【摘要】：隨著我國氣象事業(yè)的不斷發(fā)展,天氣預(yù)報及災(zāi)情服務(wù)工作顯得越來越重要。與此同時,受全球工業(yè)及其它因素影響,全球氣候條件也在不斷惡化,氣候變暖大勢所趨、極端天氣現(xiàn)象頻發(fā),人們生產(chǎn)生活受到很大影響,國民經(jīng)濟也受到不同程度的損失。大連位于中國遼東半島南端,且地貌地形復(fù)雜,受季風(fēng)環(huán)流影響明顯。因此,大連也是全國氣象災(zāi)害發(fā)生較為頻繁的地區(qū)之一。建立大連地區(qū)氣象災(zāi)情信息共享系統(tǒng)有助于推動大連防災(zāi)減災(zāi)工作更快更好的發(fā)展。系統(tǒng)的開發(fā)與設(shè)計要遵守規(guī)范、準(zhǔn)確的氣象災(zāi)情信息管理基本準(zhǔn)則。根據(jù)實際交互需要,系統(tǒng)開發(fā)語言采用ASP.NET和VB6.0兩種,管理員在數(shù)據(jù)入庫及用戶查詢在數(shù)據(jù)交互時分別為C/S和B/S方式。系統(tǒng)數(shù)據(jù)庫為SQL SERVER2008數(shù)據(jù)庫。系統(tǒng)需求分析從業(yè)務(wù)流程出發(fā)分為業(yè)務(wù)應(yīng)用需求分析和功能需求分析。采用UML建模及用例圖相結(jié)合的思想,科學(xué)規(guī)范化的描述了氣象業(yè)務(wù)用戶對系統(tǒng)的管理和操作。系統(tǒng)的設(shè)計階段,根據(jù)設(shè)計原則繪制了整體框架結(jié)構(gòu)圖和功能模塊圖,特別對用戶查詢功能設(shè)計給出了詳細(xì)設(shè)計,指明了查詢顯示的方式。系統(tǒng)數(shù)據(jù)庫設(shè)計采用E-R圖的思想,分為常規(guī)地面觀測數(shù)據(jù)庫和氣象災(zāi)害數(shù)據(jù)庫兩種,分別記錄常規(guī)氣象觀測信息和災(zāi)情信息。本系統(tǒng)通過收集大連市民政局、氣象局、交通局、水務(wù)局等部門氣象災(zāi)情相關(guān)信息,根據(jù)氣象災(zāi)害大典的規(guī)范要求,整理了自1949年至2016年上半年大連地區(qū)發(fā)生的暴雨、干旱、霜凍、冰雹、大風(fēng)及雷電等全部的氣象災(zāi)情數(shù)據(jù)資料,并經(jīng)過統(tǒng)一格式規(guī)范整理后存入后臺數(shù)據(jù)庫中。根據(jù)用戶權(quán)限不同,系統(tǒng)實現(xiàn)了管理員對數(shù)據(jù)的規(guī)范和安全管理,其他用戶可以實現(xiàn)數(shù)據(jù)查詢、導(dǎo)出和統(tǒng)計。其中查詢顯示方式有柱狀圖、折線圖等多種樣式。整套系統(tǒng)較好地實現(xiàn)了大連地區(qū)氣象災(zāi)情信息的共享服務(wù)功能,符合氣象業(yè)務(wù)用戶操作和使用習(xí)慣。系統(tǒng)對預(yù)報員及時了解和掌握本地區(qū)氣象災(zāi)害發(fā)生的時段、頻次等信息,對指導(dǎo)預(yù)報、預(yù)警及決策服務(wù)工作具有較強的現(xiàn)實意義。
[Abstract]:With the continuous development of meteorology in China, weather forecast and disaster service are becoming more and more important. At the same time, the global climate conditions are deteriorating because of the influence of global industry and other factors. Climate warming trend, frequent extreme weather phenomena, people's production and life have been greatly affected, the national economy has also suffered varying degrees of loss. Dalian is also one of the regions where meteorological disasters occur more frequently in China. The establishment of the information sharing system of meteorological disasters in Dalian is helpful to promote the rapid and better development of the disaster prevention and mitigation work in Dalian. According to the actual needs of interaction, ASP.NET and VB6.0 are adopted in the system development language. The data of rainstorm, drought, frost, hail, gale and lightning in Dalian from 1949 to 2016 were collected. According to the different user rights, the system realizes the administrator's data standard and security management, and other users can realize the data query. Export and statistics. Among them, query display mode includes histogram, broken line map and so on. The whole system realizes the sharing service function of weather disaster information in Dalian area. In line with the operational and usage habits of meteorological users, the system timely understands and grasps the time period and frequency of meteorological disasters occurring in the region, and guides the forecast. The work of early warning and decision-making service is of great practical significance.
