【摘要】：縣域間義務(wù)教育均衡發(fā)展,是指各個縣級政府在樹立均衡發(fā)展理念的基礎(chǔ)上,根據(jù)當(dāng)?shù)亟?jīng)濟(jì)社會發(fā)展實際因地制宜、實事求是地調(diào)整義務(wù)教育發(fā)展思路,實現(xiàn)義務(wù)教育縣域之間的學(xué)校在辦學(xué)條件和教師隊伍建設(shè)、經(jīng)費投入的相對均衡,確保義務(wù)教育均衡協(xié)調(diào)高質(zhì)量發(fā)展,確保不同的受教育群體在接受教育權(quán)利、條件等方面達(dá)到相對平等�？h域之間義務(wù)教育均衡發(fā)展的最基本的表現(xiàn)是,各個縣之間的中小學(xué)校在經(jīng)費投入、校舍建設(shè)、設(shè)施配備以及師資隊伍建設(shè)等方面實現(xiàn)學(xué)校建設(shè)的標(biāo)準(zhǔn)化、師資配備的均衡化以及教育質(zhì)量的優(yōu)質(zhì)化。近年來,河北省重視義務(wù)教育均衡發(fā)展,義務(wù)教育取得了顯著成效,入學(xué)率和升學(xué)率穩(wěn)中有升;教育投入逐年增長,師資水平、辦學(xué)條件等得到極大改善,農(nóng)村義務(wù)教育經(jīng)費得到有效保障;新課程改革逐步深化,素質(zhì)教育扎實推進(jìn)。然而,河北省義務(wù)教育的非均衡現(xiàn)象也十分突出,主要表現(xiàn)在縣域之間的教育經(jīng)費、師資力量、辦學(xué)條件等方面的差異性。這些非均衡狀況有著諸多消極影響,在一定程度上阻礙了教育公平的實現(xiàn)。本文選取了河北省三個縣市查閱其義務(wù)教育經(jīng)費投入、師資水平和辦學(xué)條件等方面的數(shù)據(jù),并依據(jù)教育公平理論從教育起點公平、教育過程公平、教育結(jié)果公平三個維度對縣域義務(wù)教育差異性進(jìn)行了統(tǒng)計分析和比較研究。通過數(shù)據(jù)統(tǒng)計分析,找出義務(wù)教育非均衡化的問題及原因并基于存在的問題提出相應(yīng)的對策和建議。
[Abstract]:The balanced development of compulsory education at the county level means that the governments at the county level, on the basis of establishing the concept of balanced development, adjust the train of thought for the development of compulsory education in accordance with the actual conditions of local economic and social development and seek truth from facts. To realize the relative balance of funds and investment between schools and teachers in the counties of compulsory education, to ensure the balanced and harmonious development of compulsory education, and to ensure the right of different educated groups to receive education. The most basic manifestation of the balanced development of compulsory education among counties is that the primary and secondary schools in each county are investing in funds and building school buildings. In recent years, Hebei Province has paid attention to the balanced development of compulsory education, which has achieved remarkable results. The enrollment rate and the transition rate have risen steadily, the investment in education has increased year by year, the level of teachers and the conditions for running schools have been greatly improved, the funds for compulsory education in rural areas have been effectively safeguarded, the new curriculum reform has been gradually deepened, and quality education has been steadily promoted. The unbalanced phenomenon of compulsory education in Hebei Province is also very prominent, mainly manifested in the differences between counties in terms of educational funds, teachers' strength, conditions for running schools, etc. These disequilibrium conditions have many negative effects. To a certain extent, it hinders the realization of educational fairness. This paper selects three counties and cities in Hebei Province to consult the data of their compulsory education expenditure, teachers' level and conditions of running a school, and according to the theory of educational fairness, from the point of view of education fairness, This paper makes a statistical analysis and comparative study on the difference of compulsory education at county level from the three dimensions of educational process fairness and educational outcome fairness. This paper finds out the problems and causes of non-equalization of compulsory education and puts forward corresponding countermeasures and suggestions based on the existing problems.
