【摘要】：隨著經濟發(fā)展水平持續(xù)提升,城市化進程不斷加快,“垃圾圍城”成為困擾浙江經濟社會發(fā)展的重要障礙,建設“專業(yè)性、集中性”且具有一定規(guī)模處理能力的生活垃圾焚燒處置成為解決“垃圾圍城”困境的重要方式。但是,隨著公民環(huán)保意識的增強,社會公眾對于政府做出的公共政策質疑態(tài)度和能力也逐步提升,綜合導致浙江省生活垃圾焚燒廠建設鄰避沖突頻發(fā),杭州中泰事件負面影響十分惡劣。因此,對生活垃圾“鄰避現(xiàn)象”開展研究分析,具有重要的理論和現(xiàn)實意義。通過垃圾焚燒鄰避效應成因分析,提出相應治理對策,是本文研究的科學問題所在。本文首先從理論上探究“鄰避效應”的基本概念,通過理論的系統(tǒng)梳理和回顧明確國內外研究現(xiàn)狀,以此提出本文研究的理論處發(fā)現(xiàn)。其次,通過杭州余杭中泰九峰垃圾焚燒廠建設過程中遇到的鄰避沖突案例,詳細分析了浙江省生活垃圾焚燒處理的現(xiàn)狀,鄰避沖突的特征以及鄰避沖突的可能原因,為之后的實證研究提供研究的維度和方向；再次,本文從社區(qū)居民、政府決策、企業(yè)運營這三個方面對浙江省生活垃圾焚燒處理鄰避效應進行了理論預設和實證研究,通過數(shù)據(jù)統(tǒng)計分析,對所提出的假設進行驗證,從而得出相關結論；最后,結合已有研究和本文結論從三個方面就浙江省生活垃圾焚燒處理鄰避效應提出相應的治理措施,以期能夠更好地解決浙江省在處理生活垃圾過程中所遇到的鄰避沖突問題。
[Abstract]:As the level of economic development continues to improve and the process of urbanization continues to accelerate, "garbage besieging" has become an important obstacle to Zhejiang's economic and social development. It is an important way to solve the problem of "garbage besieging" by incineration and disposal of municipal solid waste (MSW), which is centralized and has the ability to dispose of MSW on a certain scale. However, with the enhancement of citizens' awareness of environmental protection, the public's attitude and ability to question the public policies made by the government have been gradually enhanced, which has resulted in the frequent conflict avoidance of the construction of domestic waste incinerators in Zhejiang Province. The negative impact of the incident in Hangzhou is very bad. Therefore, it is of great theoretical and practical significance to study and analyze the phenomenon of "neighborhood avoidance". Through the analysis of the causes of the adjacent avoidance effect of MSW incineration, the corresponding countermeasures are put forward, which is the scientific problem studied in this paper. In this paper, the basic concept of "adjacent avoidance effect" is explored theoretically, and the current research situation at home and abroad is clarified through a systematic review of the theory, and the theoretical findings of this paper are put forward. Secondly, through the case of adjacent conflict avoidance encountered in the construction of Yuhang Zhongtai Jiufeng waste Incineration Plant in Hangzhou, this paper analyzes in detail the present situation of domestic waste incineration in Zhejiang Province, the characteristics of neighboring avoiding conflicts and the possible causes of conflict avoidance. It provides the dimension and direction for the later empirical research. Thirdly, this paper makes theoretical presupposition and empirical research on the adjacent avoidance effect of municipal solid waste incineration in Zhejiang Province from the following three aspects: community residents, government decision-making and enterprise operation. Through the statistical analysis of the data, the hypothesis is verified, and the relevant conclusions are drawn. Finally, combining with the existing research and the conclusion of this paper, the author puts forward the corresponding control measures from three aspects on the adjacent avoidance effect of municipal solid waste incineration treatment in Zhejiang Province. In order to better solve the problem of conflict avoidance encountered in the process of handling domestic waste in Zhejiang Province.
