【摘要】：我國(guó)殘疾人口眾多,由于生理上的缺陷,他們的生活狀況較之健全人相去甚遠(yuǎn)。盡管黨和政府以及有關(guān)的社會(huì)團(tuán)體都對(duì)殘疾人的生活處境給予了足夠的重視,相關(guān)政策法規(guī)也對(duì)殘疾人群體進(jìn)行了傾斜性照顧,但從整體上來看,對(duì)我國(guó)殘疾人群體的補(bǔ)貼仍然處于較低水平,還不能滿足他們的基本需要。在殘疾人補(bǔ)貼政策方面,2013年2月,國(guó)務(wù)院批轉(zhuǎn)的《關(guān)于深化收入分配制度改革的若干意見》首次提出建立國(guó)家層面上的“困難殘疾人生活補(bǔ)貼和重度殘疾人護(hù)理補(bǔ)貼制度”。在此之前,各省已經(jīng)出臺(tái)了省級(jí)層面上的相應(yīng)法規(guī)。就山西省來說,早在2006年,山西省就通過了《山西省保障殘疾人合法權(quán)益規(guī)定》,該規(guī)定對(duì)山西省殘疾人的教育、就業(yè)、文化生活等方面做了細(xì)致的規(guī)定,保障了殘疾人的合法權(quán)益。盡管如此,相應(yīng)政策的出臺(tái)是否切實(shí)保障了殘疾人的基本權(quán)利和生活,政策執(zhí)行的效果如何,筆者認(rèn)為還值得商榷。本文運(yùn)用文獻(xiàn)查閱法、定性分析與定量分析相結(jié)合等多種研究方法,對(duì)山西省殘疾人補(bǔ)貼現(xiàn)狀進(jìn)行了細(xì)致的分析。筆者首先對(duì)殘疾人社會(huì)保障和補(bǔ)貼政策相關(guān)理論文獻(xiàn)進(jìn)行了梳理。其次,基于《山西統(tǒng)計(jì)年鑒》以及社會(huì)保障相關(guān)數(shù)據(jù),對(duì)山西省殘疾人的基本狀況、生活水平、經(jīng)濟(jì)狀況等做了簡(jiǎn)單的描述性統(tǒng)計(jì),并回顧了殘疾人補(bǔ)貼政策發(fā)展歷程及現(xiàn)狀。然后,通過分析歸納,總結(jié)出了山西省殘疾人補(bǔ)貼政策存在的問題及其原因。最后,運(yùn)用規(guī)范分析方法,借助相關(guān)統(tǒng)計(jì)軟件和統(tǒng)計(jì)模型,為山西省殘疾人補(bǔ)貼政策的進(jìn)一步完善提出了一些改進(jìn)的方法與建議。在結(jié)論部分,本文針對(duì)進(jìn)一步完善山西省殘疾人補(bǔ)貼政策提出了一些淺薄的建議。從宏觀角度來看,要提升殘疾人補(bǔ)貼水平,完善殘疾人補(bǔ)貼機(jī)制,完善慈善機(jī)制,完善并落實(shí)殘疾人就業(yè)保障金的有關(guān)政策,健全跟蹤反饋機(jī)制,落實(shí)績(jī)效考評(píng)工作;從微觀角度看,擴(kuò)大殘疾人補(bǔ)貼的覆蓋范圍,對(duì)殘疾人分等級(jí)分類別進(jìn)行補(bǔ)貼。據(jù)實(shí)測(cè)算殘疾人生活成本,根據(jù)實(shí)際情況適當(dāng)?shù)卣{(diào)整補(bǔ)貼標(biāo)準(zhǔn)。簡(jiǎn)化殘疾人補(bǔ)貼辦理流程,對(duì)殘疾人補(bǔ)貼資金負(fù)擔(dān)機(jī)制進(jìn)行規(guī)范。同時(shí),對(duì)涉及殘疾人補(bǔ)貼發(fā)放的相關(guān)機(jī)構(gòu)設(shè)置進(jìn)行完善。
[Abstract]:Our country has a large number of people with disabilities, and because of their physical defects, their living conditions are far from that of healthy people. Although the Party, the government and relevant social organizations have paid sufficient attention to the living conditions of the disabled, Relevant policies and regulations also give preferential care to the disabled group, but on the whole, the subsidy to the disabled group in our country is still at a relatively low level. Not yet able to meet their basic needs. With regard to the disability subsidy policy, in February 2013, The "opinions on deepening the Reform of income Distribution system" approved by the State Council for the first time proposed the establishment of a "living allowance system for persons with disabilities in difficulty and a subsidy system for the care of persons with severe disabilities" at the national level. The provinces have issued corresponding laws and regulations at the provincial level. As far as Shanxi Province is concerned, as early as 2006, Shanxi Province passed the provisions on protecting the legal Rights and interests of the disabled in Shanxi Province, which provides education and employment for the disabled in Shanxi Province. Cultural life and other aspects have been carefully regulated to safeguard the legal rights and interests of the disabled. Nevertheless, whether the relevant policies have effectively guaranteed the basic rights and living of persons with disabilities, and how effective the policies have been implemented, The author thinks that it is also worth discussing. This paper uses literature reference method, qualitative analysis and quantitative analysis and other research methods. The present situation of disability subsidy in Shanxi Province is analyzed in detail. Firstly, the author combs the relevant theoretical documents of social security and subsidy policy for the disabled. Secondly, based on the Statistical Yearbook of Shanxi Province and the relevant data of social security, The basic status, living standard and economic situation of the disabled in Shanxi Province are briefly described, and the development and current situation of the disability subsidy policy are reviewed. This paper summarizes the problems and causes of disability subsidy policy in Shanxi Province. Finally, by using the normative analysis method, with the help of relevant statistical software and statistical model, This paper puts forward some methods and suggestions for the further improvement of the disability subsidy policy in Shanxi Province. In the conclusion part, this paper puts forward some shallow suggestions for the further improvement of the disability subsidy policy in Shanxi Province. From the macroscopic point of view, the paper puts forward some suggestions for the further improvement of the disability subsidy policy in Shanxi Province. It is necessary to improve the level of disability subsidies, perfect the disability subsidy mechanism, perfect the charity mechanism, perfect and implement the relevant policies on employment security benefits for the disabled, improve the tracking and feedback mechanism, and carry out the performance appraisal work; from a microscopic point of view, Expand the coverage of disability subsidies, subsidize persons with disabilities into different levels and categories, calculate the cost of living of persons with disabilities according to the facts, adjust the subsidy standards appropriately according to the actual situation, and simplify the processing process of disability subsidies. At the same time, the establishment of relevant institutions involved in the payment of disability subsidies has been improved.
