【摘要】：居民收支調(diào)查是政府綜合統(tǒng)計(jì)調(diào)查的一項(xiàng)重要組成部分。高質(zhì)量的居民收支調(diào)查數(shù)據(jù),可以更好地滿足研究制定城鄉(xiāng)統(tǒng)籌政策和民生政策的需要,為國民經(jīng)濟(jì)核算和居民消費(fèi)價(jià)格指數(shù)權(quán)重制定提供基礎(chǔ)數(shù)據(jù)。居民收支調(diào)查數(shù)據(jù)作為統(tǒng)計(jì)調(diào)查數(shù)據(jù)之一,其質(zhì)量保證是統(tǒng)計(jì)工作者永恒的追求。居民收支調(diào)查數(shù)據(jù)質(zhì)量一方面影響著政府制定宏觀發(fā)展戰(zhàn)略與規(guī)劃,另外還影響著微觀經(jīng)濟(jì)主體對社會經(jīng)濟(jì)形勢的分析和判斷。因此,為得到真實(shí)性、準(zhǔn)確性、完整性和及時性的調(diào)查數(shù)據(jù),居民收支調(diào)查數(shù)據(jù)質(zhì)量管理的研究具有現(xiàn)實(shí)意義。本文以文獻(xiàn)研究、實(shí)際調(diào)查以及理論和實(shí)踐相結(jié)合為主的研究方法,層層遞進(jìn)解讀統(tǒng)計(jì)調(diào)查一般概念,深入實(shí)際分析基層調(diào)查隊(duì)居民收支數(shù)據(jù)質(zhì)量管理現(xiàn)實(shí)問題,提出基于過程方法的WY調(diào)查隊(duì)居民收支數(shù)據(jù)質(zhì)量管理策略。論文界定了居民收支數(shù)據(jù)質(zhì)量與居民收支數(shù)據(jù)質(zhì)量管理,介紹了全面質(zhì)量管理理論與過程方法;并進(jìn)一步分析了WY調(diào)查隊(duì)居民收支調(diào)查數(shù)據(jù)質(zhì)量現(xiàn)狀及存在的問題;最后,依據(jù)ISO9001:2015質(zhì)量管理體系過程方法的基本要求,應(yīng)用烏龜圖對WY調(diào)查隊(duì)居民收支數(shù)據(jù)質(zhì)量管理的相互關(guān)聯(lián)過程進(jìn)行了識別與分析,提出了WY調(diào)查隊(duì)居民收支調(diào)查數(shù)據(jù)質(zhì)量管理框架。具體而言就是在各個過程管理中從建立健全居民收支調(diào)查數(shù)據(jù)質(zhì)量責(zé)任人工作標(biāo)準(zhǔn)、強(qiáng)化溝通機(jī)制、加強(qiáng)培訓(xùn)提升人員素質(zhì)和以數(shù)據(jù)質(zhì)量標(biāo)準(zhǔn)為導(dǎo)向的評價(jià)機(jī)制四個方面來提升WY調(diào)查隊(duì)居民收支調(diào)查數(shù)據(jù)質(zhì)量管理。
[Abstract]:Income and expenditure survey is an important part of government comprehensive statistical investigation. High quality household income and expenditure survey data can better meet the needs of research and formulation of urban and rural policies and livelihood policies, and provide basic data for national economic accounting and the formulation of consumer price index weight. Income and expenditure survey data as one of the statistical survey data, its quality assurance is the eternal pursuit of statisticians. On the one hand, the quality of income and expenditure survey data affects the government's macro-development strategy and planning, on the other hand, it also affects the analysis and judgment of the social and economic situation by the microeconomic subjects. Therefore, in order to obtain the survey data of authenticity, accuracy, completeness and timeliness, the research on the quality management of resident income and expenditure survey data has practical significance. Based on the methods of literature research, actual investigation and combination of theory and practice, this paper analyzes the general concept of statistical investigation step by step, and analyzes the practical problems in the quality management of residents' income and expenditure data in grass-roots investigation teams. This paper presents a process-based WY survey team resident income and expenditure data quality management strategy. The paper defines the quality of residents' income and expenditure data and the quality management of residents' income and expenditure data, introduces the theory and process of total quality management, and further analyzes the current situation and existing problems of residents' income and expenditure survey data quality of WY investigation team. According to the basic requirements of the process method of ISO9001:2015 quality management system, the paper uses tortoise diagram to identify and analyze the interrelated process of resident income and expenditure data quality management of WY investigation team, and puts forward the quality management framework of resident income and expenditure survey data of WY investigation team. Specifically, in the management of various processes, we should establish and improve the working standards of the responsible persons responsible for the data quality of the residents' income and expenditure investigation, and strengthen the communication mechanism. To enhance the quality management of resident income and expenditure survey data of WY investigation team, we should strengthen the training and improve the quality of personnel and the evaluation mechanism based on data quality standard.
