山西省低碳城市評(píng)價(jià)與空間格局分析

【摘要】:近年來(lái),我國(guó)經(jīng)濟(jì)高速發(fā)展,能源消耗、溫室氣體排放和環(huán)境問題也愈發(fā)凸顯。同時(shí)全球應(yīng)對(duì)氣候變化的國(guó)際合作進(jìn)程也處于一個(gè)新的轉(zhuǎn)折點(diǎn),德班平臺(tái)談判已經(jīng)在2015年底就2020年后加強(qiáng)碳減排力度的國(guó)際制度達(dá)成框架協(xié)議。由于“低碳經(jīng)濟(jì)”帶來(lái)的清新理念及光明前景,低碳城市的發(fā)展模式很快成為全球低碳發(fā)展的關(guān)注焦點(diǎn)。作為能源大省的山西,對(duì)我國(guó)實(shí)現(xiàn)低碳城市轉(zhuǎn)型有至關(guān)重要的作用。山西是典型的資源型經(jīng)濟(jì)地區(qū),在發(fā)展過程中消耗了大量的能源,排放出大量的二氧化碳及污染物。近年來(lái),山西認(rèn)真貫徹中央的有關(guān)精神,堅(jiān)持黑色煤炭綠色發(fā)展,高碳資源低碳發(fā)展的理念,制定實(shí)施了山西省國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十三個(gè)五年(2016-2020年)規(guī)劃綱要、山西省生態(tài)文明體制改革實(shí)施方案、山西省國(guó)家資源型經(jīng)濟(jì)轉(zhuǎn)型綜合配套改革實(shí)驗(yàn)實(shí)施方案(2016-2020年),2016年到2020年,組織開展太原、陽(yáng)高縣等13個(gè)縣市區(qū),進(jìn)行省級(jí)低碳試點(diǎn)建設(shè)。目前,山西低碳城市建設(shè)還處在起步階段,須加快低碳城市建設(shè)步伐,努力走出一條創(chuàng)新驅(qū)動(dòng)、綠色低碳,具有山西特色的生態(tài)文明之路。對(duì)山西省低碳城市進(jìn)行評(píng)價(jià)與空間格局分析,可為山西省進(jìn)行低碳建設(shè)提供戰(zhàn)略依據(jù)。本文對(duì)山西各地市低碳城市建設(shè)水平進(jìn)行評(píng)價(jià),運(yùn)用描述性統(tǒng)計(jì),分析山西低碳城市發(fā)展現(xiàn)狀;構(gòu)建山西低碳城市評(píng)價(jià)指標(biāo)體系,通過主成分分析法,得到低碳城市評(píng)價(jià)指數(shù)值,并運(yùn)用GIS模型對(duì)低碳城市進(jìn)行分類;識(shí)別城市低碳發(fā)展水平的聚集類型,分析其空間相關(guān)性;谝陨涎芯繉(duì)山西低碳城市城市建設(shè)發(fā)展中存在的問題進(jìn)行深入分析,提出促進(jìn)山西低碳城市建設(shè)發(fā)展的可行性對(duì)策建議。通過對(duì)山西省各地市低碳城市評(píng)價(jià)及空間格局分析,找出山西省低碳城市建設(shè)存在的問題有:產(chǎn)業(yè)轉(zhuǎn)型升級(jí)有待提升;能源結(jié)構(gòu)亟需調(diào)整;交通系統(tǒng)結(jié)構(gòu)有待完善;低碳技術(shù)創(chuàng)新有待突破;低碳城市空間規(guī)劃亟待研究;低碳意識(shí)薄弱,缺乏宣傳力度。針對(duì)目前山西省低碳城市建設(shè)中存在的問題,本文從宏觀、微觀以及地市三個(gè)層面提出加快山西低碳城市建設(shè)的對(duì)策建議。宏觀層面的政策建議有:以城市圈帶動(dòng)低碳發(fā)展;以產(chǎn)業(yè)結(jié)構(gòu)升級(jí)促進(jìn)低碳城市建設(shè);城市能源低碳化改造;城市交通低碳化改造;發(fā)展低碳技術(shù),提升低碳研發(fā)和創(chuàng)新能力。微觀層面的對(duì)策建議有:建設(shè)低碳社區(qū);提升全民低碳意識(shí),倡導(dǎo)低碳生活方式。在地市層面,主張因地制宜,加快各地市低碳城市建設(shè)。
[Abstract]:In recent years, China's rapid economic development, energy consumption, greenhouse gas emissions and environmental problems have become increasingly prominent. At the same time, the global response to climate change in the process of international cooperation is also in a new turning point. On end of 2015, the Durban platform negotiations reached a framework agreement on an international regime to strengthen carbon abatement after 2020, with fresh ideas and bright prospects for a "low-carbon economy". The development model of low-carbon city has quickly become the focus of global low-carbon development. Shanxi, as a major energy province, plays an important role in the transformation of low-carbon cities in China. Shanxi is a typical resource-based economic region. In the process of development, a large amount of energy is consumed and a large number of carbon dioxide and pollutants are emitted. In recent years, Shanxi has conscientiously implemented the relevant spirit of the Central Committee and adhered to the green development of black coal. The concept of the development of high carbon resources and low carbon has been formulated and implemented in the 13th five-year plan of Shanxi Province's national economic and social development, 2016-2020), and the implementation plan of Shanxi Province's ecological civilization system reform. Shanxi Province National Resource-based economy Transformation Comprehensive Reform Experimental implementation Plan 2016-2020, 2016 to 2020, organized the development of Taiyuan, Yanggao County and other 13 counties and urban areas. At present, the construction of low-carbon cities in Shanxi is still in the initial stage. We must speed up the pace of low-carbon cities construction, and strive to get out of an innovative drive, green low-carbon. The road of ecological civilization with Shanxi characteristics. Evaluation and spatial pattern analysis of low-carbon cities in Shanxi Province. This paper evaluates the construction level of low-carbon cities in Shanxi Province and analyzes the development status of low-carbon cities in Shanxi Province by descriptive statistics. The evaluation index system of low carbon city in Shanxi is constructed. The evaluation index value of low carbon city is obtained by principal component analysis, and the low carbon city is classified by GIS model. Based on the above research, the problems existing in the construction and development of low-carbon cities in Shanxi Province are deeply analyzed. Put forward the feasible countermeasures and suggestions to promote the construction and development of low-carbon cities in Shanxi Province. Through the evaluation and spatial pattern analysis of low-carbon cities in various cities of Shanxi Province. To find out the problems existing in the construction of low-carbon cities in Shanxi Province: the industrial transformation and upgrading need to be promoted; The energy structure needs to be adjusted urgently; The structure of transportation system needs to be improved; Low carbon technology innovation needs to be broken through; The spatial planning of low-carbon cities needs to be studied urgently. Low carbon awareness is weak, lack of publicity. In view of the current problems in the construction of low-carbon cities in Shanxi Province, this paper from the macro. The countermeasures and suggestions on accelerating the construction of low-carbon cities in Shanxi Province are put forward at the micro and local levels. The policy suggestions at the macro level are as follows: driving the development of low carbon by the city circle; Promote the construction of low-carbon cities by upgrading the industrial structure; Urban energy low-carbon transformation; Urban traffic low carbonization transformation; Develop low-carbon technology, improve low-carbon R & D and innovation capacity. At the level of prefectures and cities, we should take measures according to local conditions and speed up the construction of low-carbon cities in all prefectures and cities.
