【摘要】：農村土地規(guī)模化經營是“三農工作”的系統(tǒng)工程,是“國家三農”工作國際化、全球化戰(zhàn)略下的頂層設計。農村土地規(guī)模化經營主體發(fā)育、相關法律制度完善、服務平臺搭建與體系構建等,是推進農民持續(xù)增收、農業(yè)結構調整、農村經濟穩(wěn)定發(fā)展進程中的重要內容。吉林省是我國重要的農業(yè)大省和商品糧基地,但從目前來看,農村土地流轉與土地規(guī)模經營效果并不理想,仍然存在很多問題。本文在系統(tǒng)梳理已有研究文獻和理論的基礎上,以蛟河市情和土地規(guī)�；瘜嶋H情況為前提,設計了《農村土地流轉與規(guī)�；洜I調查問卷》、《農村土地流轉情況統(tǒng)計表》、《農業(yè)規(guī)模經營主體情況統(tǒng)計表》、《農村土地流轉市場服務體系建設情況統(tǒng)計表》調查問卷和統(tǒng)計表,在對調查結果進行統(tǒng)計分析的基礎上,系統(tǒng)研究其農村土地流轉與規(guī)模化經營特點與存在問題,深入探討蛟河市引導農村土地適度規(guī)模經營、提升農業(yè)規(guī)模化經營水平、實現(xiàn)農業(yè)現(xiàn)代化發(fā)展的對策。蛟河市農村土地流轉以農戶自發(fā)行為為主,以轉包為主的形式在集體經濟組織內部進行,流轉期限較短,流轉土地仍以生產糧食作物為主要用途。值得注意的是,農戶參與土地流轉的動力不足、成本高、地塊零散等阻礙了蛟河市土地流轉的有序進行。蛟河市農村土地規(guī)模經營主體呈現(xiàn)多元化趨勢,但以專業(yè)大戶為主,依次為家庭農場、合作社、工商企業(yè)。但整體看,新型規(guī)模經營主體發(fā)育不完善,帶動能力不強,導致規(guī)�；б娌焕硐搿ｒ院邮修r村土地流轉和規(guī)�；洜I市場服務平臺與服務設施不完善、運行機制不健全,鼓勵引導農民流轉土地、規(guī)模經營等政策的缺失,以及土地流轉缺少制度約束、農村社會保障制度不完善、糾紛調處司法保障制度不健全等,極大地影響了土地流轉在優(yōu)化土地配置中的作用和農村土地適度規(guī)�；洜I的發(fā)展。蛟河市應該差異化引導農村土地有序流轉,積極培育新型規(guī)模經營主體,加快推動農村土地規(guī)模經營服務體系建設,建立健全的監(jiān)管與防范機制,進而有效地推進農村土地流轉和適度規(guī)模化經營。
[Abstract]:The large-scale management of rural land is the systematic engineering of the "three rural work", the top level design of the "three rural" work internationalization, globalization strategy, the development of the main body of large-scale rural land management, and the improvement of the relevant legal system. The construction of service platform and the construction of system are the important contents in the process of promoting farmers' sustained income increasing, agricultural structure adjustment and stable development of rural economy. Jilin Province is an important agricultural province and commodity grain base in China. However, from the current point of view, the effect of rural land circulation and land scale management is not ideal, there are still many problems. Based on the situation of Jiaohe City and the actual situation of land scale, the questionnaire of rural land circulation and scale management is designed, and the statistical table of rural land circulation is designed. Based on the statistical analysis of the results of the survey, the statistical tables on the main body of agricultural scale management and the construction of the service system of the rural land circulation market are also presented in this paper. This paper systematically studies the characteristics and problems of rural land circulation and large-scale management, and probes deeply into Jiaohe City to guide the moderate scale management of rural land and to improve the level of agricultural large-scale management. The rural land circulation in Jiaohe City is based on the spontaneous behavior of farmers and subcontracting in the form of collective economic organization, and the circulation period is short. The main purpose of land circulation is to produce food crops. It is worth noting that farmers' participation in land circulation is not enough power and high cost. Scattered plots of land block the orderly circulation of land in Jiaohe City. Jiaohe City rural land scale business main body presents a diversified trend, but mainly professional large households, followed by family farms, cooperatives. But on the whole, the main body of the new scale management is not perfect, and the driving capacity is not strong. Jiaohe City rural land circulation and large-scale operation of market service platform and service facilities are not perfect, the operation mechanism is not perfect, encourage and guide farmers to transfer land. The lack of policies such as scale management, as well as the lack of land transfer system constraints, rural social security system is not perfect, dispute mediation and judicial security system is not perfect. It has greatly affected the role of land circulation in optimizing land allocation and the development of moderate scale management of rural land. Jiaohe City should guide the orderly circulation of rural land and actively cultivate a new type of scale management main body. Accelerate the construction of rural land scale management service system, establish a sound supervision and prevention mechanism, and then effectively promote rural land circulation and moderate scale management.
