【摘要】：設(shè)施蔬菜作為我國(guó)現(xiàn)代農(nóng)業(yè)規(guī)�；l(fā)展的重要載體,為人們生活水平的提高和社會(huì)經(jīng)濟(jì)的發(fā)展做出了巨大貢獻(xiàn),隨著國(guó)家中央一號(hào)文件再次聚焦三農(nóng),國(guó)家發(fā)改委、農(nóng)業(yè)部也專門(mén)針對(duì)設(shè)施蔬菜發(fā)布《全國(guó)蔬菜產(chǎn)業(yè)發(fā)展規(guī)劃(2011-2020年)》,設(shè)施蔬菜的發(fā)展將繼續(xù)成為農(nóng)業(yè)發(fā)展的主趨向。本文從天鎮(zhèn)縣設(shè)施蔬菜產(chǎn)業(yè)的發(fā)展現(xiàn)狀入手,通過(guò)實(shí)地調(diào)研,結(jié)合國(guó)內(nèi)外文獻(xiàn)資料,并借助一些統(tǒng)計(jì)軟件,從經(jīng)濟(jì)效益、社會(huì)效益、政府支持三個(gè)方面,運(yùn)用定量分析方法,對(duì)天鎮(zhèn)縣設(shè)施規(guī)模在500畝以上的設(shè)施蔬菜企業(yè)和合作社經(jīng)營(yíng)發(fā)展進(jìn)行實(shí)證分析。通過(guò)分析可以看出,天鎮(zhèn)縣設(shè)施蔬菜在發(fā)展過(guò)程中存在設(shè)施蔬菜企業(yè)數(shù)量少、農(nóng)業(yè)合作社規(guī)模小、農(nóng)業(yè)水平低、品牌市場(chǎng)競(jìng)爭(zhēng)力弱等問(wèn)題。同時(shí)政府扶持力度不夠,農(nóng)戶自身融資能力不足,導(dǎo)致設(shè)施蔬菜經(jīng)營(yíng)發(fā)展滯后,經(jīng)濟(jì)效益與社會(huì)效益結(jié)合不夠緊密,沒(méi)能實(shí)現(xiàn)協(xié)調(diào)發(fā)展。針對(duì)這些問(wèn)題,提出擴(kuò)大生產(chǎn)規(guī)模,提高勞動(dòng)力素質(zhì),樹(shù)立品牌,增加政府扶持力度,完善融資制度等實(shí)際措施,以期為天鎮(zhèn)縣政府進(jìn)一步發(fā)展設(shè)施蔬菜作出科學(xué)的決策提供依據(jù)。
[Abstract]:As an important carrier of the large-scale development of modern agriculture in China, facility vegetables have made great contributions to the improvement of people's living standards and the development of social economy. With the first document of the State Central Committee focusing again on agriculture, rural areas and farmers, the National Development and Reform Commission, The Ministry of Agriculture also issued the "National vegetable Industry Development Plan 2011-2020" specifically for protected vegetables. The development of protected vegetables will continue to be the main trend of agricultural development. Combining with domestic and foreign literature and with the help of some statistical software, the quantitative analysis method is used from the aspects of economic benefit, social benefit and government support. This paper makes an empirical analysis on the management and development of facilities vegetable enterprises and cooperatives in Tianzhen County, where the scale of facilities is more than 500 mu. Through the analysis, it can be seen that the number of facilities vegetable enterprises in Tianzhen County is small in the process of development. Agricultural cooperatives are small in scale, low in agricultural level, weak in brand market competitiveness and so on. At the same time, government support is not enough and farmers' own financing ability is insufficient, which leads to the lagging behind of the development of facility vegetable management. The combination of economic and social benefits is not close enough to achieve coordinated development. In view of these problems, practical measures such as expanding the scale of production, improving the quality of labor force, establishing brands, increasing government support and perfecting the financing system are put forward. In order to provide the basis for the Tianzhen county government to further develop the facility vegetables to make scientific decision.
