基于生態(tài)足跡方法的綠色保障房評(píng)價(jià)研究

【摘要】:保障性住房工程是我國(guó)政府當(dāng)前改善國(guó)民居住條件的重大民生工程,關(guān)系著整個(gè)國(guó)家經(jīng)濟(jì)與社會(huì)的和諧發(fā)展。從1998年我國(guó)首次提出建立以經(jīng)濟(jì)適用房為主的保障性住房供應(yīng)體系開始,經(jīng)歷十幾年的快速發(fā)展,近些年來我國(guó)保障性住房正處在歷史性大規(guī)模建設(shè)階段。隨著大批保障房項(xiàng)目的興建,不可避免的建筑能耗也隨之逐漸加大,影響了周邊環(huán)境,長(zhǎng)此下去必然會(huì)影響到社會(huì)的可持續(xù)發(fā)展。在這種背景下,建設(shè)綠色保障性住房已經(jīng)成為今后保障房項(xiàng)目的發(fā)展方向,而對(duì)此類項(xiàng)目的建筑后評(píng)價(jià)就顯得尤為必要。目前,國(guó)內(nèi)外對(duì)于住宅項(xiàng)目的評(píng)價(jià)大多都是意在建立起一套科學(xué),完整可操作的評(píng)價(jià)體系,評(píng)價(jià)項(xiàng)目對(duì)周邊環(huán)境的影響,這些評(píng)價(jià)方法中比較出名的是美國(guó)能源及環(huán)境設(shè)計(jì)先導(dǎo)計(jì)劃(LEED),英國(guó)建筑研究組織環(huán)境評(píng)價(jià)法(BREEAM),日本建筑物綜合環(huán)境性能評(píng)價(jià)體系(CASBEE)以及我國(guó)的綠色建筑評(píng)價(jià)標(biāo)準(zhǔn)等。這些評(píng)價(jià)方法大多采用以權(quán)重系數(shù)為主的定性研究,雖然采用相關(guān)的數(shù)學(xué),統(tǒng)計(jì)等手段降低主觀性,但是很多時(shí)候這種評(píng)價(jià)方法主觀性仍顯的過重,其評(píng)價(jià)結(jié)果在客觀上也會(huì)讓人難以信服。生態(tài)足跡方法屬于生態(tài)經(jīng)濟(jì)學(xué)領(lǐng)域,是在上世紀(jì)90年代后期興起的新型分析工具,此方法在行業(yè)規(guī)劃、區(qū)域循環(huán)經(jīng)濟(jì)等諸多領(lǐng)域已經(jīng)展開了很多實(shí)際應(yīng)用,而在建筑領(lǐng)域采用生態(tài)足跡法則屬于比較創(chuàng)新的嘗試。本文的主要研究?jī)?nèi)容即是如何將生態(tài)足跡方法應(yīng)用到保障性住房項(xiàng)目的評(píng)價(jià)中來。本文引入生態(tài)足跡分析法評(píng)價(jià)綠色保障房工程,并詳細(xì)闡述了生態(tài)足跡分析方法,構(gòu)建保障房項(xiàng)目生態(tài)足跡評(píng)價(jià)模型。將綠色保障房項(xiàng)目建設(shè)期和運(yùn)營(yíng)期以及拆除階段所產(chǎn)生的完整生態(tài)足跡分類進(jìn)行相關(guān)的計(jì)算,并和項(xiàng)目建設(shè)地區(qū)域生態(tài)足跡承載力相比對(duì),進(jìn)而建立評(píng)價(jià)標(biāo)準(zhǔn),從而判斷此類保障房項(xiàng)目是否符合綠色建筑的標(biāo)準(zhǔn)。本文最后針對(duì)贛州市某一具體的綠色保障房項(xiàng)目實(shí)例,測(cè)算其全生命周期內(nèi)的生態(tài)足跡。最后的計(jì)算結(jié)果表明,此保障房項(xiàng)目存在著一定的生態(tài)赤字。但是與當(dāng)?shù)仄渌唐贩拷ㄔO(shè)項(xiàng)目動(dòng)輒上百倍的生態(tài)赤字比起來,此項(xiàng)目就是綠色項(xiàng)目。從工程建設(shè)項(xiàng)目可持續(xù)發(fā)展角度出發(fā)考慮,一方面應(yīng)該降低項(xiàng)目全壽命周期的生態(tài)足跡,尤其是在項(xiàng)目的建設(shè)階段。另一方面應(yīng)該大力發(fā)展循環(huán)經(jīng)濟(jì),提高項(xiàng)目所處區(qū)域的生態(tài)承載力。本論文通過以上的研究,構(gòu)建基于生態(tài)足跡方法的住房項(xiàng)目評(píng)價(jià)體系,并將其應(yīng)用到綠色保障性住房項(xiàng)目中,希望通過量化項(xiàng)目在全壽命周期內(nèi)對(duì)環(huán)境的影響,為今后評(píng)價(jià)綠色保障房項(xiàng)目提供一定的借鑒作用。
[Abstract]:The indemnificatory housing project is an important livelihood project for the government to improve the living conditions of the people, which is related to the harmonious development of the whole country's economy and society.Since 1998, when China first proposed the establishment of a supportable housing supply system with comfortable housing as the main body, it has experienced a rapid development for more than ten years. In recent years, the indemnificatory housing in our country is in the stage of historic large-scale construction.With the construction of a large number of indemnificatory apartment projects, the inevitable building energy consumption has gradually increased, which has affected the surrounding environment. In the long run, it will inevitably affect the sustainable development of society.In this context, the construction of green affordable housing has become the development direction of indemnificatory apartment project in the future, and the post-construction evaluation of such projects is particularly necessary.At present, most of the evaluation of residential projects at home and abroad is aimed at establishing a scientific, complete and operable evaluation system to evaluate the impact of the projects on the surrounding environment.Among these evaluation methods are the American Energy and Environment Design pilot Program, the British Building Research Organization Environmental Assessment method, the Japanese Comprehensive Environmental performance Assessment system (CASBEE) and the Green Building Evaluation Standards of China, etc.Most of these evaluation methods are qualitative research based on weight coefficient. Although relevant mathematics and statistics are used to reduce subjectivity, many times the subjectivity of this evaluation method is still too heavy.Its evaluation results will also be difficult to convince people objectively.The method of ecological footprint belongs to the field of ecological economics and is a new analytical tool that rose in the late 1990s. It has been applied in many fields such as industry planning, regional circular economy and so on.It is a relatively innovative attempt to adopt the ecological footprint rule in the field of architecture.The main research content of this paper is how to apply ecological footprint method to the evaluation of affordable housing projects.This paper introduces the ecological footprint analysis method to evaluate green indemnificatory apartment project, and expounds the ecological footprint analysis method in detail, and constructs the ecological footprint evaluation model of indemnificatory apartment project.The complete ecological footprint classification of green indemnificatory apartment project during the construction, operation and demolition stages is calculated and compared with the regional ecological footprint carrying capacity of the construction site of the project, and then the evaluation criteria are established.In order to judge whether such indemnificatory apartment project in line with the green building standards.In the end, this paper calculates the ecological footprint of a green indemnificatory apartment project in Ganzhou City.The final calculation results show that there is a certain ecological deficit in this indemnificatory apartment project.But compared with other local commercial housing projects, which are often hundreds of times the ecological deficit, this project is a green project.From the point of view of the sustainable development of the project, on the one hand, the ecological footprint of the whole life cycle of the project should be reduced, especially in the construction stage of the project.On the other hand, the circular economy should be developed vigorously to improve the ecological carrying capacity of the area in which the project is located.Through the above research, this paper constructs the housing project evaluation system based on the ecological footprint method, and applies it to the green affordable housing project, hoping to quantify the impact of the project on the environment in the whole life cycle.For the future evaluation of green indemnificatory apartment project to provide some reference.
