【摘要】：隨著社會(huì)經(jīng)濟(jì)的發(fā)展,科學(xué)技術(shù)在各個(gè)領(lǐng)域的作用愈發(fā)重要,教育是科技進(jìn)步的重要保障,基礎(chǔ)教育也越來越被重視。然而,當(dāng)前我國存在著優(yōu)質(zhì)教育資源稀缺且分布不均的問題,催生了大班額現(xiàn)象,現(xiàn)實(shí)證明大班額問題已顯著制約了教育質(zhì)量的提高,羈絆了教育公平的發(fā)展,違背了素質(zhì)教育的理念,因此解決大班額問題是我國教育發(fā)展和社會(huì)進(jìn)步的需求。本文以大班額問題較為嚴(yán)重的山東省作為研究對(duì)象,數(shù)據(jù)統(tǒng)計(jì)分析發(fā)現(xiàn)山東省大班額問題整體上城鎮(zhèn)較農(nóng)村更為嚴(yán)重、高中階段較小學(xué)和初中更為嚴(yán)重;通過對(duì)山東省九個(gè)市大班額的影響因素分析發(fā)現(xiàn),各市大班額比例與城鎮(zhèn)化率呈顯著負(fù)相關(guān)(r=-0.873),與人均GDP也呈顯著負(fù)相關(guān)(r=-0.767);對(duì)山東省大班額未來發(fā)展趨勢(shì)分析預(yù)測(cè)發(fā)現(xiàn),未來幾年山東省大班額形勢(shì)將更為嚴(yán)峻。根據(jù)山東省大班額現(xiàn)狀,并結(jié)合國內(nèi)外相關(guān)經(jīng)驗(yàn),建議從以下幾個(gè)方面綜合化解山東省大班額問題:首先,可通過立法形式規(guī)定班額大小并下放班額決定權(quán),進(jìn)而防止大班額問題反彈;其次,要加快經(jīng)濟(jì)發(fā)展,協(xié)調(diào)各省內(nèi)區(qū)域經(jīng)濟(jì)發(fā)展水平,并加強(qiáng)城鎮(zhèn)化建設(shè),從根本上解決大班額問題,促進(jìn)教育公平;再次,還可以通過興辦民辦教育、實(shí)施“大學(xué)區(qū)制”等措施進(jìn)一步優(yōu)化教育資源配置,促進(jìn)教育均衡發(fā)展。
[Abstract]:With the development of social economy, science and technology play an increasingly important role in all fields. Education is an important guarantee for the progress of science and technology, and basic education is paid more and more attention to. At present, there are the problems of scarcity and uneven distribution of high-quality educational resources in our country, which give birth to the phenomenon of large class size. The reality proves that the problem of large class size has significantly restricted the improvement of education quality and hindered the development of education equity. Therefore, solving the problem of large class size is the need of educational development and social progress in China. This paper takes Shandong Province, where the problem of large class size is more serious, as the object of study. The statistical analysis shows that the problem of large class size in Shandong Province is more serious in cities than in rural areas, and is more serious in senior middle school than in primary and junior middle schools. There is a significant negative correlation between the ratio of large class size and urbanization rate and the average GDP per capita. The situation of large class in Shandong Province will be more severe in the next few years. According to the current situation of large class in Shandong Province and combined with relevant experience at home and abroad, it is suggested that the problems of large class in Shandong should be comprehensively resolved from the following aspects: first, In order to prevent the problem of large class size from rebounding, we can regulate the size of classes by way of legislation and decentralize the decision of class size. Secondly, we should speed up economic development, coordinate the level of regional economic development in various provinces, and strengthen the construction of urbanization. Finally, we can further optimize the allocation of educational resources and promote the balanced development of education through the establishment of private education, the implementation of "university district system" and other measures.
