寧夏銀行柜面業(yè)務操作風險管理研究

【摘要】:柜面業(yè)務是我國銀行業(yè)最基礎(chǔ)的業(yè)務,也最容易出現(xiàn)操作風險。在商業(yè)銀行的日常經(jīng)營活動中,柜面業(yè)務操作風險是基層機構(gòu)面臨的主要風險之一。從近幾年發(fā)生在商業(yè)銀行的操作風險案例來看,涉及柜面業(yè)務操作的案件占比高達70%以上。據(jù)中國銀監(jiān)會統(tǒng)計,百萬元以上風險案例中,有90%發(fā)生在支行及營業(yè)網(wǎng)點的柜面上?梢,柜面作為銀行案件的主要發(fā)案點,對其相關(guān)業(yè)務的操作風險防范已成為政府監(jiān)管部門和商業(yè)銀行的重要工作?梢哉f,柜面業(yè)務所產(chǎn)生的各類差錯、法律糾紛和經(jīng)濟案件,不僅給相關(guān)銀行帶來管理壓力和經(jīng)濟損失,還嚴重損害了銀行的信譽,阻礙了商業(yè)銀行的正常經(jīng)營和發(fā)展。只有有效降低柜面業(yè)務操作風險的發(fā)生,才能從根本上規(guī)避經(jīng)濟損失,進而促進健康和可持續(xù)發(fā)展。因此,如何更為有效地控制柜面業(yè)務操作風險,已成為現(xiàn)代商業(yè)銀行面臨的一個普遍問題。寧夏銀行作為一家地方性的股份制城市商業(yè)銀行,近幾年雖進一步強化了對信用風險、市場風險和操作風險的管理和控制,但對于柜面業(yè)務操作風險的控制和管理依然較為薄弱,由此帶來的風險事件屢屢發(fā)生,對自身的經(jīng)營管理、效益以及聲譽都造成了較大的影響,因此迫切需求探索新的管理模式和方法。目前,寧夏銀行正處于經(jīng)營轉(zhuǎn)型的重要階段,重視操作風險管理,尤其柜面會計業(yè)務操作風險是加強內(nèi)控管理、提升經(jīng)營能力、加快網(wǎng)點轉(zhuǎn)型的必然選擇,也是增強競爭實力,應對“互聯(lián)網(wǎng)+”挑戰(zhàn),實現(xiàn)科學發(fā)展的根本途徑。本文旨在通過對寧夏銀行柜面業(yè)務經(jīng)營管理現(xiàn)狀進行客觀分析,指出存在的問題和產(chǎn)生的原因,提出科學管理的策略和建議。希望能夠為寧夏銀行提升柜面業(yè)務操作風險管理提供科學的策略建議和參考。
[Abstract]:Counter business is the most basic business in China's banking industry, and it is also the most prone to operational risks. In the daily business activities of commercial banks, The operational risk of counter business is one of the main risks faced by grass-roots organizations. Judging from the operational risk cases of commercial banks in recent years, the proportion of cases involving counter business operations is as high as 70%. According to the statistics of the China Banking Regulatory Commission, Of the risk cases of more than one million yuan, 90% occurred on the counter of the branches and business outlets. It can be seen that the counter is the main point of origin of bank cases. It has become an important task for government regulators and commercial banks to guard against operational risks in their related business. It can be said that all kinds of errors, legal disputes and economic cases arising from counter business, It not only brings the management pressure and economic loss to the relevant banks, but also seriously damages the credibility of the banks, hinders the normal operation and development of the commercial banks. In order to avoid the economic loss fundamentally and promote healthy and sustainable development, therefore, how to control the operational risk of counter business more effectively, Ningxia Bank, as a local joint-stock city commercial bank, has strengthened the management and control of credit risk, market risk and operational risk in recent years. However, the control and management of the operational risk of the counter business is still relatively weak, and the risk events brought about by it frequently occur, which have a great impact on their own management, efficiency and reputation. Therefore, there is an urgent need to explore new management models and methods. At present, Ningxia Bank is in an important stage of business transformation, and attaches great importance to operational risk management, especially the operational risk of counter accounting business is to strengthen internal control management and enhance management capacity. The inevitable choice of speeding up the transformation of the network is also the fundamental way to enhance the competitive strength, meet the challenge of "Internet" and realize the scientific development. This paper aims to objectively analyze the present situation of the management of Ningxia Bank's counter business. This paper points out the existing problems and causes, puts forward the strategies and suggestions of scientific management, and hopes to provide scientific suggestions and references for Ningxia Bank to enhance the operational risk management of counter business.
