【摘要】：合同能源管理模式,是節(jié)能服務(wù)公司的主要經(jīng)營模式之一,尤其近年來,我國在“十二五”規(guī)劃中明確提出加大節(jié)能減排力度,在能耗高的企業(yè)中大力推廣節(jié)能改造項目,拓展合同能源管理的應(yīng)用范圍。這本來是造福社會,造福后代的一項重要舉措。但是,伴隨節(jié)能服務(wù)公司在國內(nèi)推廣,來自社會環(huán)境、技術(shù)水平、法規(guī)政策等方面的因素卻某種程度上阻礙了我國合同能源管理項目的推廣和發(fā)展。本位主要參考了合同能源管理理論,并借鑒了風(fēng)險管理理論中的風(fēng)險識別和風(fēng)險控制理論。聯(lián)系我國進行節(jié)能改造項目的政治環(huán)境和經(jīng)濟環(huán)境,結(jié)合項目全部利益相關(guān)方和項目流程,分析我國合同能源管理的成功因素。首先,根據(jù)文獻統(tǒng)計可能影響我國合同能源管理項目的因素;然后在不同視角下,運用等級全息建模方法對我國合同能源管理項目成功因素建立模型,根據(jù)主要的視角,建立了包括政府政策、市場發(fā)展、金融融資、用能單位的協(xié)調(diào)、節(jié)能服務(wù)公司的經(jīng)營、項目的不同階段及合同因素的七個項目成功影響因素權(quán)重子模型。其次,運用層次分析法,兩兩比較成功影響因素的權(quán)重及子因素的權(quán)重,建立了由以上七個子模型及其包含的28個子因素組成的我國合同能源管理項目成功因素權(quán)重排序,結(jié)果表明,節(jié)能服務(wù)公司的技術(shù)水平,國家政策,用能單位經(jīng)營狀況等方面與合同能源管理的成功影響較大;然后,在以上結(jié)論的基礎(chǔ)上,結(jié)合天津市即將進行的小區(qū)汞燈改造項目進行分析,分析我國進行汞燈改造的過程中面臨主要因素的權(quán)重排序,并分析各個因素的對于汞燈改造項目的影響情況;最后,針對權(quán)重較大,同時又比較難以解決和處理的因素,根據(jù)相關(guān)的理論提出一定的見解,引入股權(quán)和債權(quán)融資結(jié)合的模式,融資租賃模式,同時闡明了政府相應(yīng)機構(gòu)和部門對于節(jié)能服務(wù)公司的支持作用和對于用能單位的監(jiān)督作用。
[Abstract]:The contract energy management model is one of the main business models of energy-saving service companies. In recent years, in the "12th Five-Year Plan", China has clearly proposed to increase energy conservation and emission reduction, and to vigorously promote energy-saving transformation projects in enterprises with high energy consumption. Expand the scope of application of contract energy management. This was originally an important measure for the benefit of society and future generations. However, with the promotion of energy-saving service companies in China, factors such as social environment, technical level, regulations and policies have hindered the promotion and development of contract energy management projects in China to some extent. The standard mainly refers to the contract energy management theory, and draws lessons from the risk identification and risk control theory in the risk management theory. According to the political and economic environment of the energy saving transformation project in China, the successful factors of the contract energy management in our country are analyzed in the light of all the stakeholders and the process of the project. Firstly, according to the literature statistics, the factors that may affect the contract energy management project in China are analyzed, and then, by using the hierarchical holographic modeling method, the successful factors of the contract energy management project in China are modeled according to the main perspectives. A sub-model of seven successful influencing factors including government policy, market development, financial financing, coordination of energy use units, operation of energy-saving service companies, different stages of projects and contract factors is established. Secondly, by using analytic hierarchy process (AHP), the weight of success factors and sub-factors are compared, and the weight ranking of success factors of China's contract energy management projects is established, which is composed of the above seven sub-models and the 28 sub-factors they contain. The results show that the technical level, national policy, operating status of energy using units and other aspects of energy-saving service companies have a great impact on the success of contract energy management; then, on the basis of the above conclusions, Based on the analysis of the mercury lamp renovation project in Tianjin, the weight ranking of the main factors in the process of mercury lamp renovation in China is analyzed, and the influence of each factor on the mercury lamp renovation project is analyzed. In view of the heavy weight and difficult to solve and deal with the factors, according to the relevant theory put forward some opinions, the introduction of equity and creditor's rights financing combination model, financial leasing model, At the same time, the supporting role of government agencies and departments for energy-saving service companies and the monitoring role of energy use units are expounded.
