【摘要】：海洋捕撈業(yè)是公認的高危行業(yè)之一,漁民在生產(chǎn)中為了注重經(jīng)濟效益,經(jīng)常發(fā)生抗風浪等級航行、爭占漁場海域、越界捕撈生產(chǎn)、冒險生產(chǎn)航行等現(xiàn)象,漁船發(fā)生碰撞的概率逐年加大。目前我國對海上生產(chǎn)漁船的管理手段單一、執(zhí)法力量薄弱,難以有效的對海上生產(chǎn)漁船進行監(jiān)督管理。本文以膠州市漁業(yè)安全生產(chǎn)管理的具體情況為參照,在對國內(nèi)外漁業(yè)安全生產(chǎn)管理理論進行綜合敘述的基礎(chǔ)上,采用走訪調(diào)研、數(shù)據(jù)統(tǒng)計及漁船組織化管理模式等方法,從理論闡述與實證分析相結(jié)合的角度,對漁船有效管理模式進行認真研究。首先是通過對有效的組織化管理理論與本文有關(guān)的內(nèi)容進行分析整理,對漁船組織化管理模式的客觀實際進行具體分析、總結(jié);其次,對漁船組織化管理現(xiàn)狀進行調(diào)研,并找出存在問題和改進方法。最后,分析漁船組織化管理全面推廣的阻力和存在的隱憂,對整個管理過程進行分析評估、改進和保障,指出未來需要解決的問題和建議,并在此基礎(chǔ)上,從漁業(yè)安全生產(chǎn)工作實際出發(fā),通過對該項目的具體研究和實踐分析,希望能對我國漁業(yè)安全生產(chǎn)工作提供一點參考意見。
[Abstract]:The marine fishing industry is one of the recognized high risk industries. In order to pay attention to the economic benefits, fishermen often have the phenomena of anti-wind and wave class navigation, occupation of fishing grounds, transboundary fishing production, adventure production and navigation, etc. The probability of fishing vessel collision is increasing year by year. It is difficult to supervise and manage fishing vessels on the sea effectively. Based on the comprehensive description of fishery safety management theory at home and abroad, this paper takes the specific situation of fishery safety production management in Jiaozhou as a reference, and adopts visiting investigation and investigation. Data statistics and fishing vessel organization management model, from the perspective of theoretical elaboration and empirical analysis, Firstly, through the analysis and arrangement of effective organized management theory and the contents related to this article, the objective reality of the organized management model of fishing vessel is analyzed and summarized. This paper investigates the present situation of the organized management of fishing vessels, and finds out the existing problems and improvement methods. Finally, it analyzes the resistance and hidden worries of the overall popularization of the organized management of fishing vessels, and analyzes, evaluates, improves and guarantees the whole management process. The paper points out the problems and suggestions that need to be solved in the future, and on this basis, based on the actual situation of fishery safety production, through the concrete research and practical analysis of the project, the author hopes to provide some reference opinions for the fishery safety production work in China.
