【摘要】：正主持人導(dǎo)語(中國人民大學(xué)統(tǒng)計學(xué)院教授高敏雪)OECD常被稱為富國俱樂部,成員國主要以發(fā)達(dá)國家為主。與此相對應(yīng),其成員國的政府官方統(tǒng)計建設(shè)是比較健全發(fā)達(dá)的。憑借于此,0ECD得以與聯(lián)合國、歐盟委員會、國際貨幣基金組織、世界銀行一起,成為聯(lián)合制訂統(tǒng)計國際規(guī)范的主要國際組織,所發(fā)布的官方統(tǒng)計國際規(guī)范如《國民經(jīng)濟(jì)核算體系》、《國際服務(wù)貿(mào)易統(tǒng)計手冊》、《綜合環(huán)境經(jīng)濟(jì)核算》等,對各國政府統(tǒng)計的標(biāo)準(zhǔn)化和規(guī)范化、促進(jìn)發(fā)展中國家政府統(tǒng)計建設(shè)發(fā)揮了重要作用。同時,OECD獨(dú)立制訂的一些統(tǒng)計規(guī)范在全球各國也有廣泛影響,其中最突出的是《外國直接投資基準(zhǔn)定義》,2008年已經(jīng)發(fā)布第四版,是各國進(jìn)行FDI統(tǒng)計依據(jù)的基本方法文獻(xiàn)。
[Abstract]:Gao Minxue, a professor at the Institute of Statistics of Renmin University of China, is often called the rich country club, and the member countries are mainly developed countries. With the help of the United Nations, the European Commission, the International Monetary Fund and the World Bank, they have become the main international organizations jointly developing international norms for statistics. The international norms of official statistics, such as the system of National accounts, the Manual for Statistics of International Trade in Services, the Comprehensive Environmental-Economic Accounting, etc., standardize and standardize the statistics of governments, Promoting government statistics in developing countries plays an important role. At the same time, a number of statistical norms independently developed by the OECD have a wide range of implications for countries around the world, the most prominent of which is the benchmark definition of Foreign Direct Investment (FDI), which was released in 2008 in version 4th. It is the basic method literature of FDI statistical basis in various countries.
