【摘要】:改革開放以來,執(zhí)改革開放三十年發(fā)展之先的東莞,經(jīng)濟(jì)的快速發(fā)展和流動(dòng)人口的大量涌入,使得東莞成為一個(gè)“流動(dòng)”的城市。流動(dòng)帶來活力的同時(shí),也導(dǎo)致城市的社會(huì)架構(gòu)不穩(wěn)定,對(duì)既有的社會(huì)治安形成挑戰(zhàn)。而在編制受限和治安環(huán)境的影響下,公安機(jī)關(guān)警力不足的問題也日益突出。因此,東莞市公安機(jī)關(guān)開始推行公安文職制度,作為人事制度改革的一項(xiàng)全新嘗試,切實(shí)緩解了警力不足的狀況和改善了警務(wù)隊(duì)伍的資源結(jié)構(gòu),有利于警力下沉,提升警務(wù)運(yùn)作效率。但在充分發(fā)揮文職人員作用的同時(shí),也暴露出不少管理上的問題,并產(chǎn)生了諸多影響文職人員工作積極性的因素,例如薪酬福利低、工作滿意度不高、歸屬感差等。因此,基于提高文職人員工作滿意度的調(diào)查研究,對(duì)于促進(jìn)公安工作的有效開展具有重要意義。本文以東莞市石龍分局直屬單位的58名文職人員作為調(diào)查對(duì)象,首先通過訪談和問卷調(diào)查得出文職人員工作滿意度現(xiàn)狀,接著使用社會(huì)科學(xué)統(tǒng)計(jì)軟件SPSS19.0對(duì)文職人員工作滿意度與工作相關(guān)因素的關(guān)系進(jìn)行數(shù)據(jù)統(tǒng)計(jì)在此基礎(chǔ)上,通過數(shù)據(jù)分析,對(duì)影響文職人員工作滿意度存在的問題提出改善的措施。藉此完善和健全東莞市公安文職制度,使文職人員能夠在警務(wù)工作中發(fā)揮更大的作用,對(duì)東莞市治安建設(shè)起到積極作用。
[Abstract]:Since the reform and opening up, Dongguan has developed for 30 years before the reform and opening up. With the rapid development of economy and the influx of floating population, Dongguan has become a "mobile" city, which brings vitality at the same time. It also leads to the instability of the social structure of the city, which poses a challenge to the existing social security. However, under the influence of the limited establishment and public security environment, the problem of insufficient police force in the public security organs is increasingly prominent. Dongguan public security organs began to implement the public security civilian system, as a new attempt of personnel system reform, effectively alleviated the situation of inadequate police force and improved the police force resource structure, which is conducive to the sinking of the police force. But in the full play of civilian staff role, but also exposed a lot of management problems, and has produced many factors affecting the enthusiasm of civilian staff, such as low pay and benefits. The job satisfaction is not high and the sense of belonging is poor. Therefore, based on the investigation of improving the job satisfaction of civilian staff. It is of great significance to promote the effective development of public security work. This paper takes 58 civilian personnel directly affiliated to the Shilong Branch Bureau of Dongguan City as the object of investigation. First of all, through interviews and questionnaires to obtain the status of job satisfaction of civilian staff. Then use the social science statistical software SPSS19.0 to analyze the relationship between job satisfaction and job related factors of civilian personnel. On this basis, through the data analysis. In order to perfect and perfect the civilian system of public security in Dongguan City, this paper puts forward some measures to improve the problems affecting the job satisfaction of civilian staff, so that the civilian staff can play a greater role in the police work. It plays a positive role in the construction of public order in Dongguan City.
