【摘要】：北京熱力作為北京市最大的供熱企業(yè),自2006年率先進(jìn)行北京市公共建筑熱計量改造和收費(fèi),到2013年實(shí)施熱計量的公建面積超過集中供熱總面積的1/4。2015年北京熱力全面推進(jìn)了“源、網(wǎng)、站”一體化和區(qū)域化的供熱體制改革。本文首先觀察和總結(jié)各類公建熱計量用戶用熱量隨時間和室外溫度的變化規(guī)律,然后立足新的區(qū)域供熱管理模式,結(jié)合北京熱力在多熱源聯(lián)網(wǎng)、熱計量等領(lǐng)域的實(shí)踐和發(fā)展,從調(diào)峰熱源的優(yōu)化調(diào)度、公建熱力站及二次系統(tǒng)的分時控制和分階段變流量質(zhì)調(diào)節(jié)、公建熱計量的定價體系和經(jīng)營模式等幾方面進(jìn)行探討,以區(qū)域供熱運(yùn)行管理單位的角度尋求適合于熱計量用熱規(guī)律的、多方聯(lián)動的調(diào)節(jié)方式,使整個供熱系統(tǒng)更加節(jié)能經(jīng)濟(jì)、安全穩(wěn)定地運(yùn)行。
[Abstract]:As the largest heating enterprise in Beijing, since 2006, Beijing has taken the lead in thermal metering and charging of public buildings in Beijing, and in 2013, the public building area of heat metering was more than 1 / 4. 2015 of the total area of central heating. Network, station "integration and regionalization of the heating system reform." In this paper, we first observe and summarize the variation of heat consumption with time and outdoor temperature of all kinds of public building heat metering users, and then base on the new regional heating management mode and combine the practice and development of Beijing heat supply in the fields of multi-heat source networking and heat metering, etc. This paper discusses the optimal scheduling of peak-shaving heat source, the time-sharing control of public thermal station and secondary system, the adjustment of varying flow and quality in stages, the pricing system and management mode of public heat metering, etc. From the point of view of regional heating operation management unit, this paper seeks for a multi-party coordinated regulation method suitable for heat metering, which makes the whole heating system more economical, safe and stable.
