conclusions are as follows: (1) based on the relevant theories, the paper constructs the index system of the influencing factors of the land reserve quantity in Anhua county based on the macro level, and makes principal component analysis on the influencing factors of the land reserve quantity in Anhua county. Two principal components are extracted from many factors, and the regression analysis of the land reserves in Anhua County is carried out by using the extracted principal components. The three main factors affecting the land reserves in Anhua County are the reserve funds and the level of economic development. Demographic situation And through the regression model to forecast the development trend of the land reserve in Anhua county, it is concluded that the land reserve quantity of Anhua county is increasing continuously. (2) according to the reserve fund, it is the biggest influencing factor of the land reserve quantity in Anhua county. Considering the relationship between land reserve quantity and cost from the micro level, combining the actual situation of Anhua County, on the basis of minimum total cost of land reserve, referring to the demand in storage theory is a stochastic continuous multi-period (s, S) model to construct rational land reserve model. Based on the data of Anhua County Land Reserve Center for the past three years from 2013 to 2015, the reasonable land reserves in 2016 are forecasted.
