計量信息管理系統(tǒng)的設(shè)計與開發(fā)

【摘要】:計量是指實現(xiàn)單位統(tǒng)一、量值傳遞的活動。它的特點是以精確的數(shù)據(jù)為基礎(chǔ),在操作過程中保證每一個環(huán)節(jié)都應(yīng)嚴(yán)格遵照規(guī)程或規(guī)定執(zhí)行。把握計量,正確、高效地實施計量活動,是計量管理的首要任務(wù)。上個世紀(jì)70年代,歐美等國家開始了計量管理系統(tǒng)的建設(shè)工作,他們憑借先進的計算機技術(shù)、信息技術(shù)和網(wǎng)絡(luò)技術(shù),目前已經(jīng)建立了成熟的體系[1]。20世紀(jì)80年代后期,我國計量管理系統(tǒng)逐步開始建設(shè)和應(yīng)用。在國防科技工業(yè)計量“十五”項目規(guī)劃及實施中,計量管理系統(tǒng)被列為信息網(wǎng)絡(luò)建設(shè)的重點,并取得了較好的結(jié)果。 本文根據(jù)計量管理相關(guān)的指令和指導(dǎo)性文件:《中華人民共和國計量法》、《國防計量監(jiān)督管理暫行規(guī)定》,及《國防科技工業(yè)計量監(jiān)督實施辦法》、《國防科技工業(yè)計量檢定人員管理辦法》、《國防科技工業(yè)計量標(biāo)準(zhǔn)器具管理辦法》、《國防科技工業(yè)專用測試設(shè)備計量管理辦法》等配套規(guī)章的規(guī)定和相關(guān)質(zhì)量體系文件的要求,研究了我國計量工作的執(zhí)行辦法,分析了中航工業(yè)沈陽發(fā)動機設(shè)計研究所測試計量中心(簡稱測試計量中心)長期以來計量管理的方式和方法中所取得經(jīng)驗和存在的弊病,設(shè)計和開發(fā)了計量信息管理系統(tǒng)。 中航工業(yè)沈陽發(fā)動機設(shè)計研究所是一個提供標(biāo)準(zhǔn)化、計量管理和質(zhì)量監(jiān)督的技術(shù)保障部門,其下屬測試計量中心主要承擔(dān)建立本所內(nèi)最高計量標(biāo)準(zhǔn)和量值傳遞,執(zhí)行周期檢定、校準(zhǔn)及相關(guān)測試工作。由于計量檢定工作量的不斷增加,該測試計量中心原有的管理模式已不能很好地滿足現(xiàn)今的需要,主要凸顯的不足有:工作效率不高,質(zhì)量控制不嚴(yán)格,勞動成本較大,數(shù)據(jù)統(tǒng)計和采集不準(zhǔn)確等方面。 針對這些問題,本文基于工作流技術(shù),將傳統(tǒng)紙介質(zhì)操作的流程移植到計算機上運行,細(xì)化測試計量中心各個職能部門的功能,并對其權(quán)限進行分級管理,依照計量管理辦法編制嚴(yán)格控制文件的流轉(zhuǎn)。最終實現(xiàn)了以計算機網(wǎng)絡(luò)為平臺的計量信息管理系統(tǒng),為測試計量中心提供了信息自動化的管理模式,從而取代了傳統(tǒng)的手工管理體制。 本系統(tǒng)主要采用C/S結(jié)構(gòu)框架,選擇VB.NET作為程序開發(fā)語言,使用ADO技術(shù)實現(xiàn)對Microsoft Access2003數(shù)據(jù)庫的訪問和維護。整個系統(tǒng)分為收發(fā)管理,科室管理,資金管理,綜合查詢和系統(tǒng)管理五大模塊。收發(fā)管理模塊負(fù)責(zé)規(guī)范化管理測試計量中心內(nèi)部測量設(shè)備的流轉(zhuǎn)?剖覙I(yè)務(wù)管理模塊負(fù)責(zé)管理各科室內(nèi)部測量所需的器具。資金管理模塊負(fù)責(zé)對送檢客戶繳費查詢和確認(rèn)。綜合查詢模塊負(fù)責(zé)實現(xiàn)對儀表、用戶等信息的查詢。系統(tǒng)管理模塊主要包括操作員管理,,數(shù)據(jù)庫備份,日志管理,數(shù)據(jù)庫恢復(fù),權(quán)限組管理等功能。 目前,計量信息管理系統(tǒng)已成功開發(fā)并投入運行,現(xiàn)已基本能滿足測試計量中心的日常工作,經(jīng)過數(shù)個月的平穩(wěn)運行證明,該系統(tǒng)使用情況良好,有效地改善了工作質(zhì)量,提升了人員的工作效率。使用結(jié)果也表明本系統(tǒng)仍有一些工作有待擴充和細(xì)化,今后將逐步實現(xiàn)計量人員的培訓(xùn)管理,新型計量標(biāo)準(zhǔn)申報管理等模塊的開發(fā)。
[Abstract]:Metrology refers to the activity of realizing the unity of units and transferring the value of measurements.It is based on precise data and guarantees that every link should be strictly carried out according to rules and regulations in the course of operation.Grasping metering and carrying out metering activities correctly and efficiently are the primary tasks of metering management.In the 1970s, European and American countries began to carry out metering management. With the help of advanced computer technology, information technology and network technology, they have established a mature system [1]. In the late 1980s, China's measurement management system gradually began to be built and applied. Listed as the focus of information network construction, and achieved good results.
According to the relevant directives and guiding documents of metrological management, this paper states that "metrological law of the People's Republic of China", "provisional regulations for the supervision and administration of national defense metrology" and "measures for the implementation of metrological supervision and administration of national defense science, technology and industry", "measures for the management of metrological personnel in national defense science, technology and industry", "measures for the management of metrological standards and instruments in national defense science and technology industry", "measures for the management of This paper studies the implementation methods of measurement work in China, and analyzes the experience gained by the test and measurement center of Shenyang Institute of Engine Design and Research of China Aviation Industry for a long time. Design and develop the measurement information management system.
Shenyang Engine Design Institute of China Aviation Industry is a technical support department which provides standardization, metering management and quality supervision. Its test and measurement center is mainly responsible for the establishment of the highest metering standards and the transfer of measurement values, the implementation of cycle verification, calibration and related testing. The original management model of the test and measurement center can not meet the needs of today. The main shortcomings are: low efficiency, poor quality control, high labor costs, inaccurate data statistics and collection.
In order to solve these problems, this paper based on workflow technology, transplants the traditional paper medium operation flow to the computer, refines the function of each functional department of the test and measurement center, and manages its authority hierarchically, compiles the strict control file flow according to the measurement management method, and finally realizes the computer network platform. The measurement information management system provides an automatic management mode for the test and measurement center, thus replacing the traditional manual management system.
This system mainly uses C/S structure frame, chooses VB.NET as program development language, and uses ADO technology to realize the access and maintenance of Microsoft Access 2003 database.The whole system is divided into five modules: transceiver management, Department management, fund management, comprehensive inquiry and system management.The transceiver management module is responsible for standardized management of test and measurement. The fund management module is responsible for the inquiry and confirmation of the customers'fees. The comprehensive inquiry module is responsible for the inquiry of the instruments, users and other information. The system management module mainly includes operator management, database backup, log. Management, database recovery, permission group management and other functions.
At present, the measurement information management system has been successfully developed and put into operation, and it can basically meet the daily work of the test and measurement center. After several months of smooth operation, the system has been proved to be in good condition, effectively improving the quality of work, and improving the efficiency of personnel. The results also show that the system still has some work to be done. Expansion and refinement, the future will gradually realize the training and management of metering personnel, new measurement standards declaration and management module development.
