【摘要】:伴隨我國市場經(jīng)濟的不斷發(fā)展和勞動力人口的不斷下降,用工荒和離職潮已經(jīng)大范圍的在企業(yè)中出現(xiàn),越來越多的企業(yè)在這種困局下看到了人力資源的運用對企業(yè)發(fā)展的重要意義,在民營企業(yè)中,面對企業(yè)人員離職率高、崗位吸引力低、人工成本增大等問題,他們越來越注重通過非物質(zhì)激勵手段來提高員工的忠誠度和勞動率,從而達(dá)到降低企業(yè)生產(chǎn)成本,實現(xiàn)企業(yè)經(jīng)營戰(zhàn)略目標(biāo)。但對于民營企業(yè)來說,由于資金規(guī)模限制、激勵機制落后、管理經(jīng)驗匱乏等因素,對企業(yè)員工非物質(zhì)激勵的研究和實踐都還在摸索階段,并沒有形成有效的機制與體系,對以何種方式開展有效的非物質(zhì)激勵,也沒有較好的實踐參照和具體借鑒。近年來,隨著中國原有農(nóng)業(yè)體系的社會經(jīng)濟結(jié)構(gòu)打破,政府主導(dǎo)的城市化發(fā)展改變了城鄉(xiāng)布局結(jié)構(gòu)。商業(yè)規(guī)模的改變,也迫使更多的人員離開原籍或居住地。由此,形成巨大的人員遷移現(xiàn)象。原籍務(wù)農(nóng)適齡民兵人員數(shù)量急劇減少,以村屯為單位的民兵營的傳統(tǒng)民兵工作模式受到巨大沖擊,在這種情況下,企業(yè)民兵在民兵隊伍中的比重逐步增大,當(dāng)前隨著國防動員體制的建立與完善,民兵組織職能作用的不斷延伸,民兵組織弱化了單純對個體人的數(shù)量要求,更多要求人、技、器的協(xié)同保障和動員能力,企業(yè)民兵由于其穩(wěn)定性、專業(yè)性、組織性已經(jīng)成為國防動員力量的主力軍。企業(yè)民兵唱主角已成為大勢所趨。XX企業(yè)作為LP縣唯一的混凝土企業(yè),是硬性要求成立民兵組織的企業(yè),而面對企業(yè)人員流動性大、工作時間不固定等問題,如何在確保利潤的前提下,提高員工的敬業(yè)度、減少安全事故繁盛,降低離職率,一直是該企業(yè)經(jīng)營管理的難題,眾所周知,民兵作為中國常備軍的助手和后備力量,繼承和發(fā)揚了中國人民解放軍的政治工作優(yōu)勢,通過80余年的實踐形成了系統(tǒng)全面的非物質(zhì)激勵模式和體系。對企業(yè)有相當(dāng)大的借鑒作用。為此該企業(yè)自2013年成立XX企業(yè)民兵應(yīng)急道路保障分隊以來,一直與LP縣武裝部溝通摸索企業(yè)民兵對企業(yè)員工的非物質(zhì)激勵的措施與模式。本人作為LP縣武裝部政工科長,自2013年其企業(yè)民兵成立以來,一直以XX企業(yè)民兵為參照,致力研究企業(yè)民兵與中小企業(yè)的關(guān)系,探索如何減輕企業(yè)建立民兵組織的成本,增強企業(yè)民兵對企業(yè)自身發(fā)展的積極作用。本文就是以XX企業(yè)為例對企業(yè)民兵活動對企業(yè)員工產(chǎn)生的非物質(zhì)激勵作用進(jìn)行研究。本文采用理論與實踐相結(jié)合的研究方法,運用企業(yè)民兵建設(shè)政策法規(guī),國防動員理論、組織行為理論、公共管理理論、人力資源理論等相關(guān)理論,采取實證分析、理論研究、調(diào)查問卷等方法,對企業(yè)激勵理論和企業(yè)民兵對企業(yè)的作用進(jìn)行梳理。以參加XX企業(yè)民兵應(yīng)急保障排的30名20-35歲XX企業(yè)員工為研究對象,采取問卷調(diào)查、查閱資料的方式,對適齡企業(yè)民兵非物質(zhì)激勵需求和通過民兵活動獲得的非物質(zhì)激勵效果進(jìn)行調(diào)查,從而對XX企業(yè)民兵這個群體對通過民兵活動獲得非物質(zhì)激勵的程度和成效進(jìn)行量化歸納分析,并對如何依托企業(yè)民兵活動建立企業(yè)非物質(zhì)激勵體系進(jìn)行探索性研究。本文介紹了有關(guān)企業(yè)民兵活動和非物質(zhì)激勵的相關(guān)理論,對民兵和企業(yè)民兵的概念和演化過程和國內(nèi)外激勵和非物質(zhì)激勵理論的發(fā)展和演變進(jìn)行了闡述;對國內(nèi)外學(xué)者有關(guān)非物質(zhì)激勵理論進(jìn)行了摘選。并依據(jù)XX企業(yè)員工非物質(zhì)激勵問卷,運用管理學(xué),人力資源學(xué)和相關(guān)激勵理論分析了 XX企業(yè)民兵的非物質(zhì)激勵措施的有關(guān)要素,評估了民兵活動對企業(yè)非物質(zhì)激勵作用的有效性,提出了不足和改進(jìn)措施。本論文分為八個部分:第一部分緒論主要是闡述寫這篇論文的背景、目的和研究方法;第二部分理論綜述主要對民兵活動的定義和范圍進(jìn)行界定,對激勵和非物質(zhì)激勵相關(guān)理論進(jìn)行介紹,列舉了國內(nèi)外的一些重要的理論,并以此作為本文的理論基礎(chǔ);第三部分闡述了 XX企業(yè)的現(xiàn)狀及及主要民兵活動方式;第四部分根據(jù)XX企業(yè)民兵活動情況,依據(jù)非物質(zhì)激勵理論組織了調(diào)查問卷;第五部分根據(jù)理論基礎(chǔ)提出XX企業(yè)民兵活動非物質(zhì)激勵相關(guān)假設(shè),設(shè)計問卷做調(diào)查及分析驗證,統(tǒng)計結(jié)果并對假設(shè)進(jìn)行驗證;第六部分運用數(shù)據(jù)分析的手段提出假設(shè)對XX企業(yè)非物質(zhì)激勵的有效性進(jìn)行評估;第七部分結(jié)合前文統(tǒng)計分析結(jié)果對民兵活動非物質(zhì)激勵的特點、問題及解決對策進(jìn)行論述;第八部分是對本論文進(jìn)行回顧總結(jié)并對企業(yè)非物質(zhì)激勵進(jìn)行展望。
