【摘要】：隨著全球經(jīng)濟(jì)下行,失業(yè)問(wèn)題日益凸顯,作為調(diào)控失業(yè)的有效手段,失業(yè)保險(xiǎn)制度正發(fā)揮著越來(lái)越重要的作用。1999年,《失業(yè)保險(xiǎn)條例》的正式頒布實(shí)施,標(biāo)志著我國(guó)失業(yè)保險(xiǎn)制度的正式確立。在20世紀(jì)末國(guó)企改革的大背景下,失業(yè)保險(xiǎn)制度在保障下崗職工與失業(yè)人員基本生活方面發(fā)揮了重要的積極作用。而新經(jīng)濟(jì)常態(tài)下,面對(duì)失業(yè)問(wèn)題的新變化,失業(yè)保險(xiǎn)制度的實(shí)施也呈現(xiàn)出一些新問(wèn)題。本文從許昌市的失業(yè)保險(xiǎn)制度實(shí)施現(xiàn)狀入手,研究當(dāng)前地方失業(yè)保險(xiǎn)制度實(shí)施中出現(xiàn)的問(wèn)題及原因所在,通過(guò)探討地方制度實(shí)施中尤其是實(shí)務(wù)層面的措施建議,促使制度運(yùn)行更適應(yīng)新的經(jīng)濟(jì)環(huán)境,從而有效的發(fā)揮失業(yè)保險(xiǎn)制度“穩(wěn)定器”和“安全網(wǎng)”的作用。文章共由五個(gè)部分組成:第一部分是緒論,該部分介紹了失業(yè)保險(xiǎn)制度實(shí)施的研究背景與意義,闡述了該領(lǐng)域的國(guó)內(nèi)外研究現(xiàn)狀,并介紹了本文的研究思路、理論工具等。文章的第二部分,首先界定了失業(yè)等相關(guān)概念,隨后通過(guò)數(shù)據(jù)統(tǒng)計(jì)與資料整理,從發(fā)展規(guī)模、待遇水平與基金管理三個(gè)方面評(píng)述了許昌市失業(yè)保險(xiǎn)制度的實(shí)施現(xiàn)狀,然后由實(shí)施現(xiàn)狀分析了制度實(shí)施效果。目前許昌市失業(yè)保險(xiǎn)制度的實(shí)施給失業(yè)人員提供了良好的基本生活保障,全市城鎮(zhèn)登記失業(yè)率趨于穩(wěn)定,基金的保障能力也得到持續(xù)加強(qiáng)。文章的第三部分,通過(guò)分析許昌市失業(yè)保險(xiǎn)基金管理的相關(guān)統(tǒng)計(jì)數(shù)據(jù),思考了制度實(shí)施中存在的問(wèn)題及原因。當(dāng)前實(shí)施的失業(yè)保險(xiǎn)制度能夠?yàn)槭I(yè)人員的基本生活提供良好保障,但是由于實(shí)操細(xì)則的空缺與不完善,致使制度的另一大功能——就業(yè)促進(jìn)功能的發(fā)揮相對(duì)欠缺。第四部分,通過(guò)問(wèn)題導(dǎo)向的學(xué)理分析,從實(shí)操層面提出強(qiáng)化失業(yè)保險(xiǎn)制度的對(duì)策設(shè)想,這包括完善失業(yè)保險(xiǎn)待遇給付模式、失業(yè)人員信息化管理、職業(yè)培訓(xùn)市場(chǎng)化運(yùn)行、積極落實(shí)穩(wěn)崗補(bǔ)貼政策與提高就業(yè)促進(jìn)功能效率等五個(gè)方面。文章提出失業(yè)保險(xiǎn)制度的本地化完善路徑,旨在推動(dòng)失業(yè)保險(xiǎn)制度功能的全面有效發(fā)揮,并在最后一部分進(jìn)行了總結(jié)。
[Abstract]:With the global economic downturn, the unemployment problem is becoming increasingly prominent. As an effective means to control unemployment, the unemployment insurance system is playing an increasingly important role. In 1999, the "unemployment Insurance regulations" were formally promulgated and implemented.It marks the formal establishment of unemployment insurance system in China.Under the background of the reform of state-owned enterprises at the end of the 20th century, unemployment insurance system plays an important and positive role in ensuring the basic life of laid-off workers and unemployed persons.In the new economy, faced with the new changes of unemployment, the implementation of unemployment insurance system also presents some new problems.Starting with the present situation of the implementation of the unemployment insurance system in Xuchang, this paper studies the problems and causes in the implementation of the current local unemployment insurance system, and through the discussion of the measures in the implementation of the local system, especially in the practical level,To promote the operation of the system to adapt to the new economic environment, so as to effectively play the role of "stabilizer" and "safety net" of unemployment insurance system.This paper consists of five parts: the first part is the introduction, which introduces the research background and significance of the implementation of unemployment insurance system, expounds the domestic and foreign research status in this field, and introduces the research ideas, theoretical tools and so on.In the second part of the article, the author defines the related concepts of unemployment, and then comments on the implementation status of the unemployment insurance system in Xuchang from three aspects: the development scale, the level of treatment and the fund management through data statistics and data collation.Then from the implementation of the status quo analysis of the implementation of the system.At present, the implementation of the unemployment insurance system in Xuchang City has provided the unemployed with a good basic living security. The registered unemployment rate in cities and towns in the whole city tends to stabilize, and the ability of the fund to guarantee the unemployment fund has been continuously strengthened.The third part of the article, through analyzing the relevant statistical data of Xuchang unemployment insurance fund management, thinking about the existing problems and reasons in the implementation of the system.The current unemployment insurance system can provide a good guarantee for the basic life of the unemployed people, but because of the vacancy and imperfection of practical rules, the function of employment promotion is relatively lacking.The fourth part, through the theoretical analysis of problem-oriented, puts forward countermeasures and assumptions to strengthen the unemployment insurance system from the practical level, which includes perfecting the unemployment insurance treatment payment mode, the information management of the unemployed personnel, and the market-oriented operation of vocational training.Actively implement the post-stabilizing subsidy policy and improve the efficiency of employment promotion in five areas.This paper puts forward the localization and perfection path of unemployment insurance system in order to promote the full and effective exertion of the function of unemployment insurance system, and summarizes it in the last part.
