【摘要】：地方政府統(tǒng)計機(jī)構(gòu)承擔(dān)著地方政府統(tǒng)計數(shù)據(jù)的收集、整理、分析和公布等重要統(tǒng)計任務(wù),是我國統(tǒng)計工作的重要組成部分,其提供的統(tǒng)計數(shù)據(jù)是國家實行科學(xué)決策和管理的重要依據(jù)。在大數(shù)據(jù)時代,統(tǒng)計數(shù)據(jù)作為服務(wù)社會的數(shù)據(jù)產(chǎn)品,因其具有“非排他性”和“非競爭性”,而被列入“公共產(chǎn)品”或“準(zhǔn)公共產(chǎn)品”的范疇,這使地方政府統(tǒng)計機(jī)構(gòu)也具有公共組織的性質(zhì)。然而由于受到各種內(nèi)外因素的影響,這種公共產(chǎn)品的社會公信力正受到社會的質(zhì)疑。如何優(yōu)化地方政府統(tǒng)計數(shù)據(jù)質(zhì)量,發(fā)揮數(shù)據(jù)服務(wù)經(jīng)濟(jì)社會發(fā)展的重要作用,已經(jīng)成為當(dāng)前統(tǒng)計工作改革的重點。南安市政府統(tǒng)計機(jī)構(gòu)作為統(tǒng)計系統(tǒng)的基層組織,研究如何優(yōu)化南安市統(tǒng)計數(shù)據(jù)質(zhì)量,一方面對提高南安市統(tǒng)計數(shù)據(jù)服務(wù)質(zhì)量,促進(jìn)南安市經(jīng)濟(jì)社會發(fā)展具有重要意義;另一方面對優(yōu)化我國其他地方政府統(tǒng)計數(shù)據(jù)質(zhì)量,提高我國統(tǒng)計數(shù)據(jù)公信力也具有重要作用。本論文基于優(yōu)化南安市統(tǒng)計數(shù)據(jù)質(zhì)量的目的,從公共管理的角度出發(fā),緊密結(jié)合南安市政府統(tǒng)計工作實際,并運用應(yīng)用統(tǒng)計和全面質(zhì)量管理的相關(guān)理論進(jìn)行研究。研究過程中通過借鑒前人研究成果,從數(shù)據(jù)提供者、管理者、使用者等參與主體的角度,對南安市統(tǒng)計工作進(jìn)行了全面的分析。首先通過問卷調(diào)查和查閱相關(guān)資料等方法了解南安市統(tǒng)計工作的現(xiàn)狀,并通過對這些現(xiàn)狀進(jìn)行分析,探尋南安市統(tǒng)計工作在統(tǒng)計數(shù)據(jù)的提供者、數(shù)據(jù)的管理者、數(shù)據(jù)的使用者和統(tǒng)計管理制度等方面存在的問題;其次在認(rèn)真梳理問題的基礎(chǔ)上,對南安市政府統(tǒng)計數(shù)據(jù)質(zhì)量進(jìn)行分析,找出背后的影響因素和主要矛盾關(guān)系,從中發(fā)現(xiàn)影響統(tǒng)計數(shù)據(jù)質(zhì)量的根本原因。最后通過借鑒國內(nèi)外統(tǒng)計管理的經(jīng)驗做法,從宏觀方面和微觀方面提出優(yōu)化南安市政府統(tǒng)計數(shù)據(jù)質(zhì)量的對策建議。
[Abstract]:Local government statistical agencies are responsible for the collection, collation, analysis and publication of local government statistical data, and are an important part of our country's statistical work. The statistical data it provides is an important basis for the country to carry out scientific decision-making and management. In big data's time, statistical data was used as a data product to serve the society. The inclusion of "public goods" or "quasi-public goods" in the category of "public goods" or "quasi-public goods" because of their "non-exclusiveness" and "non-competitiveness" makes local government statistical offices public organizations... however, due to a variety of internal and external factors, The social credibility of this kind of public goods is being questioned by the society. How to optimize the statistical data quality of local governments and give play to the important role of data services in economic and social development, It has become the focus of the current statistical work reform. As the grass-roots organization of the statistical system, the government statistics agency of Nanan City has studied how to optimize the quality of statistical data in Nanan City, on the one hand, to improve the service quality of statistical data in Nanan City, Promoting the economic and social development of Nanan City is of great significance; on the other hand, it is of great significance to optimize the statistical data quality of other local governments in China. The purpose of this paper is to optimize the quality of statistical data in Nanan City, from the perspective of public management, closely combined with the actual situation of the government statistical work in Nanan City. In the process of research, from the point of view of data providers, managers, users and other participants, through the reference of previous research results, the author uses the relevant theories of applied statistics and total quality management to study. This paper makes a comprehensive analysis of the statistical work in Nanan City. Firstly, through the methods of questionnaire investigation and reference of relevant materials, we understand the current situation of the statistical work in Nanan City, and analyze the present situation. To explore the statistical work in Nanan City in the statistical data providers, data managers, data users and statistical management system and other aspects of the problems; secondly, on the basis of carefully combing the problems, This paper analyzes the quality of the government statistical data in Nanan City, finds out the influencing factors and the principal contradiction relations, and finds out the fundamental reasons that affect the quality of the statistical data. Finally, the author draws lessons from the experience of domestic and foreign statistical management. The countermeasures and suggestions on optimizing the quality of government statistical data in Nanan City are put forward from the macro and micro aspects.
