【摘要】：本論文以招商引資為切入點(diǎn),立足于襄陽市的實(shí)際情況,通過與同等級(jí)和同區(qū)域城市的比較,統(tǒng)計(jì)本地招商項(xiàng)目,對(duì)已落戶的企業(yè)進(jìn)行調(diào)研、取樣和類比,并查證歷年數(shù)據(jù),試分析和找出襄陽市在國際經(jīng)濟(jì)形勢(shì)持續(xù)疲軟、國內(nèi)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的背景下,招商引資工作中存在的主要問題和產(chǎn)生原因,為優(yōu)化襄陽市的產(chǎn)業(yè)結(jié)構(gòu),促進(jìn)今后本地區(qū)社會(huì)經(jīng)濟(jì)全面、協(xié)調(diào)、可持續(xù)發(fā)展,提出適合實(shí)際情況的具體對(duì)策。近些年,襄陽市通過招商引資實(shí)現(xiàn)了產(chǎn)業(yè)升級(jí)、經(jīng)濟(jì)增量,提升了城市的競(jìng)爭(zhēng)力和影響力,但招商引資工作中仍然存在一些問題,包括:項(xiàng)目建設(shè)平臺(tái)亟待優(yōu)化;項(xiàng)目管理機(jī)制不完善;投資軟環(huán)境有待提高;引進(jìn)外資項(xiàng)目緩慢;招商主體失當(dāng)?shù)�。產(chǎn)生這些問題的原因是多方面的,既有客觀條件的制約,如招商項(xiàng)目受產(chǎn)業(yè)基礎(chǔ)不均衡因素的影響;在湖北省內(nèi),襄陽市級(jí)投資環(huán)境競(jìng)爭(zhēng)力偏低,在全國范圍內(nèi),縣區(qū)吸引力也不強(qiáng)等因素的影響。也有地方政府自身的原因,如受國家法律和政策的制約,受縣(區(qū))域經(jīng)濟(jì)考核制度的影響,政府自身的管理、服務(wù)水平略滯后,各類資源要素相對(duì)欠缺,對(duì)外開放程度仍然偏低等。為了解決存在的問題,筆者建議:進(jìn)一步區(qū)別發(fā)展縣(區(qū))域經(jīng)濟(jì),健全本地的法律與政策保障體系,通過強(qiáng)化金融、科技創(chuàng)新等要素改善投資環(huán)境,堅(jiān)定地做好簡(jiǎn)政放權(quán),健全項(xiàng)目評(píng)審、準(zhǔn)入、退出機(jī)制,進(jìn)一步擴(kuò)大對(duì)外開放,從而實(shí)現(xiàn)襄陽市的省域副中心城市和漢江流域中心城市的發(fā)展定位。
[Abstract]:This paper takes investment as a starting point, based on the actual situation of Xiangyang City, through the comparison with the same grade and area of the city, the local statistical investigation of investment projects, enterprises have settled down, sampling and analogy, and verify the data, try to analyze and find out the city of Xiangyang in the international economic situation continued weakness, upgrade the background of the transformation of domestic industry, and causes major problems in attracting investment, optimize the industrial structure of Xiangyang City, to promote the future of local social economic comprehensive, coordinated and sustainable development, put forward specific measures for the actual situation. In recent years, Xiangyang city to achieve industrial upgrading, through investment in economic increment to enhance the competitiveness and influence of the city, there are still some problems, but the investment work including: project construction platform needs optimization; project management system is not perfect; the soft environment of investment Needs to be improved; the introduction of foreign investment projects is slow; improper. The main reasons for these problems are various, which are not only the objective conditions, such as investment projects by industry based unbalanced factors; Xiangyang city in Hubei Province, low investment environment competitiveness, in the country, county level attraction is not strong other factors. There are reasons of local government, such as the restriction of national laws and policies, by the county (District) domain of the economic appraisal system, the government's management, service level lags behind that of all kinds of resources to the relative lack of opening degree is still low. In order to solve the existing problems, the author recommendations: to further differentiate the development of county (District) region economy, sound legal and policy system of local, by strengthening financial, technological innovation and other elements to improve the investment environment, firmly do decentralization, improve project Review, access, and exit mechanism to further expand opening to the outside world, so as to realize the development and positioning of the provincial sub central cities in Xiangyang and the central cities of the Hanjiang River Basin.
