國家級新區(qū)區(qū)位選擇及其效應分析

【摘要】:國家級新區(qū)以優(yōu)惠的投資政策、充裕的土地供應、良好的人居環(huán)境、完善的基礎設施,對區(qū)域及城市的人口、資本等要素資源形成強大吸引力,已經(jīng)成為帶動區(qū)域發(fā)展新的增長極。本文在梳理國內(nèi)外城市新區(qū)建設現(xiàn)狀及其理論的基礎上,分析了國家級新區(qū)區(qū)位選擇的影響因素,并以天津市濱海新區(qū)為研究對象進行計量分析,測算了天津濱海新區(qū)對天津、唐山、廊坊、滄州以及京津冀地區(qū)的經(jīng)濟效應。國家級新區(qū)的區(qū)位選擇從區(qū)域?qū)用嬉约俺鞘袑用婢C合分析,區(qū)位選擇主要取決于國家政策及其經(jīng)濟發(fā)展水平,自然因素對國家級新區(qū)的區(qū)位選擇影響較小,新區(qū)所在區(qū)域、城市區(qū)位條件符合國家級新區(qū)分布格局。從空間發(fā)展水平方面看,國家級新區(qū)所在區(qū)域、城市綜合支持力整體呈現(xiàn)從沿海向內(nèi)陸、東部向西部遞減格局。從國家層面的區(qū)域開發(fā)戰(zhàn)略及城市綜合區(qū)位條件方面看,國家級新區(qū)均設立在發(fā)展較好的城市,并且依托于城市群,如上海、天津、廣州依托長三角城市群、京津冀城市群、珠三角城市群,集聚了重要的政策、產(chǎn)業(yè)、人才、資金、交通等各方面優(yōu)勢。并以天津濱海新區(qū)為例進行經(jīng)濟效應分析,結(jié)果表明,天津濱海新區(qū)經(jīng)濟增長與天津地區(qū)經(jīng)濟增長、唐山地區(qū)經(jīng)濟增長、廊坊地區(qū)經(jīng)濟增長、滄州地區(qū)經(jīng)濟增長以及京津冀地區(qū)的經(jīng)濟增長呈現(xiàn)長期均衡關(guān)系,濱海新區(qū)的發(fā)展對其均具有促進作用;但濱海新區(qū)只對天津地區(qū)存在經(jīng)濟溢出效應,對河北地區(qū)的唐山、廊坊、滄州以及京津冀整個地區(qū)不存在經(jīng)濟溢出效應。在今后新區(qū)的設立過程中,在新區(qū)區(qū)位選擇方面應更科學嚴謹,切實考慮新區(qū)選址的科學性,應更注重東部發(fā)達地區(qū)與其他地區(qū)的鏈接作用,國家級新區(qū)更多的出現(xiàn)西部、中部、四大區(qū)域相接的邊緣地帶以及發(fā)展較好的城市群,使空間布局更加均衡。同時,加大對新區(qū)的投入力度,應給予強有力的政策支持,在管理體制、城鎮(zhèn)化建設、資金投入及產(chǎn)業(yè)發(fā)展政策上不斷創(chuàng)新,努力使國家級新區(qū)經(jīng)濟保持中高速增長,產(chǎn)業(yè)不斷邁向中高端水平,實現(xiàn)更高質(zhì)量、更加有效、更加公平、更加持續(xù)的發(fā)展,發(fā)揮新區(qū)在區(qū)域發(fā)展中的引領(lǐng)和示范作用。新區(qū)建設既要完善投資的軟環(huán)境,也要完善投資的硬環(huán)境,以吸引全國各地更多優(yōu)秀人才的加入,加速新區(qū)的經(jīng)濟增長,帶動周邊更多地區(qū)的經(jīng)濟發(fā)展。
[Abstract]:With preferential investment policy, abundant land supply, good living environment and perfect infrastructure, the state-level new districts have a strong attraction to the regional and urban population, capital and other essential resources. It has become a new growth pole to drive regional development. Based on the analysis of the present situation and theory of urban new area construction at home and abroad, this paper analyzes the factors affecting the location choice of national new area. Taking Binhai New area of Tianjin as the research object, the paper calculates the effects of Tianjin Binhai New area on Tianjin, Tangshan, Langfang. The economic effect of Cangzhou and Beijing-Tianjin-Hebei region. The location choice of the national new area is analyzed comprehensively from the regional level and the city level. The location choice mainly depends on the national policy and the level of economic development. The natural factors have little influence on the location choice of the national new area, the new area is located in the region and the urban location condition accords with the distribution pattern of the national new area. From the view of the level of spatial development, the new area is located at the national level. The overall urban comprehensive support power presents a decreasing pattern from coastal to inland and from east to west. From the regional development strategy at the national level and the comprehensive location conditions of cities, the state-level new districts are set up in cities with better development. And relying on urban agglomerations, such as Shanghai, Tianjin and Guangzhou, relying on Yangtze River Delta, Beijing-Tianjin-Hebei and Pearl River Delta urban agglomerations, they have gathered important policies, industries, talents, funds, The economic effects of Tianjin Binhai New area are analyzed. The results show that the economic growth of Tianjin Binhai New area is related to the economic growth of Tianjin, Tangshan and Langfang. The economic growth in Cangzhou and Beijing-Tianjin-Hebei areas shows a long-term equilibrium relationship, and the development of Binhai New area promotes it, but Binhai New area only has economic spillover effects on Tianjin and Tangshan in Hebei. There is no economic spillover effect in Langfang, Cangzhou and the whole area of Beijing-Tianjin-Hebei. In the process of establishing new area in the future, the location selection of new area should be more scientific and rigorous, and the scientific selection of new district location should be considered. More attention should be paid to the link between the developed areas in the east and other regions, and the new regions at the national level should be more developed in the western and central regions, as well as in the border areas of the four major regions, as well as in the development of better urban agglomerations, so as to make the spatial distribution more balanced. At the same time, To increase investment in the new areas, strong policy support should be given, continuous innovation should be made in the management system, urbanization construction, capital input and industrial development policies, and efforts should be made to keep the economy of the national-level new districts growing at medium and high speed. The industry continues to move to the mid-high level, to achieve higher quality, more effective, fairer and more sustainable development, and to give play to the leading and demonstration role of the new area in regional development. It is necessary to improve the soft environment for investment in the construction of the new zone. It is also necessary to improve the hard environment for investment in order to attract more talented people from all over the country, accelerate the economic growth of the new areas, and promote the economic development of more surrounding areas.
