【摘要】：隨著21世紀(jì)經(jīng)濟(jì)社會(huì)的發(fā)展,以及“十三五”規(guī)劃的逐步落實(shí),我國(guó)人民在物質(zhì)生活漸趨滿足的同時(shí),逐漸注重精神生活層次的提高和享受。我國(guó)三線城市也向發(fā)展型社會(huì)轉(zhuǎn)變,對(duì)于公共體育設(shè)施資源配置和服務(wù)的需求也在逐年增強(qiáng),但現(xiàn)階段我國(guó)公共體育設(shè)施資源配置不合理、服務(wù)滿意度低等問(wèn)題長(zhǎng)期影響城市地區(qū)的現(xiàn)代化進(jìn)程。本研究以寶雞市城區(qū)為例,采取文獻(xiàn)資料、調(diào)查訪談、個(gè)案分析以及數(shù)理統(tǒng)計(jì)的研究方法將對(duì)寶雞市渭濱區(qū)、金臺(tái)區(qū)兩個(gè)行政區(qū)劃的城區(qū)部分進(jìn)行調(diào)查研究,以獲取更加真實(shí)有效的數(shù)據(jù)。本研究重視實(shí)證以及對(duì)策性,以解決寶雞市城區(qū)公共體育設(shè)施資源的配置與服務(wù)目的,對(duì)寶雞市城區(qū)的公共體育設(shè)施現(xiàn)狀展開(kāi)了充分的調(diào)查和走訪,并分析所面臨的問(wèn)題,為相關(guān)政府體育職能部門(mén)的決策給出一些參考和建議,使寶雞市城區(qū)公共體育設(shè)施資源配置管理與服務(wù)的功能真正體現(xiàn)出來(lái),創(chuàng)造城區(qū)居民安居樂(lè)業(yè)和穩(wěn)定有序的社會(huì)環(huán)境。通過(guò)相關(guān)研究,本論文得出以下結(jié)論:1.在寶雞市城區(qū)公共體育設(shè)施土地資源的配比面積仍需進(jìn)一步合理的配置;寶雞市城區(qū)規(guī)劃布局中的公園廣場(chǎng)、社區(qū)健身庭院是居民選擇的主要場(chǎng)合,需要加強(qiáng)安全和防護(hù)。學(xué)校內(nèi)的體育設(shè)施開(kāi)放度低且配置種類較為單一;城區(qū)規(guī)模較大的市級(jí)場(chǎng)館設(shè)施利用率不高,區(qū)級(jí)場(chǎng)館的數(shù)量也與需求不相匹配,場(chǎng)地設(shè)施種類和規(guī)模配置不均衡,公園和河堤步道等多以休閑活動(dòng)為主;寶雞市城區(qū)商品房、單位以及保障房社區(qū)的公共體育設(shè)施配置仍有差異。2.寶雞市城區(qū)對(duì)于公共體育設(shè)施資源的數(shù)量及規(guī)模配置尚不足、布局不夠合理、缺少建設(shè)規(guī)劃和制度管理、資金來(lái)源不足以及資源配置的不平衡這幾個(gè)層面提出了問(wèn)題,并對(duì)資源配置的不平衡性的問(wèn)題進(jìn)行了劃分,分別從設(shè)施基本情況、經(jīng)濟(jì)水平和居民需求三個(gè)方面進(jìn)行了解讀。3.寶雞市城區(qū)單位和社區(qū)的公共體育設(shè)施主要采用企業(yè)化管理的模式,而學(xué)校公共體育設(shè)施的管理與服務(wù)主要依賴與學(xué)校自身;寶雞市城區(qū)公共體育設(shè)施管理與服務(wù)的資金主要來(lái)源于政府財(cái)政、企事業(yè)單位自籌以及體彩三個(gè)方面,其中政府財(cái)政是主要來(lái)源;寶雞市城區(qū)公共體育設(shè)施的管理主要依賴于行政組織管理體系和國(guó)家相關(guān)法規(guī)和規(guī)范;寶雞市城區(qū)公共體育設(shè)施的管理維護(hù)效果一般,布局和維護(hù)不合理、專業(yè)指導(dǎo)員缺失等因素影響了公共體育設(shè)施的使用效益。4.寶雞市城區(qū)對(duì)于管理與服務(wù)中主要存在設(shè)施的硬件管理和維護(hù)情況較差、設(shè)施的開(kāi)放力度不夠、專業(yè)的體育指導(dǎo)員短缺等影響居民滿意度的問(wèn)題,同時(shí)提出了管理制度的缺乏且執(zhí)行力不夠、服務(wù)經(jīng)費(fèi)短缺以及居民意識(shí)觀念的不足這些更深層次的問(wèn)題。5.寶雞市城區(qū)在資源配置的對(duì)策方面,分別給出合理規(guī)劃和布局、完善資源配置的平衡性,將公共體育設(shè)施規(guī)劃建設(shè)納入城市總體發(fā)展規(guī)劃、推動(dòng)政府資金投入和企業(yè)運(yùn)作的方法優(yōu)化資源配置;而對(duì)于管理與服務(wù)的對(duì)策方面,加強(qiáng)城區(qū)居民對(duì)公共體育設(shè)施的不同需求,推進(jìn)公共體育設(shè)施向社會(huì)開(kāi)放,提高利用率;完善相關(guān)管理制度與法規(guī)建設(shè);加強(qiáng)管理和維護(hù),改善服務(wù)水平,強(qiáng)化人才隊(duì)伍建設(shè)。
[Abstract]:With the development of the economy and society in twenty-first Century and the gradual implementation of the "13th Five-Year" plan, the people of our country gradually pay attention to the improvement and enjoyment of the spiritual life level while the material life is becoming more and more satisfying. The three line cities of our country have also changed to the developing society, and the demand for the allocation and service of public sports facilities is increasing year by year, but the demand for the allocation and service of public sports facilities is also increasing year by year. At the present stage, the allocation of public sports facilities is unreasonable and the satisfaction of service is low for a long time. This study takes the urban area of Baoji as an example. The research methods of literature, investigation, interview, case analysis and mathematical statistics will be used in the urban area of Weibin District of Baoji and the two districts of Jintai district. In order to obtain more real and effective data, this study pays more attention to empirical and Countermeasures to solve the allocation and service purpose of public sports facilities in Baoji City, and makes a full investigation and visit to the present situation of public sports facilities in Baoji City, and analyzes the problems faced by the relevant government bodies. The decision of the educational function department gives some references and suggestions, so that the function of the resource allocation management and service of public sports facilities in Baoji city is truly reflected, creating a stable and orderly social environment for the urban residents. Through the related research, the following conclusion is drawn: 1. the land capital of public sports facilities in the city of Baoji The proportioning area of the source still needs further rational allocation; the park square in the urban planning and layout of Baoji City, the community fitness courtyard is the main occasion for the residents to choose. It needs to strengthen the safety and protection. The sports facilities in the school are open and the configuration kind is relatively single; the utilization rate of urban venues and facilities in the urban area is not high, and the district level is not high. The number of stadiums and stadiums is not matched with the demand, the types and the scale of the facilities are not balanced, the park and the river embankment are mostly leisure activities, and the distribution of public sports facilities in the commercial houses, units and the housing community in Baoji city is still different, and the number and the scale of the public sports facilities resources in the city of Baoji are still the same. Shortage, layout is not reasonable, lack of construction planning and system management, lack of funds and imbalance of resource allocation, the problems are put forward, and the problems of the imbalance of resource allocation are divided, from the basic situation of the facilities, the economic level and the needs of the people in the three aspects of the interpretation of the city of.3. Baoji City The public sports facilities in the unit and community mainly adopt the mode of enterprise management, and the management and service of the public sports facilities of the school depend mainly on the school itself. The funds of the public sports facilities management and service in Baoji city are mainly from the government finance, the self financing of enterprises and institutions and the three aspects of the body color, among which the government finance is Main sources: the management of public sports facilities in Baoji city mainly depends on administrative organization and management system and national related regulations and norms; the management and maintenance of public sports facilities in Baoji city is general, the layout and maintenance are unreasonable, the lack of professional instructors and other factors affect the benefit of the public sports facilities.4. Baoji city. In the area, the poor management and maintenance of the hardware in the management and service, the insufficient opening of the facilities and the shortage of professional sports instructors affect the satisfaction of the residents. At the same time, the lack of management system and the insufficient executive power, the shortage of service funds and the inadequacy of the consciousness of the residents have been put forward. .5. Baoji City District in the resource allocation countermeasures, respectively give reasonable planning and layout, improve the balance of resource allocation, the public sports facilities planning and construction into the urban overall development planning, to promote the government capital investment and enterprise operation methods to optimize the allocation of resources, and for the management and service countermeasures, The residents in the strong urban areas have different needs for public sports facilities, promote public sports facilities to the society, improve the utilization rate, improve the relevant management system and regulations, strengthen management and maintenance, improve the service level, and strengthen the construction of the talent team.
