【摘要】：殘疾人是社會(huì)生活中一個(gè)典型的弱勢(shì)群體。就業(yè)對(duì)于殘疾人而言,是改善生活狀況,獲得經(jīng)濟(jì)收入的重要基礎(chǔ),同時(shí)也是共享改革發(fā)展成果,全面參與社會(huì),實(shí)現(xiàn)自我價(jià)值的重要途徑。然而,由于殘疾人自身生理和心理上的障礙,以及社會(huì)的排斥和歧視,導(dǎo)致其在勞動(dòng)力市場(chǎng)中成為弱勢(shì)群體,無(wú)法與健全人一樣平等就業(yè)。幫助殘疾人實(shí)現(xiàn)就業(yè),是國(guó)家和社會(huì)的共同責(zé)任,對(duì)促進(jìn)殘疾人平等參與社會(huì)生活,維護(hù)社會(huì)長(zhǎng)治久安,共享改革發(fā)展成果,實(shí)現(xiàn)全面小康的奮斗目標(biāo)具有重要意義。本文是在經(jīng)濟(jì)轉(zhuǎn)型時(shí)期與全面建成小康社會(huì)決勝時(shí)期的時(shí)代背景下,通過(guò)對(duì)福建省殘疾人事業(yè)發(fā)展統(tǒng)計(jì)數(shù)據(jù)及2014年殘疾人抽樣調(diào)查數(shù)據(jù)進(jìn)行統(tǒng)計(jì)分析的基礎(chǔ)上,對(duì)福建省殘疾人就業(yè)的現(xiàn)狀進(jìn)行分析,指出其存在就業(yè)比率偏低、就業(yè)層級(jí)較差、就業(yè)形式單一、收入及生活水平偏低等問(wèn)題,并進(jìn)一步從殘疾人自身、社會(huì)和組織、政府三個(gè)層面對(duì)福建省殘疾人就業(yè)問(wèn)題的原因進(jìn)行分析,在此基礎(chǔ)上,結(jié)合瑞典、德國(guó)、美國(guó)、日本等發(fā)達(dá)國(guó)家促進(jìn)殘疾人就業(yè)的成功經(jīng)驗(yàn),有針對(duì)性地提出促進(jìn)殘疾人就業(yè)的對(duì)策建議。希望此文能為相關(guān)領(lǐng)域的學(xué)術(shù)研究以及殘疾人事業(yè)的發(fā)展提供有價(jià)值的參考。
[Abstract]:The disabled are a typical vulnerable group in social life. Employment is an important basis for the disabled to improve their living conditions and obtain economic income, and it is also an important way to share the fruits of reform and development, participate in society in an all-round way and realize their self-worth. However, due to their own physical and psychological barriers, as well as social exclusion and discrimination, persons with disabilities have become a vulnerable group in the labour market and cannot be employed on an equal basis with the able-bodied. It is the common responsibility of the state and society to help the disabled to achieve employment. It is of great significance to promote the equal participation of the disabled in social life, to maintain the long-term stability of society, to share the fruits of reform and development, and to realize the goal of a well-off society in an all-round way. Under the background of the economic transition period and the decisive period of building a well-off society in an all-round way, this paper makes a statistical analysis of the statistical data of the development of the cause of the disabled in Fujian Province and the sample survey data of the disabled in 2014. This paper analyzes the present situation of the employment of the disabled in Fujian Province, and points out that the employment rate is on the low side, the employment level is poor, the employment form is single, the income and living standard are low, and so on. On the basis of the analysis of the causes of the employment problem of the disabled in Fujian Province from three levels of the government, combined with the successful experience of Sweden, Germany, the United States, Japan and other developed countries in promoting the employment of disabled people, The countermeasures and suggestions to promote the employment of the disabled are put forward. Hope this article can provide valuable reference for the academic research and the development of disabled people's cause.
