開封市經(jīng)濟(jì)適用房政策的實(shí)施效用分析

【摘要】:住房問題對(duì)于每一個(gè)國(guó)家來說都是一個(gè)基本問題,無論是處于哪一個(gè)階層的居民都有著基本的住房需求。因此,能夠良好的解決住房問題,對(duì)于一個(gè)國(guó)家的穩(wěn)定與發(fā)展都有著極為重要的作用。在我國(guó),由于工業(yè)的發(fā)展與城市化水平的不斷提高,越來越多的人涌入大城市,造成了極大的城市人口壓力,又由于居民收入兩極分化現(xiàn)象越來越嚴(yán)重,導(dǎo)致城市中大量中低收入居民只能望樓興嘆,住房問題在我國(guó)已經(jīng)成為一個(gè)亟待解決的社會(huì)問題。為了解決住房問題,我國(guó)國(guó)務(wù)院在1998年下發(fā)了《關(guān)于進(jìn)一步深化城鎮(zhèn)住房制度改革,加快住房建設(shè)的通知》,建立了一套以經(jīng)濟(jì)適用房為主體的住房供應(yīng)系統(tǒng)。作為我國(guó)住房體制改革的綱領(lǐng)性文件,文件明確提出在停止住房實(shí)物分配的同時(shí),要根據(jù)居民的住房經(jīng)濟(jì)承受能力和心理承受能力建立多層次的住房供應(yīng)體系:高收入者購(gòu)買或租賃市場(chǎng)價(jià)商品房,中低收入者購(gòu)買經(jīng)濟(jì)適用房,最低收入者租用政府或單位提供的廉租房。經(jīng)濟(jì)適用住房保障體系我國(guó)住房保障體系中極為重要一環(huán),因此必須圍繞我國(guó)經(jīng)濟(jì)適用房制度做出合理的政策安排。因此,要調(diào)整我國(guó)經(jīng)濟(jì)適用房的供需結(jié)構(gòu),引導(dǎo)相關(guān)資源投入經(jīng)濟(jì)適用房的建設(shè),這對(duì)于平抑房?jī)r(jià),緩解我國(guó)住房壓力,解決大量中低收入階層的住房問題具有重要的現(xiàn)實(shí)意義。這一系統(tǒng)在很長(zhǎng)一段時(shí)間內(nèi)有效的解決了我國(guó)當(dāng)時(shí)低收入居民住房困難的問題。但是隨著社會(huì)大環(huán)境的改變與改革的深入發(fā)展,以經(jīng)濟(jì)適用房為主體的住房供應(yīng)系統(tǒng)也出現(xiàn)了許多的問題,如供給小于需求、選址困難等,隨著經(jīng)濟(jì)適用房政策在運(yùn)行過程中暴露出來的問題越來越多,這也引發(fā)了社會(huì)各界學(xué)者對(duì)于經(jīng)濟(jì)適用房政策"存" "廢"的討論。因此,對(duì)于經(jīng)濟(jì)適用房政策的實(shí)施效用進(jìn)行分析,看其推行效果如何,是否有效緩解了城市低收入居民的住房問題以及經(jīng)濟(jì)適用房的使用者對(duì)于經(jīng)濟(jì)適用房是否滿意,對(duì)于經(jīng)濟(jì)適用房政策的"存""廢"之爭(zhēng)具有幫助作用,同時(shí),也有利于解決我國(guó)當(dāng)前的住房問題。我國(guó)目前關(guān)于經(jīng)濟(jì)適用房政策的研究,大部分都集中在政策制定者的視角,內(nèi)容多僅限于建造、銷售、管理等方面。因此本文從三個(gè)方面出發(fā)對(duì)經(jīng)濟(jì)適用房政策展開研究,不僅對(duì)建造、銷售方面與后期管理方面做了研究分析,還從政策的利益相關(guān)者角度對(duì)經(jīng)濟(jì)適用房政策的實(shí)施效用展開研究,這也是本文的一個(gè)創(chuàng)新點(diǎn)。本文以河南省開封市為研究個(gè)案,對(duì)城市中經(jīng)濟(jì)適用房政策的實(shí)施效用這一問題展開實(shí)踐調(diào)查,分析經(jīng)濟(jì)適用房政策在城市中的執(zhí)行情況與實(shí)施效用,并根據(jù)調(diào)查分析結(jié)果提出有效解決開封住房問題的基本思路。首先,本論文第一部分對(duì)應(yīng)論文第一章與第二章,主要從研究意義以及選題背景出發(fā),以此來說明為何要將經(jīng)濟(jì)適用房社會(huì)政策的實(shí)施效用分析問題作為選題,然后對(duì)相關(guān)概念進(jìn)行界定,進(jìn)而闡述本論文研究思路和研究方法,說明如何來進(jìn)行對(duì)該選題的研究,最后對(duì)國(guó)內(nèi)外相關(guān)研究進(jìn)行了分析,以此加深本論文的研究層次。其次,本論文第二部分對(duì)應(yīng)論文第三章、第四章與第五章,首先基于從統(tǒng)計(jì)公報(bào)得到的調(diào)查數(shù)據(jù),對(duì)開封市自建造經(jīng)濟(jì)適用房開始,歷年的建設(shè)面積、單價(jià)、總價(jià)、選址、供應(yīng)對(duì)象等情況對(duì)開封市經(jīng)濟(jì)適用房政策的實(shí)施效用進(jìn)行分析,并對(duì)經(jīng)濟(jì)適用房政策在運(yùn)行過程中出現(xiàn)的問題進(jìn)行細(xì)化。同時(shí)通過調(diào)查開封市經(jīng)濟(jì)適用住房住戶得到住戶對(duì)經(jīng)濟(jì)適用房政策實(shí)施效用的評(píng)價(jià),將所得數(shù)據(jù)代入住房效用評(píng)價(jià)模型中對(duì)經(jīng)濟(jì)適用房政策實(shí)施效用的進(jìn)行統(tǒng)計(jì)分析,通過理論分析和實(shí)證研究,得出了受益人效用變化及其評(píng)價(jià)結(jié)果,揭示了以經(jīng)適房為代表的產(chǎn)權(quán)式保障房政策受益人各類效用變化的政策意義。最后,對(duì)開封市經(jīng)濟(jì)適用在政策在運(yùn)行過程中出現(xiàn)的問題進(jìn)行總結(jié)。再次,本論文第三部分對(duì)應(yīng)論文第六章,通過對(duì)國(guó)外發(fā)達(dá)國(guó)家住房保障政策的描述,總結(jié)國(guó)外住房保障政策的優(yōu)點(diǎn),對(duì)開封的經(jīng)濟(jì)適用住房政策起到借鑒作用。最后,本論文第四部分對(duì)應(yīng)論文第七章,基于影響經(jīng)濟(jì)適用房政策實(shí)施的相關(guān)因素的分析,同時(shí)對(duì)比部分發(fā)達(dá)國(guó)家施行的住房保障政策,從保障政策實(shí)施連貫性與持續(xù)性、細(xì)分政策受益群體的準(zhǔn)入標(biāo)準(zhǔn)與政策應(yīng)更關(guān)注人居效應(yīng)等方面提出改善經(jīng)濟(jì)適用房政策的建議。從而為更好解決開封住房問題提出思路,為我國(guó)保障性住房制度的創(chuàng)新提供建議。
[Abstract]:The housing problem is a basic problem for every country, no matter what class of residents have basic housing needs. Therefore, a good solution to the housing problem has a very important role for the stability and development of a country. In China, the development of industry and the level of urbanization are not. As a result, more and more people are pouring into the big cities, which has caused great urban population pressure, and the polarization of the residents' income is becoming more and more serious, which leads to a large number of middle and low income residents in the city, and the housing problem has become an urgent social problem in our country. In order to solve the housing problem, our country's state affairs are the state affairs. In 1998, the hospital issued a notice on further deepening the reform of the urban housing system and speeding up the housing construction, and established a set of housing supply system based on affordable housing. As a programmatic document of the reform of the housing system in China, the document clearly proposed that the housing economy should be stopped at the same time, according to the housing economy of the residents. Capacity and psychological capacity to establish a multi-level housing supply system: high income buyers to buy or lease market price commodity housing, low income buyers to buy affordable housing, the lowest income people rent low rent housing provided by the government or unit. The economic housing security system in China is a very important part of the housing security system, so it must be around Therefore, we should make reasonable policy arrangements for the system of affordable housing in our country. Therefore, it is important to adjust the supply and demand structure of the affordable housing in our country and guide the related resources to the construction of affordable housing. It is of great practical significance to suppress the housing price, alleviate the housing pressure and solve the housing problem of a large number of middle and low income strata. This system is very long. A period of time effectively solved the problem of housing difficulties for low-income residents at that time. However, with the change of the social environment and the deepening of the reform, many problems have appeared in the housing supply system, which is the main body of affordable housing, such as the supply of less than demand, the difficulty of location, and so on, with the policy of affordable housing in operation There are more and more problems exposed, which also leads to the discussion of the "save" and "waste" of the policy of affordable housing in all circles of society. Therefore, the effect of the implementation of the policy on affordable housing is analyzed to see whether the effect of its implementation, whether it effectively alleviates the housing problem of the urban low-income residents, and the user of the affordable housing. Whether the economic housing is satisfied or not, it is helpful to the "saving" and "waste" of the policy of affordable housing. At the same time, it also helps to solve the current housing problem in our country. At present, the research on the policy of affordable housing in China is mainly focused on the perspective of policy makers, and the content is limited to construction, sales, management and so on. This paper studies the policy of affordable housing from three aspects, not only on the construction, sales and post management, but also from the angle of policy stakeholders to study the effectiveness of the implementation of the policy of affordable housing, which is a new point in this article. This article is a case study of Kaifeng City in Henan province. This paper carries out a practical investigation on the effectiveness of the policy of affordable housing in the city, analyzes the implementation and effectiveness of the policy of affordable housing in the city, and puts forward the basic ideas to effectively solve the problem of Kaifeng housing in the light of the results of the investigation and analysis. First, part one of this paper is corresponding to the first and second chapters of the paper, mainly from the first chapter. On the basis of the research significance and the background of the topic, this paper explains why the utility analysis of the social policy of affordable housing should be selected as a topic, and then the relevant concepts are defined, and then the research ideas and methods of this paper are expounded, and the research on the topic is explained. Finally, the relevant research at home and abroad is divided. Secondly, the second part of this thesis corresponds to the third chapter, the fourth chapter and the fifth chapter. First, based on the survey data obtained from the statistical bulletin, the construction area, the unit price, the total price, the location, the supply object and so on are applied to Kaifeng City for the economic application of housing, based on the survey data obtained from the statistical bulletin. The implementation effectiveness of the policy is analyzed, and the problems arising in the running process of the affordable housing policy are refined. At the same time, the utility of the household to the affordable housing policy is evaluated through the investigation of the affordable housing households in Kaifeng City, and the results are replaced by the income data into the housing utility evaluation model to implement the economic housing policy. Through the statistical analysis, through theoretical analysis and empirical research, the benefit of beneficiaries' utility changes and their evaluation results are obtained. The policy significance of various kinds of utility changes of the beneficiaries of the property protection housing policy, represented by the suitable housing, is revealed. Finally, the problems in the economic application of Kaifeng City in the process of operation are summarized. The third part of this thesis corresponds to the sixth chapter of the paper. Through the description of the housing security policy of the developed countries, it summarizes the advantages of the foreign housing security policy, and plays a reference role to the economic housing policy of Kaifeng. Finally, the fourth part of this paper corresponds to the seventh chapters of the paper, based on the related factors affecting the implementation of the policy of affordable housing. At the same time, compared with the housing security policies implemented in some developed countries, the suggestions of improving the economic housing policy are proposed from the aspects of the consistency and sustainability of the policy implementation, the access standards and the policies of the beneficiary groups, which should be paid more attention to the population effect. The innovation of the barrier housing system provides advice.
