【摘要】：農(nóng)民利益無小事,三農(nóng)問題涉及農(nóng)業(yè)、農(nóng)村、農(nóng)民的根本問題,是關(guān)系能否全面建成小康社會(huì)進(jìn)程中的最大問題。農(nóng)業(yè)豐收則基礎(chǔ)強(qiáng),農(nóng)民富強(qiáng)則國(guó)家盛,農(nóng)村穩(wěn)定則國(guó)家安。全面建成小康社會(huì),最艱巨最繁重的任務(wù)在農(nóng)村、在農(nóng)民、在農(nóng)業(yè)。只有發(fā)展好農(nóng)村經(jīng)濟(jì),才能保證全國(guó)人民共享經(jīng)濟(jì)社會(huì)發(fā)展的大蛋糕。鄉(xiāng)村經(jīng)濟(jì)發(fā)展直接影響我國(guó)農(nóng)村人口向城鎮(zhèn)的轉(zhuǎn)移,決定著我國(guó)國(guó)家城鎮(zhèn)化戰(zhàn)略的成敗。以延吉市鄉(xiāng)村經(jīng)濟(jì)發(fā)展為研究對(duì)象,詳細(xì)分析制約延吉市鄉(xiāng)村經(jīng)濟(jì)發(fā)展的因素,并提出相應(yīng)對(duì)策建議,給我國(guó)其它城市鄉(xiāng)村經(jīng)濟(jì)發(fā)展提供參考。本文通過延吉市經(jīng)濟(jì)社會(huì)發(fā)展統(tǒng)計(jì)數(shù)據(jù),分析了鄉(xiāng)村經(jīng)濟(jì)發(fā)展的問題,主要內(nèi)容有以下幾個(gè)方面:延吉市鄉(xiāng)村經(jīng)濟(jì)發(fā)展的現(xiàn)狀,鄉(xiāng)村經(jīng)濟(jì)發(fā)展存在的問題及成因,鄉(xiāng)村經(jīng)濟(jì)發(fā)展的對(duì)策建議;延吉市鄉(xiāng)村發(fā)展存在的問題包括:鄉(xiāng)村經(jīng)濟(jì)發(fā)展方式總體粗放;區(qū)域鄉(xiāng)村經(jīng)濟(jì)發(fā)展差距大;鄉(xiāng)村經(jīng)濟(jì)重心缺乏經(jīng)濟(jì)輻射能力;鄉(xiāng)村經(jīng)濟(jì)缺乏支撐產(chǎn)業(yè),產(chǎn)業(yè)結(jié)構(gòu)不合理;基礎(chǔ)設(shè)施建設(shè)滯后,資源環(huán)境壓力大。針對(duì)延吉市鄉(xiāng)村經(jīng)濟(jì)發(fā)展存在的主要問題及成因,本文提出一些見解建議,如小營(yíng)鎮(zhèn)發(fā)展"一村一品"模式,成立了延吉市富農(nóng)百姓果蔬種植專業(yè)合作社。長(zhǎng)東村成為大蔥、芽蔥的重要生產(chǎn)基地,并被中國(guó)科協(xié)、財(cái)政部的認(rèn)可,應(yīng)該抓住機(jī)遇發(fā)揮強(qiáng)項(xiàng),將大蔥、芽蔥項(xiàng)目做大做強(qiáng),形成輻射效應(yīng)。要進(jìn)一步發(fā)揮鄉(xiāng)村優(yōu)勢(shì),培育真正有實(shí)力和潛力的優(yōu)秀企業(yè),培育鄉(xiāng)村品牌企業(yè)和產(chǎn)品,進(jìn)一步促進(jìn)鄉(xiāng)村形象的提升。依蘭鎮(zhèn)農(nóng)產(chǎn)品加工業(yè)品牌"真味"食品、"可利亞"醬菜、"三農(nóng)"浸菜、"偉業(yè)"食品、"九龍醬業(yè)"成為依蘭鎮(zhèn)優(yōu)質(zhì)農(nóng)產(chǎn)品加工業(yè),對(duì)這些企業(yè)政府應(yīng)該予以扶持,使其進(jìn)一步成長(zhǎng)為行業(yè)龍頭企業(yè),為農(nóng)民增收貢獻(xiàn)新的力量。三道灣鎮(zhèn)林下資源豐富,三道灣應(yīng)發(fā)揮區(qū)域特色資源,對(duì)林下資源進(jìn)行產(chǎn)品加工包裝銷售,進(jìn)一步提高產(chǎn)品附加值。在鄉(xiāng)村經(jīng)濟(jì)發(fā)展的工作中必須堅(jiān)持統(tǒng)籌兼顧、開拓創(chuàng)新、與時(shí)俱進(jìn)的工作理念,從多方位、多角度解決鄉(xiāng)村發(fā)展所遇到的難題,從而實(shí)現(xiàn)鄉(xiāng)民經(jīng)濟(jì)增長(zhǎng)的又好又快發(fā)展,進(jìn)而推動(dòng)鄉(xiāng)村經(jīng)濟(jì)健康發(fā)展,縮小延吉市鄉(xiāng)鎮(zhèn)間的差距,構(gòu)建社會(huì)主義和諧社會(huì)。
[Abstract]:There is no small matter in the interests of farmers. The fundamental problems concerning agriculture, rural areas and farmers are the biggest problems in the process of building a well-off society in an all-round way. Agricultural harvest is based on strong, farmers rich and strong national prosperity, rural stability is national security. Build a well-off society in an all-round way, the most arduous and arduous task in the countryside, in farmers, in agriculture. Only the development of rural economy, can ensure that the people share the economic and social development of the big cake. The development of rural economy directly affects the transfer of rural population to cities and towns, and determines the success or failure of our country's urbanization strategy. Taking the rural economic development of Yanji city as the research object, this paper analyzes in detail the factors restricting the development of the rural economy in Yanji city, and puts forward corresponding countermeasures and suggestions to provide reference for the development of rural economy in other cities of our country. Based on the statistical data of economic and social development of Yanji City, this paper analyzes the problems of rural economic development. The main contents are as follows: the present situation of rural economic development in Yanji, the problems and causes of rural economic development. The countermeasures and suggestions of rural economic development, the problems of rural development in Yanji city include: the overall extensive development mode of rural economy, the wide gap of regional rural economic development, the lack of economic radiation capacity of rural economic center of gravity; The rural economy lacks the supporting industry, the industrial structure is unreasonable, the infrastructure construction lags behind, and the resources and environment are under great pressure. In view of the main problems and causes of rural economic development in Yanji City, this paper puts forward some suggestions, such as the development of "one Village, one Product" model in Xiaoying Town, and the establishment of a specialized cooperative for planting fruits and vegetables among the rich peasants of Yanji City. Changdong Village has become an important production base for scallions and sprouts, and has been recognized by the China Association of Science and Technology and the Ministry of Finance. It should seize the opportunity to give play to its strengths, make the spring onion and spring onion projects bigger and stronger, and form a radiation effect. It is necessary to further develop rural advantages, cultivate excellent enterprises with real strength and potential, cultivate rural brand enterprises and products, and further promote the promotion of rural image. The Yilan town agricultural products processing industry brand "real taste" food, "Coria" pickle, "three rural" soak vegetables, "Weiye" food, "Jiulong paste" became Yilan Town high-quality agricultural products processing industry, these enterprises should be supported by the government. Make it further grow into industry leader enterprise, contribute new strength for farmer income. There are abundant resources under forest in Sandaowan Town, so Sandaowan should develop regional characteristic resources, and carry on product processing, packaging and sale to the resources of forest, so as to further improve the added value of products. In the work of rural economic development, we must persist in overall planning, blaze new trails and innovate, keep pace with the times, solve the problems encountered in rural development from many aspects and angles, so as to realize the good and rapid development of the rural people's economy. Then promote the healthy development of rural economy, narrow the gap between towns and villages in Yanji, and build a harmonious socialist society.
