【摘要】：過去數(shù)十年來,中國經(jīng)濟發(fā)展不斷邁上新臺階,但是在經(jīng)濟發(fā)展的過程中存在著低技術含量、低附加值、低效高耗高污染等問題,而俄羅斯正經(jīng)歷著經(jīng)濟轉(zhuǎn)型,兩國都需要依靠創(chuàng)新,大力發(fā)展創(chuàng)新型經(jīng)濟,依靠創(chuàng)新推動產(chǎn)業(yè)發(fā)展、優(yōu)化經(jīng)濟結(jié)構,最終使經(jīng)濟得以持續(xù)健康增長。研究中俄兩國的創(chuàng)新型經(jīng)濟發(fā)展,不僅有利于中俄兩國之間的互相借鑒,對于其他發(fā)展中國家的經(jīng)濟發(fā)展和轉(zhuǎn)型也具有一定的借鑒意義。運用理論與實證相結(jié)合的方法,本文對創(chuàng)新型經(jīng)濟進行了較為系統(tǒng)、深入的研究。在理論研究部分,對創(chuàng)新型經(jīng)濟相關理論進行了綜述,對中俄兩國的創(chuàng)新型經(jīng)濟發(fā)展和路徑選擇進行了梳理和總結(jié),并運用經(jīng)濟增長理論對創(chuàng)新型經(jīng)濟對經(jīng)濟發(fā)展的驅(qū)動進行論證。在實證研究部分,本文首先對中國自1996年至于2015年的GDP、研發(fā)投入和高等學校教育經(jīng)費投入建立向量自回歸模型(VAR),并結(jié)合了格蘭杰檢驗、協(xié)整檢驗等計量方法,得出了中國對創(chuàng)新和創(chuàng)新經(jīng)濟的投入(研發(fā)投入和教育投入)都對經(jīng)濟增長有積極的推動作用的結(jié)論。然后選取俄羅斯自2001年以來的GDP和國際專利申請量建立向量自回歸模型,檢驗結(jié)論如下:技術創(chuàng)新對俄羅斯的經(jīng)濟增長存在正向推進作用,并且有著明顯的倍數(shù)作用,也就是說出當引起技術創(chuàng)新的因素發(fā)生了正向的變動,可以帶來數(shù)倍的經(jīng)濟增長效用。本文綜合理論研究和實證模型結(jié)果,得出了一些結(jié)論和啟示,包括經(jīng)濟轉(zhuǎn)型的最優(yōu)路徑選擇在于發(fā)展創(chuàng)新型經(jīng)濟、發(fā)展創(chuàng)新型經(jīng)濟重心在于建立競爭優(yōu)勢、核心是大力推進技術創(chuàng)新等。這些結(jié)論對于其他發(fā)展中國家以及中俄兩個均有一定的借鑒意義。
[Abstract]:Over the past few decades, China's economic development has continued to rise to a new level. However, in the process of economic development, there are problems such as low technological content, low added value, low efficiency, high consumption, and high pollution, and Russia is undergoing economic transformation. Both countries need to rely on innovation, vigorously develop innovative economy, rely on innovation to promote industrial development, optimize economic structure, and finally make the economy grow healthily. The study of the innovative economic development of China and Russia is not only conducive to the mutual reference between China and Russia, but also to the economic development and transformation of other developing countries. With the combination of theory and practice, this paper makes a systematic and in-depth study on innovative economy. In the part of theoretical research, the related theories of innovative economy are summarized, and the development and path selection of innovative economy between China and Russia are summarized. And uses the economic growth theory to carry on the demonstration to the innovation economy to the economic development drive. In the part of empirical research, this paper first establishes the vector autoregressive model for the GDPs, R & D investment and the investment of higher education funds in China from 1996 to 2015, and combines the Granger test and cointegration test, etc. It is concluded that China's investment in innovation and innovation economy (R & D investment and education investment) has a positive effect on economic growth. Then select the Russian GDP and international patent applications since 2001 to establish a vector autoregressive model, the test results are as follows: technological innovation has a positive role in promoting Russia's economic growth, and has a significant multiplier role. That is to say, when the factors that cause technological innovation change positively, it can bring many times the utility of economic growth. This paper synthesizes the theoretical research and empirical model results, draws some conclusions and enlightenment, including the optimal path of economic transformation lies in the development of innovative economy, the focus of development of innovative economy lies in the establishment of competitive advantage. The core is to vigorously promote technological innovation and so on. These conclusions are useful for other developing countries and both China and Russia.
