【摘要】：標(biāo)準(zhǔn)實(shí)施效果評價(jià)側(cè)重于評價(jià)標(biāo)準(zhǔn)實(shí)施對經(jīng)濟(jì)效益的影響,是基于客觀的、量化的財(cái)務(wù)數(shù)據(jù),應(yīng)用半定量、定量的評價(jià)方法評價(jià)標(biāo)準(zhǔn)實(shí)施所產(chǎn)生的經(jīng)濟(jì)效益,明確標(biāo)準(zhǔn)對經(jīng)濟(jì)發(fā)展的貢獻(xiàn)程度。標(biāo)準(zhǔn)實(shí)施效果評價(jià)結(jié)果為政府制定標(biāo)準(zhǔn)化戰(zhàn)略和相關(guān)政策提供了數(shù)據(jù)依據(jù),為相關(guān)行業(yè)開展標(biāo)準(zhǔn)化工作提供了技術(shù)支撐。研究不同評價(jià)模型的適用情況可以更好對標(biāo)準(zhǔn)實(shí)施效果進(jìn)行評價(jià),具體情況具體分析,使評價(jià)結(jié)果更加精準(zhǔn)、可信,對企業(yè)標(biāo)準(zhǔn)實(shí)施情況指導(dǎo)性更強(qiáng)。本文對比分析了標(biāo)準(zhǔn)實(shí)施效果評價(jià)常用的方法及評價(jià)模型,歸納總結(jié)出不同評價(jià)模型的主要特點(diǎn)與優(yōu)勢,確定每種評價(jià)模型的適用條件�；趯Σ煌u價(jià)模型的研究,以及標(biāo)準(zhǔn)實(shí)施效果的評價(jià)是一個(gè)多指標(biāo)的綜合評價(jià),需要考慮標(biāo)準(zhǔn)實(shí)施的多個(gè)方面的特點(diǎn),依靠單一的某種分析方法難以做到科學(xué)的綜合評價(jià)分析。本文提出基于層次分析法—概率統(tǒng)計(jì)法的標(biāo)準(zhǔn)實(shí)施效果評價(jià)模型,實(shí)現(xiàn)對標(biāo)準(zhǔn)實(shí)施效果的綜合評價(jià),使標(biāo)準(zhǔn)實(shí)施效果評價(jià)具有明確的統(tǒng)計(jì)意義和較為廣泛的適用性。本文根據(jù)標(biāo)準(zhǔn)實(shí)施評價(jià)基本方法和綜合評價(jià)模型,設(shè)計(jì)開發(fā)了標(biāo)準(zhǔn)實(shí)施經(jīng)濟(jì)效益分析軟件系統(tǒng),該系統(tǒng)是一套用于評價(jià)標(biāo)準(zhǔn)實(shí)施后社會和經(jīng)濟(jì)效果的分析系統(tǒng),用以規(guī)范經(jīng)濟(jì)效益分析的過程和方法,收集評價(jià)所需要的數(shù)據(jù)和資料。
[Abstract]:The evaluation of the implementation effect of the standard focuses on the impact of the implementation of the standard on the economic benefits. It is based on objective and quantitative financial data and the application of semi-quantitative and quantitative evaluation methods to evaluate the economic benefits generated by the implementation of the standard. The evaluation results of the effect of standard implementation provide data basis for the government to formulate standardization strategy and related policies. Research on the application of different evaluation models can better evaluate the effectiveness of the implementation of the standard, concrete analysis of the specific situation, so that the evaluation results more accurate and credible, This paper compares and analyzes the common methods and evaluation models of the evaluation of the implementation effect of the standards, and summarizes the main characteristics and advantages of the different evaluation models. Determine the applicable conditions for each evaluation model. Based on the study of different evaluation models and the evaluation of the effectiveness of standard implementation is a comprehensive evaluation of multiple indicators, it is necessary to consider the characteristics of various aspects of the implementation of standards, It is difficult to achieve scientific comprehensive evaluation and analysis by relying on a single analytical method. This paper presents a model for evaluating the effect of standard implementation based on analytic hierarchy process (AHP)-probability statistics method, which realizes the comprehensive evaluation of the effect of standard implementation. So that the evaluation of the effect of standard implementation has definite statistical significance and wide applicability. According to the basic method and comprehensive evaluation model of standard implementation evaluation, a software system for economic benefit analysis of standard implementation is designed and developed in this paper. The system is a set of analysis system used to evaluate the social and economic effect after the implementation of the standard. It is used to standardize the process and method of economic benefit analysis and to collect the data and data needed for evaluation.
