【摘要】：中東歐國(guó)家是中國(guó)重要的貿(mào)易伙伴,更是歐亞國(guó)家與中國(guó)貿(mào)易的聯(lián)系通道,自古就承擔(dān)著“絲綢之路經(jīng)濟(jì)帶”過(guò)境地區(qū)的重要角色,是中國(guó)從陸路通往歐亞的必經(jīng)地區(qū)。在中國(guó)實(shí)施的“一帶一路”戰(zhàn)略中,中東歐國(guó)家在經(jīng)濟(jì)和政治上都具有重要地位。中東歐國(guó)家正經(jīng)歷歐債危機(jī)后深刻的經(jīng)濟(jì)結(jié)構(gòu)調(diào)整,其大力推進(jìn)的“向東開(kāi)放”政策與中國(guó)“一帶一路”愿景不謀而合,雙方發(fā)展戰(zhàn)略契合度高,合作潛力巨大。本文基于聯(lián)合國(guó)UN COMTRADE數(shù)據(jù)庫(kù)的最新統(tǒng)計(jì)數(shù)據(jù),從三個(gè)層面展開(kāi)研究:一是從中東歐國(guó)家的主要出口目標(biāo)市場(chǎng)、出口商品結(jié)構(gòu),以及與中國(guó)雙邊貿(mào)易結(jié)構(gòu)等角度對(duì)中東歐國(guó)家的對(duì)外貿(mào)易發(fā)展現(xiàn)狀進(jìn)行國(guó)別分析;二是測(cè)算中國(guó)與中東歐16國(guó)分別在不同目標(biāo)市場(chǎng)上基于HS4位編碼的出口相似度指數(shù),以及中東歐16國(guó)與不同貿(mào)易伙伴的貿(mào)易結(jié)合度指數(shù),從細(xì)分產(chǎn)品角度分析中國(guó)與中東歐國(guó)家的貿(mào)易互補(bǔ)性和競(jìng)爭(zhēng)性;三是測(cè)算中國(guó)與中東歐16國(guó)按HS章別分類(lèi)產(chǎn)品的全球價(jià)值鏈分工地位指數(shù),從產(chǎn)品全球價(jià)值鏈分工地位角度,分析中國(guó)與中東歐國(guó)家的產(chǎn)業(yè)互補(bǔ)性和貿(mào)易潛力。本文研究結(jié)果表明:中國(guó)與中東歐主要國(guó)家在德國(guó)、俄羅斯、美國(guó)、世界市場(chǎng)上出口商品結(jié)構(gòu)雖然存在一定競(jìng)爭(zhēng)性,但更多體現(xiàn)的是較強(qiáng)的互補(bǔ)性。中東歐大多數(shù)國(guó)家與德國(guó)、俄羅斯貿(mào)易聯(lián)系緊密,但貿(mào)易聯(lián)系緊密程度呈下降趨勢(shì)。從中國(guó)與中東歐國(guó)家HS章別分類(lèi)產(chǎn)品的全球價(jià)值鏈分工地位的比較來(lái)看,中國(guó)與中東歐主要國(guó)家在農(nóng)產(chǎn)品、植物產(chǎn)品、動(dòng)植物油脂產(chǎn)品、礦產(chǎn)品類(lèi)初級(jí)產(chǎn)品;木及木制品,家具、玩具及雜項(xiàng)制品類(lèi)勞動(dòng)密集型產(chǎn)品;塑料、橡膠產(chǎn)品,纖維素漿及紙張產(chǎn)品原料類(lèi)資本密集型產(chǎn)品;機(jī)電產(chǎn)品,運(yùn)輸設(shè)備,光學(xué)、鐘表、醫(yī)療設(shè)備高技術(shù)含量資本密集型產(chǎn)品產(chǎn)業(yè)鏈上的互補(bǔ)性較強(qiáng)。最后本文從增加對(duì)中東歐的進(jìn)口,改善雙邊貿(mào)易不平衡狀況;推進(jìn)中國(guó)與中東歐自貿(mào)區(qū)建設(shè),擴(kuò)大貿(mào)易創(chuàng)造效應(yīng);擴(kuò)大對(duì)中東歐的基礎(chǔ)設(shè)施投資,促進(jìn)中國(guó)商品出口多元化;推進(jìn)與中東歐的產(chǎn)能合作,帶動(dòng)雙方對(duì)外貿(mào)易的增長(zhǎng)等角度提出相應(yīng)的政策建議。
[Abstract]:Central and Eastern European countries are China's important trading partners, but also the Eurasian countries and China's trade links, since ancient times has assumed an important role in the "Silk Road Economic Belt" transit areas. Is China's road to Europe and Asia by road through the region. In China's implementation of the "Belt and Road" strategy. Central and Eastern European countries play an important role in both economy and politics. The central and eastern European countries are undergoing profound economic restructuring after the European debt crisis. The policy of "opening to the east", which it vigorously promoted, coincided with the vision of "Belt and Road" of China, and the development strategy of both sides coincided with each other in a high degree. There is great potential for cooperation. Based on the latest statistics of UN COMTRADE database, this paper studies from three aspects: first, the main export target markets of Central and Eastern European countries. From the perspective of export commodity structure and bilateral trade structure with China, this paper analyzes the current situation of foreign trade development in Central and Eastern European countries. The second is to measure the export similarity index based on HS4 bit coding in different target markets between China and 16 countries of Central and Eastern Europe, and the trade combination index of 16 countries in Central and Eastern Europe with different trading partners. The trade complementarity and competition between China and Central and Eastern European countries are analyzed from the perspective of subdivision products. The third is to measure the global value chain division status index between China and 16 countries in Central and Eastern Europe according to HS Chapter, from the perspective of product global value chain division position. This paper analyzes the industrial complementarity and trade potential between China and CEE countries. The results show that China and CEE countries are in Germany, Russia and the United States. Although the structure of export commodities in the world market is competitive, it is more complementary. Most of the countries in Central and Eastern Europe have close trade ties with Germany and Russia. From the comparison of the global value chain division of products between China and Central and Eastern European countries, China and the major countries of Central and Eastern Europe are in the agricultural products, plant products. Animal and vegetable oil products, mineral products of primary products; Wood and wood products, furniture, toys and miscellaneous products such as labor-intensive products; Plastic, rubber products, cellulose pulp and paper products raw materials of capital-intensive products; Mechanical and electrical products, transportation equipment, optics, watches and clocks, medical equipment are highly complementary in the industrial chain of capital-intensive products with high technology content. Finally, this paper improves bilateral trade imbalance by increasing imports to Central and Eastern Europe; Promoting the construction of free trade zone between China and Central and Eastern Europe and expanding the effect of trade creation; Expanding infrastructure investment in Central and Eastern Europe to promote diversification of China's merchandise exports; To promote capacity cooperation with Central and Eastern Europe and promote the growth of foreign trade between the two sides, and put forward corresponding policy recommendations.
