【摘要】:隨著社會(huì)經(jīng)濟(jì)的發(fā)展,國(guó)家投資的不斷加大,需要重點(diǎn)加強(qiáng)建設(shè)項(xiàng)目的管理和發(fā)展的宏觀功能調(diào)控,經(jīng)濟(jì)的有序發(fā)展核心目標(biāo)是制定符合現(xiàn)狀的策略并已逐步推行。發(fā)改委主要負(fù)責(zé)生產(chǎn)力布局、重大建設(shè)項(xiàng)目的協(xié)調(diào)推進(jìn)。近年來(lái)國(guó)家發(fā)改委投資司根據(jù)《國(guó)務(wù)院關(guān)于投資體制改革的決定》(國(guó)發(fā)[2004]20號(hào)),對(duì)規(guī)模以下的審批、核準(zhǔn)及備案項(xiàng)目采取了屬地化的管理制度,各省級(jí)發(fā)改委投資管理信息化建設(shè)已經(jīng)達(dá)到了一定規(guī)模,有了進(jìn)行全國(guó)數(shù)據(jù)匯總的基礎(chǔ),本次項(xiàng)目的建設(shè)啟動(dòng)將通過(guò)信息化手段在深化落實(shí)國(guó)家“三定”政策基礎(chǔ)上,加強(qiáng)對(duì)投資項(xiàng)目信息的匯總搜集分析,提高宏觀調(diào)控相關(guān)政策的針對(duì)性和科學(xué)性,有效促進(jìn)和引導(dǎo)社會(huì)合理投資,更好地服務(wù)于國(guó)民經(jīng)濟(jì)發(fā)展和政府宏觀決策。面對(duì)項(xiàng)目范圍的不斷擴(kuò)大,項(xiàng)目統(tǒng)計(jì)、收集工作繁重、準(zhǔn)確度低,傳統(tǒng)的管理手段與工作方法已難以為繼,與此同時(shí)社會(huì)各界對(duì)重點(diǎn)項(xiàng)目的建設(shè)關(guān)注度逐步增強(qiáng),構(gòu)建一個(gè)投資項(xiàng)目信息聯(lián)網(wǎng)系統(tǒng),加強(qiáng)對(duì)各個(gè)項(xiàng)目的統(tǒng)籌管理,提高政務(wù)效率與工作水平已成為必然趨勢(shì)。在整個(gè)項(xiàng)目的設(shè)計(jì)開(kāi)發(fā)過(guò)程中,遵循開(kāi)放性、先進(jìn)性、可擴(kuò)展性、嚴(yán)謹(jǐn)性、易維護(hù)性的原則,采用成熟的J2EE技術(shù)、WebService技術(shù)框架、B/S架構(gòu)和面向?qū)ο蠼M件技術(shù)進(jìn)行開(kāi)發(fā),系統(tǒng)分為展現(xiàn)交互層、應(yīng)用層、基礎(chǔ)支撐層、數(shù)據(jù)資源層共四層,設(shè)計(jì)包括信息登記、信息聯(lián)網(wǎng)及處理和項(xiàng)目信息監(jiān)測(cè)分析三大子系統(tǒng),實(shí)現(xiàn)對(duì)各區(qū)域各級(jí)投資項(xiàng)目(審批、核準(zhǔn)、備案)信息的聯(lián)網(wǎng)獲取、匯總處理、查詢統(tǒng)計(jì)、監(jiān)測(cè)分析以及對(duì)投資項(xiàng)目信息總體情況的公開(kāi)發(fā)布。該項(xiàng)目按計(jì)劃實(shí)施,并正式運(yùn)行,目前系統(tǒng)運(yùn)行穩(wěn)定,用戶體驗(yàn)良好。項(xiàng)目建成進(jìn)一步加強(qiáng)了投資項(xiàng)目工作監(jiān)管效率,有效推進(jìn)各地投資項(xiàng)目信息管理的規(guī)范化和信息化管理,提高宏觀調(diào)控相關(guān)政策的針對(duì)性和科學(xué)性,促進(jìn)和引導(dǎo)社會(huì)合理投資,更好地服務(wù)于國(guó)民經(jīng)濟(jì)發(fā)展和政府宏觀決策。
[Abstract]:With the development of social economy and the increasing of national investment, it is necessary to strengthen the management of construction projects and the macro-function control of development. The core goal of orderly economic development is to formulate the strategy that accords with the current situation and has been gradually implemented. The NDRC is mainly responsible for the distribution of productive forces and the coordinated promotion of major construction projects. In recent years, in accordance with the decision of the State Council on the Reform of the Investment system (Guofa [2004] 20), the Investment Department of the State Development and Reform Commission has adopted a localized management system for the examination, approval and filing of projects below the scale. The investment and management informatization construction of the provincial development and reform commissions has already reached a certain scale. With the foundation for the nationwide data collection, the construction of this project will be started on the basis of deepening the implementation of the "three fixed" policies of the state through the means of informatization. We should strengthen the collection and analysis of investment project information, improve the pertinence and scientific nature of the relevant policies of macro-control, effectively promote and guide social rational investment, and better serve the development of the national economy and the government's macro-decision-making. In the face of the continuous expansion of project scope, project statistics, heavy collection work, low accuracy, traditional management means and working methods have been difficult to continue, at the same time, the community has gradually increased attention to the construction of key projects. It has become an inevitable trend to construct an investment project information networking system, to strengthen the overall management of each project and to improve the efficiency and work level of government affairs. In the whole design and development process of the project, following the principles of openness, progressiveness, extensibility, rigor and maintainability, we adopt the mature J2EE technology and Web Service technology framework to develop the B / S framework and the object-oriented component technology. The system is divided into four layers: display interaction layer, application layer, basic support layer and data resource layer. The design includes three subsystems: information registration, information networking and processing, and project information monitoring and analysis. Approval, filing) networking of information acquisition, summary processing, query and statistics, monitoring and analysis, as well as the public release of the overall information on investment projects. The project is implemented as planned and officially operated. At present, the system is running stably and the user experience is good. The completion of the project has further strengthened the efficiency of supervision over investment projects, effectively promoted the standardization and information management of investment projects in various localities, improved the pertinence and scientific nature of relevant policies for macro-control, and promoted and guided the rational investment of society. Better serve the development of the national economy and the government macro-policy-making.
