農(nóng)村土地經(jīng)營(yíng)權(quán)抵押融資模式運(yùn)行影響因素實(shí)證研究

【摘要】:隨著農(nóng)業(yè)產(chǎn)業(yè)化和規(guī);陌l(fā)展,新型農(nóng)業(yè)生產(chǎn)經(jīng)營(yíng)組織不斷涌現(xiàn),對(duì)信貸資金需求不斷擴(kuò)大,然而大多數(shù)農(nóng)戶由于缺乏有效的抵押物,從正規(guī)金融機(jī)構(gòu)獲得貸款較困難,難以滿足大規(guī)模經(jīng)營(yíng)生產(chǎn)的需要,融資難問(wèn)題已經(jīng)成為制約“三農(nóng)”發(fā)展的一個(gè)重要瓶頸。為了快速推進(jìn)現(xiàn)代農(nóng)業(yè)發(fā)展,解決農(nóng)戶融資難的問(wèn)題,國(guó)家提出農(nóng)村土地“三權(quán)分置”的概念,并允許土地經(jīng)營(yíng)權(quán)作為抵押物向金融機(jī)構(gòu)進(jìn)行抵押融資,以增加農(nóng)村的資金供給,促進(jìn)我國(guó)農(nóng)業(yè)經(jīng)營(yíng)方式由傳統(tǒng)農(nóng)業(yè)向現(xiàn)代化農(nóng)業(yè)轉(zhuǎn)變,實(shí)現(xiàn)規(guī);(jīng)營(yíng)、現(xiàn)代化管理,為進(jìn)一步增加農(nóng)民收入和促進(jìn)農(nóng)村經(jīng)濟(jì)發(fā)展提供了發(fā)展路徑和制度保障。本文在農(nóng)村土地產(chǎn)權(quán)“三權(quán)分置”背景下,以“純抵押型”和“抵押+擔(dān)保型”農(nóng)村土地經(jīng)營(yíng)權(quán)抵押融資模式運(yùn)行為研究對(duì)象,總結(jié)歸納農(nóng)村土地經(jīng)營(yíng)權(quán)抵押融資模式運(yùn)行的現(xiàn)狀、特征和主要存在問(wèn)題,并通過(guò)對(duì)試點(diǎn)地區(qū)調(diào)研數(shù)據(jù)和統(tǒng)計(jì)資料的整理,從農(nóng)戶自身特征、政策環(huán)境特征、金融機(jī)構(gòu)特征三個(gè)方面,構(gòu)建二元logit回歸模型分析農(nóng)村土地經(jīng)營(yíng)權(quán)抵押融資模式運(yùn)行的影響因素。通過(guò)實(shí)證回歸分析,研究發(fā)現(xiàn)家庭資產(chǎn)、信用等級(jí)、政府貼息、參與農(nóng)業(yè)保險(xiǎn)、銀行的積極性、貸后監(jiān)管力度與“純抵押型”農(nóng)村土地經(jīng)營(yíng)權(quán)抵押融資模式運(yùn)行有顯著的正向影響;家庭資產(chǎn)、土地經(jīng)營(yíng)面積、信用等級(jí)、參與農(nóng)業(yè)保險(xiǎn)、土地價(jià)值評(píng)估體系、貸后的監(jiān)管力度與“抵押+擔(dān)保型”農(nóng)村土地經(jīng)營(yíng)權(quán)抵押融資模式運(yùn)行有顯著的正向影響;貸款利率與農(nóng)村土地經(jīng)營(yíng)權(quán)抵押融資模式運(yùn)行有顯著的負(fù)向影響。最后,從加強(qiáng)農(nóng)村征信管理、加強(qiáng)產(chǎn)權(quán)交易市場(chǎng)建設(shè)、完善價(jià)值評(píng)估體系、風(fēng)險(xiǎn)分擔(dān)等角度提出完善農(nóng)村土地經(jīng)營(yíng)權(quán)抵押融資模式運(yùn)行的政策建議。
[Abstract]:With the development of agricultural industrialization and scale, new agricultural production and management organizations are emerging and the demand for credit funds is expanding. However, because most farmers lack effective collateral, it is more difficult to obtain loans from formal financial institutions. It is difficult to meet the needs of large-scale operation and production, and the problem of financing has become an important bottleneck restricting the development of agriculture, rural areas and farmers. In order to promote the development of modern agriculture quickly and solve the problem of farmers' financing difficulty, the state put forward the concept of "three rights division" of rural land, and allowed the land management right to mortgage financing to financial institutions as collateral. In order to increase the supply of funds in rural areas, to promote the transformation of agricultural management from traditional agriculture to modern agriculture, and to realize large-scale operation and modern management, It provides development path and system guarantee for further increasing farmers' income and promoting rural economic development. Under the background of "three rights separate structure" of rural land property right, this paper takes the operation of "pure mortgage" and "mortgage guarantee" mode of rural land management right mortgage financing as the research object. This paper summarizes and summarizes the current situation, characteristics and main problems of the operation of mortgage financing mode of rural land management right, and through the collation of the investigation data and statistical data of the pilot area, from the characteristics of the farmers themselves, the characteristics of the policy environment. This paper constructs a dual logit regression model to analyze the influencing factors of the operation of the mortgage financing mode of rural land management right in three aspects of the characteristics of financial institutions. Through empirical regression analysis, the study found that household assets, credit rating, government discount interest, participation in agricultural insurance, bank enthusiasm, The strength of supervision after loan and the operation of "pure mortgage" land management right mortgage financing mode have significant positive influence; household assets, land management area, credit grade, participation in agricultural insurance, land value evaluation system, The supervision strength after loan and the operation of "mortgage guarantee" rural land management right mortgage financing mode have significant positive influence, while the loan interest rate and the rural land management right mortgage financing mode operation have significant negative influence. Finally, from the perspective of strengthening the management of rural credit information, strengthening the construction of property rights trading market, perfecting the value evaluation system and risk sharing, the paper puts forward some policy suggestions to improve the operation of the mode of mortgage financing of rural land management right.
