【摘要】：隨著我國經(jīng)濟社會的快速發(fā)展,人民生活水平的不斷提高,污水處理問題已經(jīng)成為政府和社會關(guān)注的重要問題。收取污水處理費是政府集中資金,加大污水治理力度、促進(jìn)污水減排、推動污水處理產(chǎn)業(yè)發(fā)展的重要經(jīng)濟杠桿。城鎮(zhèn)居民污水處理費的確定,不僅僅關(guān)系到污水處理產(chǎn)業(yè)能否健康發(fā)展,而且關(guān)系到廣大居民的切身利益。本文將以河北省城鎮(zhèn)居民污水處理費定價問題為研究對象,以兼顧污水處理企業(yè)和居民的利益,促進(jìn)污水處理產(chǎn)業(yè)發(fā)展、提高居民污水減排意識為目標(biāo),為科學(xué)合理地制定城鎮(zhèn)污水處理費、進(jìn)一步完善城鎮(zhèn)居民污水處理費制度提出建議和對策。本文第一部分闡明了污水處理費定價研究的目的和意義,概述了文章結(jié)構(gòu)和研究方法,提出了可能的創(chuàng)新點,并對有關(guān)污水處理費定價的最新文獻(xiàn)進(jìn)行了綜述。第二部分界定了相關(guān)概念,概述了本文研究的理論基礎(chǔ),包括市場失靈理論、規(guī)制理論、公共物品理論。第三部分主要介紹了國內(nèi)外污水處理費定價的實踐,并對各國實踐進(jìn)行了比較分析,得出了其對河北省污水處理費定價的啟示。第四部分介紹了河北省污水處理費定價的歷史演變及存在的問題,研究了收費法規(guī)的沿革、核定范圍的變化及收費標(biāo)準(zhǔn)的調(diào)整歷程;并從污水處理費的定價原則、收費標(biāo)準(zhǔn)、定價程序及定價方法等方面分析了河北省污水處理費定價的現(xiàn)狀和問題。第五部分提出了進(jìn)一步完善河北省污水處理費定價的思路及理論模型,在提出污水處理費定價原則、分析污水處理費定價影響因素的基礎(chǔ)上,借鑒平均成本定價法和區(qū)域標(biāo)尺競爭定價法的基本思想,構(gòu)建了固定彈性定價模型,同時采用EVIEWS16.0對模型進(jìn)行了計量分析,得出了各參數(shù)系數(shù),并隨機選取5家污水處理廠的運行數(shù)據(jù)進(jìn)行了測算。測算結(jié)果表明,計算得出的污水處理費既能較好地保證污水處理企業(yè)成本回收要求,又能控制在居民經(jīng)濟承受范圍之內(nèi)。第六部分對本文結(jié)論進(jìn)行了總結(jié),并提出了本文的不足之處。
[Abstract]:With the rapid development of our country's economy and society and the improvement of people's living standard, sewage treatment has become an important issue that the government and society pay attention to. The collection of sewage treatment fee is an important economic lever for the government to concentrate funds, strengthen sewage treatment, promote sewage emission reduction and promote the development of sewage treatment industry. The determination of sewage treatment fee for urban residents is not only related to the healthy development of sewage treatment industry, but also related to the vital interests of the majority of residents. This paper will take the pricing of sewage treatment fee of urban residents in Hebei Province as the research object, take into account the interests of sewage treatment enterprises and residents, promote the development of sewage treatment industry, and enhance the residents' consciousness of reducing emissions of sewage. Some suggestions and countermeasures are put forward for the establishment of urban sewage treatment fee and the further improvement of sewage treatment fee system for urban residents. In the first part of this paper, the purpose and significance of the study on the pricing of sewage treatment charges are expounded, the structure and research methods of the article are summarized, the possible innovations are put forward, and the latest literatures on the pricing of sewage treatment charges are summarized. The second part defines the relevant concepts, summarizes the theoretical basis of this study, including market failure theory, regulation theory, public goods theory. The third part mainly introduces the domestic and foreign sewage treatment fee pricing practice, and makes a comparative analysis of the practice in various countries, and draws its inspiration to Hebei Province sewage treatment fee pricing. The fourth part introduces the historical evolution and existing problems of the sewage treatment fee pricing in Hebei Province, studies the evolution of the charging regulations, the changes of the approved scope and the adjustment process of the charging standard, and analyzes the pricing principle and the charging standard of the sewage treatment fee. The current situation and problems of sewage treatment fee pricing in Hebei Province are analyzed in terms of pricing procedures and pricing methods. In the fifth part, the author puts forward some ideas and theoretical models to improve the pricing of sewage treatment fee in Hebei Province. On the basis of putting forward the pricing principle of sewage treatment fee and analyzing the factors affecting the pricing of sewage treatment fee, Based on the basic ideas of the average cost pricing method and the regional scale competitive pricing method, the fixed elastic pricing model is constructed. At the same time, the econometric analysis of the model is carried out by using EVIEWS16.0, and the parameter coefficients are obtained. The operation data of 5 sewage treatment plants were selected randomly. The calculation results show that the calculated sewage treatment fee can not only ensure the cost recovery requirements of sewage treatment enterprises, but also be controlled within the economic bearing range of the residents. The sixth part summarizes the conclusion of this paper and puts forward the deficiency of this paper.
