【摘要】：社會(huì)保障是現(xiàn)代國(guó)家一項(xiàng)基本的社會(huì)經(jīng)濟(jì)制度,是社會(huì)安定的重要保障,也是社會(huì)文明進(jìn)步的重要標(biāo)志,其中城鄉(xiāng)居民養(yǎng)老保險(xiǎn)雖起步較晚但覆蓋面廣闊,對(duì)于我國(guó)社會(huì)保障的健全發(fā)展意義重大。西部地區(qū)經(jīng)濟(jì)社會(huì)發(fā)展較為落后,城鄉(xiāng)居民養(yǎng)老保險(xiǎn)制度的作用重要且特色明顯,對(duì)其制度風(fēng)險(xiǎn)進(jìn)行分析識(shí)別從而建立風(fēng)險(xiǎn)預(yù)警體系,對(duì)西部地區(qū)城鄉(xiāng)居民養(yǎng)老保險(xiǎn)制度的可持續(xù)發(fā)展乃至全國(guó)城鄉(xiāng)居民養(yǎng)老保險(xiǎn)制度的發(fā)展完善意義重大。本文從風(fēng)險(xiǎn)管理的角度系統(tǒng)的研究西部地區(qū)城鄉(xiāng)居民養(yǎng)老保險(xiǎn),以風(fēng)險(xiǎn)管理的程序?yàn)橥七M(jìn)思路,對(duì)西部地區(qū)城鄉(xiāng)居民養(yǎng)老保險(xiǎn)制度中面臨的風(fēng)險(xiǎn)進(jìn)行識(shí)別、測(cè)度、控制；以社會(huì)保險(xiǎn)的制度運(yùn)行流各環(huán)節(jié)為細(xì)分研究對(duì)象,對(duì)西部地區(qū)城鄉(xiāng)居民養(yǎng)老保險(xiǎn)資金籌集環(huán)節(jié)、投資運(yùn)營(yíng)環(huán)節(jié)、給付環(huán)節(jié)分別進(jìn)行風(fēng)險(xiǎn)管理研究。本文通過(guò)定性分析與定量分析相結(jié)合的方法,搜集分析統(tǒng)計(jì)年鑒及官方報(bào)告中的數(shù)據(jù)得出結(jié)論,西部地區(qū)由于經(jīng)濟(jì)欠發(fā)達(dá),居民收入水平相對(duì)較低且地方政府財(cái)政薄弱,因此在籌資環(huán)節(jié)風(fēng)險(xiǎn)較大。在投資運(yùn)營(yíng)環(huán)節(jié)及給付環(huán)節(jié)則與東部及中部基本都面臨一樣的風(fēng)險(xiǎn),即基本安全性及收益性風(fēng)險(xiǎn)、操作風(fēng)險(xiǎn)與道德風(fēng)險(xiǎn)。在此基礎(chǔ)上針對(duì)性地提出了風(fēng)險(xiǎn)控制的相關(guān)方法。
[Abstract]:Social security is a basic social and economic system in a modern country, an important guarantee of social stability and an important symbol of the progress of social civilization. Although the old-age insurance for urban and rural residents started relatively late, it has a broad coverage. It is of great significance for the sound development of social security in our country. The economic and social development of the western region is relatively backward, and the function and characteristics of the urban and rural residents' endowment insurance system are very important and distinct. The system risk is analyzed and identified to establish a risk warning system. It is of great significance for the sustainable development of urban and rural residents' endowment insurance system in the western region and the development and perfection of the national urban and rural residents' endowment insurance system. This paper systematically studies the urban and rural residents' pension insurance in the western region from the perspective of risk management. Based on the risk management procedure, the paper identifies, measures and controls the risks faced by urban and rural residents in the western region, and takes the running flow of social insurance system as the research object. This paper studies the risk management of the raising link of endowment insurance fund, the link of investment and operation, and the link of payment of endowment insurance in western region. This paper combines qualitative analysis with quantitative analysis. Collecting and analyzing the data in the statistical yearbook and the official report, it is concluded that due to the underdevelopment of the economy in the western region, the level of residents' income is relatively low and the local government finances are weak. Therefore, in the financing link, the risk is greater. In the investment, operation and payment links, the risk is basically the same as that in the east and the central part, that is, the basic risk of security and profitability. On the basis of this, the related methods of risk control are put forward.
