【摘要】：隨著經(jīng)濟全球化和科學(xué)技術(shù)的迅猛發(fā)展,國際競爭日益激烈,自主創(chuàng)新能力已經(jīng)成為提升核心競爭力的關(guān)鍵驅(qū)動因素。為建設(shè)創(chuàng)新型國家,探索中國特色自主創(chuàng)新道路,提升我國自主創(chuàng)新能力,促進科技事業(yè)的快速穩(wěn)定發(fā)展,黨中央、國務(wù)院做出了“自主創(chuàng)新,方法先行”的重要批示,并由科技部、發(fā)改委、教育部和中國科協(xié)四部委共同推動以TRIZ為主的創(chuàng)新方法的推廣應(yīng)用工作,為提升技術(shù)創(chuàng)新能力提供理論和方法支撐。本文的研究目的是構(gòu)建一套適用于評價TRIZ理論在企業(yè)應(yīng)用效果的指標(biāo)體系,并將其應(yīng)用于評價湖北省企業(yè)TRIZ理論應(yīng)用效果,發(fā)現(xiàn)湖北省創(chuàng)新方法工作中存在的問題,為今后的政府和企業(yè)的創(chuàng)新方法工作決策和進一步開展提供參考。本文的主要內(nèi)容總結(jié)如下：首先,在對TRIZ理論進行介紹的基礎(chǔ)上,分析研究了目前常用的評價方法和現(xiàn)有的創(chuàng)新方法指標(biāo)體系,為后續(xù)的評價工作奠定理論基礎(chǔ)。其次,深入研究和總結(jié)了湖北省推進創(chuàng)新方法工作的歷程和進展,從地域分布、行業(yè)分布、類型分布及創(chuàng)新方法應(yīng)用現(xiàn)狀等方面分析了湖北省創(chuàng)新方法試點企業(yè)的現(xiàn)狀,較為系統(tǒng)的總結(jié)了影響企業(yè)應(yīng)用創(chuàng)新方法效果的主要因素,為構(gòu)建指標(biāo)體系提供了依據(jù)。再次,根據(jù)科學(xué)合理的構(gòu)建原則,選取適當(dāng)?shù)闹笜?biāo),構(gòu)建出包括7個投入指標(biāo)和6個產(chǎn)出指標(biāo)的評價指標(biāo)體系；選用數(shù)據(jù)包絡(luò)分析法,并選擇相應(yīng)的評價模型。最后,從湖北省創(chuàng)新方法項目統(tǒng)計材料、企業(yè)申報材料等原始材料中篩選、統(tǒng)計出相關(guān)指標(biāo)數(shù)據(jù),對選取的8家湖北省創(chuàng)新方法試點企業(yè)應(yīng)用TRIZ理論取得的成效進行評價,總結(jié)出創(chuàng)新方法工作中存在的問題,并從政府和企業(yè)的角度分別提出對策建議。
[Abstract]:With the rapid development of economic globalization and science and technology, the international competition is becoming more and more intense. The independent innovation ability has become the key driving factor to enhance the core competitiveness. In order to build an innovative country, we should explore the road of independent innovation with Chinese characteristics. To promote the ability of independent innovation in our country and to promote the rapid and stable development of scientific and technological undertakings, the CPC Central Committee and the State Council have issued an important directive entitled "Independent Innovation, method first," and the Ministry of Science and Technology, the Development and Reform Commission, The Ministry of Education and the four ministries and commissions of the China Association for Science and Technology jointly promoted the promotion and application of innovative methods based on TRIZ. The purpose of this paper is to construct an index system to evaluate the application effect of TRIZ theory in enterprises, and apply it to evaluate the application effect of TRIZ theory in Hubei province. Find out the problems in the innovation method work in Hubei province, and provide the reference for the government and the enterprise to make decision and further develop the innovation method work in the future. The main contents of this paper are summarized as follows: first, on the basis of introducing the TRIZ theory, This paper analyzes and studies the commonly used evaluation methods and the existing index system of innovation methods, which lays a theoretical foundation for the subsequent evaluation work. Secondly, it deeply studies and summarizes the course and progress of promoting innovation methods in Hubei Province, which is based on the regional distribution. This paper analyzes the present situation of the innovation method pilot enterprises in Hubei Province from the aspects of industry distribution, type distribution and application status of innovation methods, and systematically summarizes the main factors that affect the effect of innovation methods applied by enterprises. Thirdly, according to the scientific and reasonable construction principle, select appropriate index, construct the evaluation index system including 7 input index and 6 output index, choose the data envelopment analysis method, And select the corresponding evaluation model. Finally, select from the original materials such as the statistical material of the innovation method project in Hubei province, the enterprise declare the material, and statistics the related index data. This paper evaluates the effectiveness of applying TRIZ theory to 8 selected enterprises in Hubei province, summarizes the problems existing in the innovation method, and puts forward countermeasures and suggestions from the point of view of government and enterprise respectively.
