【摘要】：經(jīng)濟發(fā)展離不開技術(shù)進步,高校是技術(shù)進步的主要推動者,但是技術(shù)進步不能只停留在理論上,技術(shù)只有在轉(zhuǎn)化為生產(chǎn)力時才具有價值。基于調(diào)研數(shù)據(jù),高校專利申請數(shù)量呈上升趨勢,轉(zhuǎn)化率卻在下降。陜西省在科技、人力等方面擁有雄厚的實力,高校是陜西省知識產(chǎn)權(quán)發(fā)展的重要力量。截至2015年,全省共有高校116所,其中有專利活動的高校63所(比2014年增加12所),占全省高�？倲�(shù)的54.3%;共獲授權(quán)專利占全省專利授權(quán)總量的24.7%。顯然,高校已然成為當今陜西最具活力的社會創(chuàng)新力量之一。與專利申請量與授權(quán)量發(fā)展態(tài)勢的迅猛程度相比,專利的轉(zhuǎn)化程度卻黯然失色,大量專利被束之高閣,未能發(fā)揮其功效,專利轉(zhuǎn)化率低下已成為制約陜西科技發(fā)展的核心問題之一。高校如何發(fā)揮好自己的創(chuàng)新優(yōu)勢,將已有的專利技術(shù)更好地向現(xiàn)實生產(chǎn)力推廣,已經(jīng)成為緊迫問題。促進專利技術(shù)成果轉(zhuǎn)化率提升作為高校重要任務,也是我國發(fā)展戰(zhàn)略的要求。怎樣利用科技資源完成產(chǎn)業(yè)轉(zhuǎn)移,獲得更好的整體效益,以專利為代表的知識產(chǎn)權(quán)的建設(shè)與管理成為時代關(guān)注的焦點。本文在借鑒國內(nèi)外研究的基礎(chǔ)上,以陜西省高校為對象,對專利轉(zhuǎn)化情況展開研究。首先,利用大量數(shù)據(jù)對省內(nèi)科研經(jīng)費投入與科技人力資源情況進行分析,從申請到授權(quán)再到轉(zhuǎn)化的過程依托數(shù)據(jù)進行詳細分析,包括對陜西高校申請總量與授權(quán)總量作以比較,對陜西省高校發(fā)明、實用新型、外觀設(shè)計三類專利進行統(tǒng)計分析等,同時選取有代表性的十所高校、包括陜西省在內(nèi)的十個省份,對其專利授權(quán)量及轉(zhuǎn)化情況作一具體分析,并根據(jù)現(xiàn)階段的發(fā)展情況提出問題,同時分析產(chǎn)生問題的成因。其次,通過閱讀和搜集大量的文獻資料,歸結(jié)影響陜西省高校專利轉(zhuǎn)化的因素,并構(gòu)建陜西省高校專利轉(zhuǎn)化評價體系。主要構(gòu)建5個一級指標和22個二級指標,使用層次分析法,通過MATLAB軟件對各個指標賦予權(quán)重。然后,在建立評價指標體系的基礎(chǔ)上,利用模糊綜合評價方法,對陜西省高校專利轉(zhuǎn)化的現(xiàn)狀進行評價,并得出結(jié)論。最后,結(jié)合存在問題和評價結(jié)果,提出相關(guān)對策和建議。
[Abstract]:Economic development can not be separated from technological progress. Colleges and universities are the main promoters of technological progress, but technological progress can not only stay in theory, technology is valuable only when it is converted into productive forces. The number of patent applications in colleges and universities is on the rise, but the conversion rate is declining. Shaanxi Province has a strong strength in science and technology, human resources, and colleges and universities are an important force in the development of intellectual property rights in Shaanxi Province. Until 2015. There are 116 colleges and universities in the province, of which 63 have patent activities (12 more than in 2014, accounting for 54.3% of the total number of colleges and universities in the province; The total number of authorized patents accounts for 24. 7% of the total number of patent licenses in the province. Colleges and universities have become one of the most dynamic social innovation forces in Shaanxi. Compared with the rapid development of patent application and licensing, the degree of patent transformation has been eclipsed, and a large number of patents have been shelved. The low conversion rate of patent has become one of the core problems that restrict the development of science and technology in Shaanxi. How to bring into full play their innovative advantages and spread the existing patent technology to the actual productivity better. As an important task of colleges and universities, it is also the requirement of our country's development strategy. How to make use of scientific and technological resources to complete the industrial transfer and obtain better overall benefits. The construction and management of intellectual property rights, represented by patents, has become the focus of attention of the times. On the basis of reference from domestic and foreign research, this paper takes colleges and universities in Shaanxi Province as the object to study the situation of patent transformation. First of all. Using a large number of data to analyze the situation of scientific research funds and scientific and technological human resources in the province, from the application to authorization to the process of transformation based on the data for detailed analysis. Including the total amount of Shaanxi colleges and universities and the total amount of authorization to make a comparison of Shaanxi university invention, utility model, exterior design and other three patents statistical analysis, and select a representative of ten colleges and universities at the same time. Ten provinces, including Shaanxi Province, make a concrete analysis on the amount of patent license and its transformation, and put forward problems according to the current development situation, at the same time, analyze the causes of the problems. Secondly. Through reading and collecting a large number of documents, summed up the factors that affect the patent transformation of colleges and universities in Shaanxi Province, and constructed the evaluation system of university patent transformation in Shaanxi Province. The AHP is used to give weight to each index through MATLAB software. Then, on the basis of establishing the evaluation index system, the fuzzy comprehensive evaluation method is used. This paper evaluates the current situation of patent transformation in colleges and universities in Shaanxi Province, and draws a conclusion. Finally, combined with the existing problems and evaluation results, the author puts forward some relevant countermeasures and suggestions.
