【摘要】：電力工業(yè)是國(guó)民經(jīng)濟(jì)發(fā)展中關(guān)系國(guó)計(jì)民生的最重要的基礎(chǔ)能源產(chǎn)業(yè)。電力企業(yè)的生產(chǎn)經(jīng)營(yíng)過程也是各種物資的消耗過程,物資管理是企業(yè)成本管理和質(zhì)量管理的重要環(huán)節(jié)。在不斷發(fā)展變化的市場(chǎng)環(huán)境中,優(yōu)化物資管理流程,創(chuàng)新物資管理形式已成為電力企業(yè)需要積極面對(duì)并探索解決的重要問題。論文以潮州電廠作為實(shí)證研究對(duì)象,研究其物資管理形式的創(chuàng)新問題。論文對(duì)潮州電廠的物資管理業(yè)務(wù)現(xiàn)狀作了深入分析,從認(rèn)識(shí)、功能、標(biāo)準(zhǔn)和執(zhí)行等四個(gè)層面對(duì)物資管理流程進(jìn)行診斷,發(fā)掘了在需求計(jì)劃管理、采購(gòu)管理、倉(cāng)儲(chǔ)管理、供應(yīng)商管理、廢舊物資管理流程等五個(gè)方面存在的主要問題。在此基礎(chǔ)上,論文主要從業(yè)務(wù)流程優(yōu)化的角度對(duì)潮州電廠物資管理新形式、新流程進(jìn)行了探討和實(shí)踐。首先,提出了物資管理業(yè)務(wù)流程優(yōu)化的原則、方法與步驟;其次,構(gòu)建了包括計(jì)劃管理、物資采購(gòu)管理、統(tǒng)計(jì)分析管理、物資供應(yīng)商管理、事故備品管理、廢舊物資回收管理、物資庫(kù)存管理、物資信息管理、物資廉政管理和物資管理考評(píng)等十大子系統(tǒng)在內(nèi)的物資管理新體系;最后,從人員設(shè)置與培訓(xùn)、約束機(jī)制、競(jìng)爭(zhēng)與合作機(jī)制和考核與激勵(lì)機(jī)制幾個(gè)方面提出了物資管理流程優(yōu)化的保障措施。論文研究結(jié)果不僅對(duì)潮州電廠物資管理業(yè)務(wù)具有實(shí)踐指導(dǎo)意義,也對(duì)其他電力企業(yè)有一定的借鑒意義。
[Abstract]:The electric power industry is beneficial to the people's livelihood in related to the development of national economy the most important basic energy industry. The consumption process of the production and operation of power enterprises is a process of various materials, the material management is an important part of enterprise cost management and quality management. In the changing market environment, optimize material management process, material management has become a form of innovation electric power enterprises need to face and solve the important issues to explore. Taking Chaozhou power plant as the research object, innovation of its material management. The form of the Chaozhou power plant supplies management business situation is analyzed from the knowledge, function, standard and the implementation of the four aspects of material management process diagnosis. To explore the demand in plan management, purchasing management, warehouse management, supplier management, the main problems of the five aspects of waste materials management process. On the basis of this paper, mainly from the perspective of business process optimization of new forms of material management in Chaozhou power plant, the new process has carried on the discussion and practice. Firstly, put forward the principle of business process optimization management of materials, methods and steps; secondly, construct including project management, purchasing management, statistics management, supplier management accident, spare parts management, waste recycling management, inventory management, material management, material management and the evaluation of ten subsystems including new material management system; finally, from the setting of personnel and training, restraint mechanism, put forward the material management process optimization measures several competitive and cooperative mechanism and assessment and the incentive mechanism. The results of this research not only has practical significance for the Chaozhou power plant material management business, also have certain reference significance for other power enterprises.
