【摘要】：人類自從步入工業(yè)文明以來(lái),伴隨著技術(shù)巨大的進(jìn)步、經(jīng)濟(jì)急劇增長(zhǎng)、物質(zhì)財(cái)富空前聚集,大自然卻遭受到了空前的掠奪和破壞。掠奪式開(kāi)發(fā),急功近利追求GDP的高速增長(zhǎng),使人類付出了沉重的代價(jià),帶來(lái)了嚴(yán)重的環(huán)境惡化、生態(tài)破壞和資源能源短缺等問(wèn)題。全球環(huán)境惡化、生態(tài)功能弱化,自然災(zāi)害頻繁、淡水資源枯竭以及沙漠化的加劇,表明自然生態(tài)系統(tǒng)已經(jīng)逐漸失去平衡,環(huán)境逐步惡化。全球環(huán)境污染加劇、生態(tài)破壞嚴(yán)重、氣候變化異常、自然災(zāi)害頻發(fā)、資源和能源短缺等因素制約著經(jīng)濟(jì)的增長(zhǎng)。論文從生態(tài)資本的資本屬性入手,探求生態(tài)資本的增值途徑、計(jì)量方法和代際均衡,為經(jīng)濟(jì)可持續(xù)增長(zhǎng)提供理論支持。同時(shí),以生態(tài)資本為基礎(chǔ),構(gòu)建多維資本內(nèi)生耦合模型,轉(zhuǎn)變各資本孤立運(yùn)行或部分結(jié)合促進(jìn)經(jīng)濟(jì)可持續(xù)增長(zhǎng)的片面研究。實(shí)施多維資本內(nèi)生耦合研究,促使生態(tài)公益、服務(wù)性價(jià)值存量有序積累、流量穩(wěn)定增殖,經(jīng)濟(jì)可持續(xù)增長(zhǎng),使多維資本的整體價(jià)值大于各類資本獨(dú)立運(yùn)行之和。通過(guò)研究以生態(tài)資本為基礎(chǔ)的多維資本“自動(dòng)耦合”,提出轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式的“量質(zhì)”規(guī)定性,對(duì)實(shí)施可持續(xù)發(fā)展具有理論意義。論文的觀點(diǎn)是轉(zhuǎn)變將經(jīng)濟(jì)要素割裂開(kāi)來(lái)研究的傳統(tǒng)方法,以生態(tài)資本為基礎(chǔ),構(gòu)建多維資本要素協(xié)同作用的經(jīng)濟(jì)可持續(xù)模式。同時(shí)將物質(zhì)資本、人力資本、信息資本、金融資本和生態(tài)資本結(jié)合構(gòu)建理論模型和代際均衡模型,使模型應(yīng)用具有可行、可能與可識(shí)別、可復(fù)制性,從而為社會(huì)經(jīng)濟(jì)可持續(xù)發(fā)展理論建立基礎(chǔ)。正是因?yàn)槿祟惖靡陨媾c發(fā)展的基本條件依賴于生態(tài)環(huán)境,且經(jīng)濟(jì)可持續(xù)發(fā)展依靠資本化的生態(tài)資本,因此在發(fā)展經(jīng)濟(jì)的同時(shí)要抓好生態(tài)環(huán)境保護(hù)工作,使生態(tài)環(huán)境同國(guó)民經(jīng)濟(jì)的發(fā)展和人民物質(zhì)文化生活的提高相適應(yīng)。對(duì)于布局不合理的工業(yè)項(xiàng)目,要逐步進(jìn)行調(diào)整,加強(qiáng)設(shè)備更新、技術(shù)升級(jí)和科學(xué)管理,逐步治理污染源;對(duì)排放的“三廢”物質(zhì),要做到綜合利用,化害為利。
[Abstract]:Since the human being entered the industrial civilization, with the great progress of technology, the rapid growth of economy and the unprecedented accumulation of material wealth, nature has been subjected to unprecedented plunder and destruction, predatory development. Pursuing the rapid growth of GDP with quick success and quick profit, human beings have paid a heavy price and brought serious environmental deterioration, ecological destruction and shortage of resources and energy, etc. The global environment has deteriorated and the ecological function has been weakened. The frequent natural disasters, the depletion of fresh water resources and the intensification of desertification indicate that the natural ecosystem has gradually lost its balance, the environment has gradually deteriorated, the global environmental pollution has intensified, the ecological damage is serious, and the climate change is abnormal. Natural disasters occur frequently, resources and energy shortage and other factors restrict economic growth. This paper starts with the capital attributes of ecological capital, and explores the ways to increase the value of ecological capital, measurement methods and intergenerational equilibrium. To provide theoretical support for sustainable economic growth. At the same time, based on ecological capital, the multi-dimensional capital endogenous coupling model is constructed. Change the one-sided research of promoting the sustainable economic growth in the isolated operation or part of the capital. Carry out the multi-dimensional capital endogenous coupling research to promote the ecological public welfare, the service value stock accumulation orderly, the flow stable multiplication. Sustainable economic growth makes the overall value of multi-dimensional capital greater than the sum of all kinds of independent capital. Through the study of multi-dimensional capital based on ecological capital "automatic coupling". It is of theoretical significance to change the "quantity and quality" of the mode of economic development. The point of view of this paper is to change the traditional method of separating the economic elements and study them, based on ecological capital. At the same time, it combines material capital, human capital, information capital, financial capital and ecological capital to build theoretical model and intergenerational equilibrium model. The application of the model is feasible, identifiable and reproducible, so as to establish the foundation for the theory of social and economic sustainable development. It is precisely because the basic conditions for human survival and development depend on the ecological environment. And the sustainable development of economy depends on the capitalized ecological capital, so it is necessary to do a good job of protecting the ecological environment while developing the economy. It is necessary to adapt the ecological environment to the development of the national economy and to the improvement of the people's material and cultural life. For industrial projects with unreasonable layout, it is necessary to gradually readjust the industrial projects and strengthen the upgrading of equipment, technological upgrading and scientific management. Step by step control of pollution sources; To discharge the "three wastes" substances, to achieve comprehensive use, harm for profit.
