湖南省農(nóng)業(yè)科技進(jìn)步貢獻(xiàn)率測(cè)算與影響因素分析

【摘要】:農(nóng)業(yè)是國(guó)民經(jīng)濟(jì)的基礎(chǔ)。要促進(jìn)農(nóng)業(yè)發(fā)展,提高農(nóng)業(yè)生產(chǎn)力,其關(guān)鍵要實(shí)現(xiàn)科技進(jìn)步,轉(zhuǎn)變農(nóng)業(yè)發(fā)展方式。發(fā)展湖南省農(nóng)業(yè)要實(shí)現(xiàn)傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)轉(zhuǎn)變,實(shí)現(xiàn)這一目標(biāo)是要依靠科技進(jìn)步,提高勞動(dòng)生產(chǎn)率,最根本的是提高農(nóng)業(yè)科技進(jìn)步的貢獻(xiàn)率。湖南省農(nóng)業(yè)科技進(jìn)步貢獻(xiàn)率還有提高的空間。因此,本論文以湖南省農(nóng)業(yè)科技進(jìn)步貢獻(xiàn)率為選題,具有理論和現(xiàn)實(shí)意義。論文采用的索羅模型和計(jì)量經(jīng)濟(jì)學(xué)相關(guān)知識(shí),基于湖南省的數(shù)據(jù),對(duì)湖南省農(nóng)業(yè)科技進(jìn)步貢獻(xiàn)率進(jìn)行系統(tǒng)的測(cè)定,分析了湖南省科技進(jìn)步貢獻(xiàn)率的影響因素,提出促進(jìn)湖南省農(nóng)業(yè)科技進(jìn)步的對(duì)策和建議。論文首先對(duì)湖南省農(nóng)業(yè)發(fā)展及農(nóng)業(yè)科技現(xiàn)狀進(jìn)行了分析。利用湖南省統(tǒng)計(jì)年鑒數(shù)據(jù)資料,運(yùn)用描述性分析方法,分析了湖南省取得的農(nóng)業(yè)科技成就以及存在的問(wèn)題。論文重點(diǎn)研究湖南省農(nóng)業(yè)科技進(jìn)步貢獻(xiàn)率。根據(jù)全要素生產(chǎn)率的理論,利用C-D函數(shù),以產(chǎn)出增長(zhǎng)指標(biāo)、資本投入指標(biāo)、勞動(dòng)力投入指標(biāo)、土地投入指標(biāo)作為農(nóng)業(yè)科技進(jìn)步貢獻(xiàn)率的測(cè)算指標(biāo)。在參數(shù)估計(jì)方面,本文通過(guò)用Eviews軟件對(duì)模型進(jìn)行OSL估計(jì),測(cè)算湖南省農(nóng)業(yè)科技進(jìn)步貢獻(xiàn)率。研究發(fā)現(xiàn):近年湖南省農(nóng)業(yè)科技發(fā)展取得長(zhǎng)足進(jìn)步,農(nóng)業(yè)科技進(jìn)步貢獻(xiàn)率在逐年遞增,農(nóng)業(yè)科技整體水平有所提高。其中,湖南省在“十五”期間農(nóng)業(yè)科技進(jìn)步貢獻(xiàn)率為47%,“十一五”期間農(nóng)業(yè)科技進(jìn)步貢獻(xiàn)率為52%,2011-2013年農(nóng)業(yè)科技進(jìn)步貢獻(xiàn)率分別為54%、55%、56%。同時(shí)利用灰色動(dòng)態(tài)模型進(jìn)行湖南省中長(zhǎng)期預(yù)測(cè),預(yù)計(jì)到2020年湖南省農(nóng)業(yè)科技進(jìn)步貢獻(xiàn)率將達(dá)到61%。應(yīng)用多元回歸分析對(duì)湖南省農(nóng)業(yè)科技進(jìn)步貢獻(xiàn)率主要影響因素進(jìn)行分析。由結(jié)果可以看出,農(nóng)業(yè)機(jī)械化水平、科研投入量、科研人員投入量、國(guó)家經(jīng)濟(jì)政策、農(nóng)業(yè)FDI與農(nóng)業(yè)科技進(jìn)步貢獻(xiàn)率呈正相關(guān)關(guān)系。促進(jìn)湖南省農(nóng)業(yè)科技發(fā)展和農(nóng)業(yè)科技進(jìn)步,論文從強(qiáng)化科技引導(dǎo)方向、提高農(nóng)業(yè)機(jī)械化水平、加大農(nóng)業(yè)科技補(bǔ)貼力度、加大對(duì)農(nóng)業(yè)人力資本的投入、吸引外商直接投資、培育農(nóng)業(yè)科技企業(yè)幾個(gè)方面提出政策建議。實(shí)現(xiàn)農(nóng)業(yè)經(jīng)濟(jì)可持續(xù)增長(zhǎng),不斷提高農(nóng)業(yè)科技水平,加快適宜湖南省農(nóng)業(yè)技術(shù)開(kāi)發(fā)研究和推廣應(yīng)用。
[Abstract]:Agriculture is the foundation of the national economy.In order to promote agricultural development and improve agricultural productivity, the key is to realize scientific and technological progress and change the mode of agricultural development.In order to realize the transformation from traditional agriculture to modern agriculture, the development of Hunan agriculture should depend on the progress of science and technology, improve the productivity of labor, and improve the contribution rate of agricultural science and technology progress.Hunan province agricultural science and technology progress contribution rate still has the space to improve.Therefore, this paper takes the contribution rate of agricultural science and technology progress in Hunan Province as the topic, which has theoretical and practical significance.Based on the data of Hunan Province, this paper systematically measured the contribution rate of agricultural science and technology progress in Hunan Province, and analyzed the influencing factors of the contribution rate of science and technology progress in Hunan Province.The countermeasures and suggestions to promote the progress of agricultural science and technology in Hunan Province are put forward.Firstly, the paper analyzes the development of agriculture and the present situation of agricultural science and technology in Hunan Province.The achievements and problems of agricultural science and technology in Hunan Province were analyzed by using the statistical yearbook data of Hunan Province and descriptive analysis method.This paper focuses on the contribution rate of agricultural science and technology progress in Hunan Province.According to the theory of total factor productivity, using C-D function, output growth index, capital input index, labor force input index and land input index are used as the index to measure the contribution rate of agricultural science and technology progress.In terms of parameter estimation, this paper calculates the contribution rate of agricultural science and technology progress in Hunan province by using Eviews software to estimate the OSL of the model.It is found that the development of agricultural science and technology in Hunan Province has made great progress in recent years, the contribution rate of agricultural science and technology progress is increasing year by year, and the overall level of agricultural science and technology has been improved.Among them, the contribution rate of agricultural science and technology progress in Hunan Province is 47 in the 10th Five-Year Plan period, and in the 11th Five-Year Plan period, the contribution rate of agricultural science and technology progress in the period of the 11th Five-Year Plan is 54, 5555 and 5656, respectively, in 2011-2013.At the same time, the contribution rate of agricultural science and technology progress in Hunan Province will reach 61% by 2020, which is predicted by the use of grey dynamic model in the medium and long term prediction of Hunan province.The main influencing factors of agricultural science and technology progress in Hunan province were analyzed by multiple regression analysis.It can be seen from the results that the level of agricultural mechanization, the amount of scientific research input, the amount of input of scientific research personnel, the national economic policy, the agricultural FDI and the contribution rate of agricultural scientific and technological progress are positively correlated.In order to promote the development and progress of agricultural science and technology in Hunan Province, this paper aims at strengthening the direction of scientific and technological guidance, raising the level of agricultural mechanization, increasing the subsidy of agricultural science and technology, increasing the investment in agricultural human capital, and attracting foreign direct investment.Raise agricultural science and technology enterprise to put forward policy suggestion in several respects.To realize the sustainable growth of agricultural economy, to continuously improve the level of agricultural science and technology, and to speed up the development, research and popularization of agricultural technology suitable for Hunan Province.
