【摘要】：為準(zhǔn)確、及時(shí)反映境外投資者在華投資權(quán)益情況,科學(xué)、有效地組織全國(guó)外商投資企業(yè)外方權(quán)益調(diào)查工作,并且為了進(jìn)一步探索優(yōu)質(zhì)高效的年檢方式,我們?cè)O(shè)計(jì)了外商投資企業(yè)外方權(quán)益確認(rèn)抽樣調(diào)查系統(tǒng)。它進(jìn)一步完善了外方權(quán)益統(tǒng)計(jì)監(jiān)測(cè)制度,能及時(shí)反映外方權(quán)益情況,以便準(zhǔn)確掌握國(guó)際收支情況、監(jiān)測(cè)外方權(quán)益規(guī)模、促進(jìn)國(guó)際收支平衡。對(duì)我國(guó)貨幣當(dāng)局能夠準(zhǔn)確地判斷、預(yù)估經(jīng)濟(jì)形勢(shì),及時(shí)對(duì)貨幣政策進(jìn)行逆周期調(diào)節(jié)極具現(xiàn)實(shí)意義。外方權(quán)益確認(rèn)抽樣調(diào)查系統(tǒng)的調(diào)查對(duì)象為在中國(guó)大陸境內(nèi)存續(xù)經(jīng)營(yíng),且獲得商務(wù)部分《外商投資企業(yè)批準(zhǔn)證書》的境內(nèi)機(jī)構(gòu),以及經(jīng)工商部門批準(zhǔn)設(shè)立的外資合伙企業(yè)。設(shè)計(jì)一個(gè)好的抽樣方法,將直接影響到系統(tǒng)的功能和性能。論文主要工作如下：(1)系統(tǒng)設(shè)計(jì)了一種PPS抽樣方法(按規(guī)模大小成比例的概率抽樣),兼顧數(shù)據(jù)準(zhǔn)確性高和調(diào)查成本低兩方面；(2)詳細(xì)地分析了系統(tǒng)模塊“用戶管理,公告欄管理,企業(yè)管理,抽樣管理,權(quán)益管理,統(tǒng)計(jì)分析”等的功能、數(shù)據(jù)結(jié)構(gòu)以及系統(tǒng)實(shí)現(xiàn)方法；(3)根據(jù)需求,系統(tǒng)具有對(duì)總的調(diào)查樣本數(shù)據(jù)中季末外方所有者權(quán)益、實(shí)收資本、資本公積等數(shù)據(jù)進(jìn)行統(tǒng)計(jì),最終對(duì)企業(yè)外方權(quán)益進(jìn)行匯總的功能,統(tǒng)計(jì)結(jié)果更直觀易懂；(4)由于系統(tǒng)最終用戶為銀行管理員及操作員,前臺(tái)使用界面簡(jiǎn)單、便捷,后臺(tái)管理邏輯清晰、易懂。(5)系統(tǒng)后臺(tái)采用Java語言開發(fā),前臺(tái)采用Html+CSS+JavaScript框架結(jié)構(gòu),數(shù)據(jù)庫選擇MySQL。論文詳細(xì)介紹了開發(fā)系統(tǒng)的具體步驟、所需要的應(yīng)用技術(shù),以配圖例的方式盡可能詳細(xì)的說明系統(tǒng)整個(gè)的開發(fā)過程。系統(tǒng)已在國(guó)家外匯管理局揚(yáng)州市中心支局試運(yùn)行。
[Abstract]:In order to accurately, timely reflect the investment rights and interests of foreign investors in China, scientifically and effectively organize the investigation of foreign rights and interests of foreign invested enterprises in China, and in order to further explore the high quality and efficient method of annual inspection, we have designed a sampling survey system for foreign investment enterprises to confirm the foreign rights and interests. It further improved the statistics of foreign rights and interests. The monitoring system can reflect the rights and interests of the foreign parties in time so as to accurately grasp the situation of the international balance of payments, monitor the scale of the rights and interests of the foreign parties and promote the balance of payments. It is very practical for the monetary authorities of our country to accurately judge the economic situation and to adjust the reverse cycle of the monetary policy in time. The object of this paper is to obtain a good sampling method, which will directly affect the function and performance of the system. The main work of this paper is as follows: (1) a kind of PPS is designed. Sampling method (probability sampling according to scale is proportional to scale), with two aspects of high accuracy and low cost of investigation; (2) the function of system module "user management, bulletin board management, enterprise management, sampling management, rights management, statistical analysis", data structure and system realization method are analyzed in detail. (3) according to demand, Department The system has the data of the owner's rights and interests of the end of the quarter of the total survey sample, the real collection of capital, the capital stock and other data, and finally the function of summarizing the rights and interests of the enterprise. The statistical results are more intuitive and easy to understand. (4) because the system end user is a bank administrator and operator, the front desk is simple, convenient, and backstage management. (5) the system background adopts the Java language development, the front desk adopts the Html+CSS+JavaScript frame structure, the database chooses the MySQL. paper to introduce the concrete steps of the development system, the required application technology, and explain the whole development process as detailed as possible with the pattern of illustrations.
