電能計(jì)量設(shè)備一體化管理平臺(tái)項(xiàng)目建設(shè)總體方案研究

【摘要】:隨著國(guó)內(nèi)電力市場(chǎng)用電規(guī)模的不斷擴(kuò)大,客戶的用電需求更加個(gè)性化,這就要求電力公司能提供更優(yōu)質(zhì)的用電服務(wù),縮短業(yè)務(wù)周期跨度,提高應(yīng)急影響的水平。其中,對(duì)電力計(jì)量工作的要求,即要保障計(jì)量資產(chǎn)的良好運(yùn)轉(zhuǎn),實(shí)現(xiàn)計(jì)量資產(chǎn)的全生命周期的管理。電能計(jì)量業(yè)務(wù)一體化平臺(tái)構(gòu)建在國(guó)家電網(wǎng)公司“SG186”工程一體化平臺(tái)之內(nèi),其運(yùn)用先進(jìn)的地理空間信息技術(shù)(GIS)和射頻識(shí)別技術(shù)(RFID)技術(shù),在統(tǒng)一的用戶界面上為招投標(biāo)管理、計(jì)量檢定試驗(yàn)、計(jì)量業(yè)務(wù)管理、計(jì)量配送管理的各層面管理人員提供豐富的各項(xiàng)計(jì)量數(shù)據(jù)支持。本研究結(jié)合北京市電力公司電能計(jì)量中心的業(yè)務(wù)現(xiàn)狀,對(duì)其電能計(jì)量設(shè)備一體化管理平臺(tái)的設(shè)計(jì)與安全保障體系進(jìn)行了詳細(xì)研究。 首先,對(duì)國(guó)內(nèi)外電力計(jì)量設(shè)備管理信息系統(tǒng)應(yīng)用的技術(shù)和平臺(tái)的相關(guān)研究進(jìn)行了總結(jié)概述;其次,對(duì)北京市電力公司電能計(jì)量設(shè)備的現(xiàn)狀與系統(tǒng)建設(shè)必要性進(jìn)行了分析,,并提出了系統(tǒng)建設(shè)的思路;再次,對(duì)北京市電力公司電能計(jì)量設(shè)備一體化管理平臺(tái)建設(shè)進(jìn)行了總體架構(gòu),包括平臺(tái)建設(shè)總體結(jié)構(gòu)、平臺(tái)建設(shè)總體網(wǎng)絡(luò)拓?fù)洹⑵脚_(tái)建設(shè)總體架構(gòu),進(jìn)而提出系統(tǒng)總體設(shè)計(jì)的理念;接著,從系統(tǒng)軟件平臺(tái)、系統(tǒng)硬件平臺(tái)和系統(tǒng)安全性三方面對(duì)北京市電力公司電能計(jì)量設(shè)備一體化管理平臺(tái)進(jìn)行了具體的設(shè)計(jì);最后,在需求與風(fēng)險(xiǎn)分析基礎(chǔ)上,構(gòu)建了北京市電力公司電能計(jì)量設(shè)備一體化管理平臺(tái)信息安全保障體系。
[Abstract]:With the continuous expansion of the scale of domestic electricity market, the customer's demand for electricity is more personalized, which requires the power company to provide more high-quality electricity service, shorten the span of business cycle, and improve the level of emergency impact. Among them, the requirement of electric power metering work is to ensure the good operation of metering assets and realize the management of the whole life cycle of metering assets. The integrated platform of electric energy measurement business is built on the integrated platform of "SG186" project of State Grid Company. It uses advanced geospatial information technology and RFID technology to manage bidding on the unified user interface. Metrology test, metrology business management, metrological distribution management of all levels of management personnel to provide a wealth of metrological data support. According to the business situation of Beijing Electric Power Company Electric Energy Measurement Center, the design and safety guarantee system of the integrated management platform for electric energy metering equipment are studied in detail in this paper. Firstly, the paper summarizes the technology and platform of electric power metering equipment management information system at home and abroad. Secondly, it analyzes the current situation of electric energy metering equipment and the necessity of system construction in Beijing Electric Power Company. And put forward the train of thought of system construction; thirdly, the integrated management platform construction of electric energy metering equipment of Beijing Electric Power Company has carried on the overall structure, including the overall structure of the platform construction, the overall network topology of the platform construction, the overall architecture of the platform construction. Then put forward the concept of the overall design of the system; then, from the system software platform, system hardware platform and system security three aspects of the specific design of the Beijing Electric Power Company Electric Energy Metering equipment Integrated Management platform; finally, On the basis of demand and risk analysis, the information security guarantee system of integrated management platform of electric energy metering equipment of Beijing Electric Power Company is constructed.
