【摘要】：2014年,中俄兩國已發(fā)展為全面戰(zhàn)略協(xié)作伙伴關(guān)系。黑龍江對俄貿(mào)易是加深兩國關(guān)系的重要內(nèi)容,也是中俄兩國將政治互信上升為務(wù)實(shí)合作的主攻方向。黑龍江位于我國的東北部,與俄羅斯毗鄰,是全國對俄經(jīng)貿(mào)合作的第一大省,與俄羅斯開展貿(mào)易合作具有獨(dú)特的地緣優(yōu)勢。中俄兩國合作領(lǐng)域不斷拓寬、合作規(guī)模不斷擴(kuò)大,兩國在金融、能源、交通、科技等領(lǐng)域取得了豐碩的成果。目前黑龍江省不斷提高沿邊開放水平,加強(qiáng)道路、橋梁、口岸等基礎(chǔ)設(shè)施建設(shè),積極構(gòu)建東部陸海絲綢之路經(jīng)濟(jì)帶,俄羅斯已經(jīng)加入世界貿(mào)易組織并啟動了遠(yuǎn)東經(jīng)濟(jì)開發(fā)戰(zhàn)略。黑龍江省應(yīng)利用歷史上中俄關(guān)系的最好時機(jī),充分利用自身優(yōu)勢,完善對俄邊境貿(mào)易的合作方式,促進(jìn)本省經(jīng)濟(jì)的快速發(fā)展。黑龍江對俄貿(mào)易的開展,對于深化中俄兩國關(guān)系,推動兩國邊境地區(qū)的經(jīng)濟(jì)發(fā)展,適應(yīng)經(jīng)濟(jì)全球化、區(qū)域經(jīng)濟(jì)一體化的發(fā)展趨勢具有重要意義。因此,本文以黑龍江對俄邊境貿(mào)易為研究對象;以邊境貿(mào)易理論為研究的理論基礎(chǔ);以黑龍江對俄邊境貿(mào)易發(fā)展歷程、特點(diǎn)、優(yōu)勢及存在的問題為研究的起點(diǎn),著重闡述黑龍江對俄邊境貿(mào)易對區(qū)域經(jīng)濟(jì)發(fā)展的作用及提出改進(jìn)經(jīng)濟(jì)發(fā)展的建議。論文共分為四章,主要框架如下:第一章為緒論,介紹了論文研究背景、研究的目的和意義、國內(nèi)外研究現(xiàn)狀、論文的研究思路和方法,以及論文研究的理論基礎(chǔ)。第二章分析了黑龍江對俄邊境貿(mào)易的發(fā)展現(xiàn)狀,包括發(fā)展歷程、取得的成就、特點(diǎn)、優(yōu)勢及存在的問題,本章節(jié)有大量的相關(guān)統(tǒng)計(jì)數(shù)據(jù),使論文的理解更加直觀和具體。第三章分析了黑龍江對俄邊境貿(mào)易產(chǎn)生的積極影響,重點(diǎn)分析對促進(jìn)區(qū)域經(jīng)濟(jì)、文化及社會發(fā)展所起的作用。第四章在分析黑龍江對俄邊境貿(mào)易的發(fā)展現(xiàn)狀、特點(diǎn)及存在問題的基礎(chǔ)上,進(jìn)一步提出發(fā)展黑龍江對俄邊境貿(mào)易的建議,為黑龍江與俄羅斯的經(jīng)貿(mào)合作提供一些決策建議和手段。
[Abstract]:In 2014, China and Russia have developed into a comprehensive strategic partnership of cooperation. Heilongjiang's trade with Russia is an important part of deepening bilateral relations, and is also the main attack direction for China and Russia to turn political mutual trust into pragmatic cooperation. Heilongjiang is located in the northeast of China, adjacent to Russia, and is the largest province in China's economic and trade cooperation with Russia, and it has a unique geographical advantage in carrying out trade cooperation with Russia. China and Russia continue to expand the scope and scale of cooperation, and the two countries have achieved fruitful results in the fields of finance, energy, transportation, science and technology. At present, Heilongjiang Province has continuously raised the level of border opening, strengthened infrastructure construction such as roads, bridges and ports, and actively constructed the eastern land and sea Silk Road economic belt. Russia has joined the World Trade Organization and launched the far East economic development strategy. Heilongjiang Province should take advantage of the best opportunity of Sino-Russian relations in history, make full use of its own advantages, perfect the cooperation mode of border trade with Russia, and promote the rapid development of the province's economy. The development of Heilongjiang trade with Russia is of great significance for deepening the relations between China and Russia, promoting the economic development of the border areas of the two countries, adapting to the development trend of economic globalization and regional economic integration. Therefore, this paper takes the border trade between Heilongjiang and Russia as the research object, takes the border trade theory as the theoretical basis, and takes the development course, characteristics, advantages and existing problems of the border trade between Heilongjiang and Russia as the starting point. The function of border trade between Heilongjiang and Russia on the development of regional economy and suggestions for improving economic development are expounded. The thesis is divided into four chapters. The main framework is as follows: the first chapter is the introduction, which introduces the research background, the purpose and significance of the research, the current research situation at home and abroad, the research ideas and methods, as well as the theoretical basis of the paper. The second chapter analyzes the development of Heilongjiang border trade with Russia, including the development process, achievements, characteristics, advantages and existing problems, this chapter has a large number of relevant statistical data, so that the understanding of the paper more intuitive and specific. The third chapter analyzes the positive impact of Heilongjiang on Russian border trade, focusing on the role of promoting regional economic, cultural and social development. On the basis of analyzing the current situation, characteristics and existing problems of the border trade between Heilongjiang and Russia, the fourth chapter puts forward some suggestions for the development of the border trade between Heilongjiang and Russia. For Heilongjiang and Russia's economic and trade cooperation to provide some decision-making suggestions and means.
