【摘要】：當(dāng)前我國正處于經(jīng)濟(jì)轉(zhuǎn)型升級、社會主義現(xiàn)代化建設(shè)高速推進(jìn)的重要時期,在這一時期農(nóng)村城鎮(zhèn)化發(fā)展也是拉動中國經(jīng)濟(jì)發(fā)展的一個重要動力。在這樣的背景下深刻分析城鎮(zhèn)化的發(fā)展,把握城鎮(zhèn)化的巨大機(jī)遇和發(fā)展趨勢,妥善處理城鎮(zhèn)化所面臨的各種問題與挑戰(zhàn),對未來經(jīng)濟(jì)社會的發(fā)展具有重大意義。我國十八大報告指出,實(shí)現(xiàn)城鎮(zhèn)化與新型工業(yè)化、信息化和農(nóng)業(yè)現(xiàn)代化的協(xié)調(diào)發(fā)展,推動這四個方面的良性互動,這是未來國家發(fā)展的重要方向。本文正是在這一背景下,提出嘉興市農(nóng)村城鎮(zhèn)化問題的研究,并針對這一浙江省的重點(diǎn)城市在農(nóng)村城鎮(zhèn)化過程中的特殊性,提出相應(yīng)的對策,希望對嘉興市及國內(nèi)其他地區(qū)農(nóng)村城鎮(zhèn)化問題有所幫助。本文主要采用文獻(xiàn)資料法、數(shù)理統(tǒng)計法等方法,收集整理相關(guān)理論及從2001年以來嘉興市政府對新型農(nóng)村社區(qū)建設(shè)的文件匯編、指導(dǎo)意見、建設(shè)指標(biāo)統(tǒng)計進(jìn)行歸類,對嘉興市近十年內(nèi)的機(jī)關(guān)報刊媒體報道,以新型農(nóng)村社區(qū)建設(shè)為研究對象,分析在新型城鎮(zhèn)化建設(shè)指導(dǎo)下的影響程度以及新型城鎮(zhèn)化發(fā)展在政府主導(dǎo)下提出對新型農(nóng)村社區(qū)建設(shè)的政策和措施、扶持情況。對土地使用情況,經(jīng)濟(jì)產(chǎn)業(yè)支撐的選擇,農(nóng)村社區(qū)的管理和籌建資金的使用近數(shù)項(xiàng)統(tǒng)計資料進(jìn)行比較對比分析,找出建設(shè)的相同之處和發(fā)展情況的不同之處。本文基于相關(guān)理論研究與實(shí)證研究的基礎(chǔ)上,對嘉興市農(nóng)村城鎮(zhèn)化發(fā)展存在的問題進(jìn)行分析,并提出如下對策：第一,科學(xué)規(guī)劃嘉興市農(nóng)村城鎮(zhèn)化建設(shè)體系；第二,加大政府財政資金投入,拓展投融資渠道；第三,完善相關(guān)制度、政策,為農(nóng)轉(zhuǎn)非人口提供住房保障、就業(yè)保障及其他公共保障；第四,加強(qiáng)基礎(chǔ)設(shè)施建設(shè),改善城鎮(zhèn)居民的生活質(zhì)量；第五,加強(qiáng)生態(tài)環(huán)境保護(hù),促使嘉興市農(nóng)村城鎮(zhèn)化的可持續(xù)發(fā)展。
[Abstract]:At present, our country is in an important period of economic transformation and upgrading, and the rapid development of socialist modernization. In this period, the development of rural urbanization is also an important driving force for the economic development of China. Under this background, the development of urbanization is deeply analyzed, and the great opportunities and trends of urbanization are grasped. Properly handling the various problems and challenges faced by urbanization is of great significance to the future economic and social development. The 18 report of our country points out that urbanization and new industrialization should be realized. The harmonious development of informatization and agricultural modernization promotes the positive interaction of these four aspects, which is the important direction of the future national development. This paper puts forward the research of rural urbanization in Jiaxing City under this background. In the light of the particularity of the key cities in Zhejiang Province in the process of rural urbanization, the corresponding countermeasures are put forward. Hope to be helpful to rural urbanization in Jiaxing and other areas in China. This paper mainly uses the methods of literature, mathematical statistics and other methods. Collection and collation of relevant theories and Jiaxing City Government since 2001 on the new rural community construction document compilation, guidance, construction indicators statistical classification. Jiaxing City within the past ten years of the organs of the press and media reports, the new rural community construction as the research object. Analyze the influence degree under the guidance of the new urbanization construction and the new urbanization development under the guidance of the government put forward the new rural community construction policies and measures support the situation of land use. The choice of economic industry support, the management of rural communities and the use of funds for the preparation of nearly several statistical data for comparative analysis. Find out the similarities of the construction and the development of differences. Based on the relevant theoretical research and empirical research, this paper analyzes the problems existing in the development of rural urbanization in Jiaxing. And put forward the following countermeasures: first, the scientific planning of the construction of rural urbanization system in Jiaxing; Second, increase the government financial investment, expand the channels of investment and financing; Third, improve the relevant systems and policies to provide housing security, employment security and other public security for the rural transition population; 4th, strengthen infrastructure construction, improve the quality of life of urban residents; In 5th, strengthen ecological environment protection, promote the sustainable development of rural urbanization in Jiaxing.
