【摘要】：近年來(lái),隨著中國(guó)經(jīng)濟(jì)的發(fā)展和改革的深入,大力發(fā)展第三產(chǎn)業(yè)尤其是以會(huì)展業(yè)為代表的服務(wù)業(yè)已成為我國(guó)改善經(jīng)濟(jì)增長(zhǎng)模式、調(diào)整產(chǎn)業(yè)結(jié)構(gòu)的重要手段之一,會(huì)展業(yè)因其自身具有強(qiáng)大的拉動(dòng)相關(guān)產(chǎn)業(yè)和經(jīng)濟(jì)發(fā)展的帶動(dòng)作用,以及對(duì)舉辦城市綜合實(shí)力和影響力的巨大提升作用,受到我國(guó)越來(lái)越多城市的重視,會(huì)展業(yè)在我國(guó)各地都呈現(xiàn)出快速發(fā)展的趨勢(shì)。昆明市的會(huì)展業(yè)在發(fā)展過(guò)程中取得了一系列的成就,不僅培育了像中國(guó)昆明進(jìn)出口交易會(huì)和中國(guó)-南亞博覽會(huì)這樣的知名品牌展會(huì),也建成了像昆明國(guó)際會(huì)展中心和昆明滇池國(guó)際會(huì)展中心這樣的全國(guó)一流的會(huì)展展館設(shè)施。昆明市政府非常重視會(huì)展業(yè)的發(fā)展,不僅專門(mén)成立了會(huì)展管理機(jī)構(gòu)——昆明市博覽事務(wù)局,還依據(jù)國(guó)務(wù)院《關(guān)于進(jìn)一步促進(jìn)展覽業(yè)改革發(fā)展的若干意見(jiàn)》,先后出臺(tái)了《昆明市會(huì)展業(yè)促進(jìn)條例》《昆明市會(huì)展業(yè)發(fā)展專項(xiàng)資金管理辦法》《昆明市會(huì)展活動(dòng)管理辦法》等會(huì)展相關(guān)法規(guī)和政策。本文以政府職能相關(guān)理論為基礎(chǔ),在梳理國(guó)內(nèi)外關(guān)于會(huì)展業(yè)研究的理論和文獻(xiàn)的基礎(chǔ)上分析了昆明市會(huì)展業(yè)發(fā)展現(xiàn)狀和會(huì)展業(yè)發(fā)展中的政府職能現(xiàn)狀,結(jié)合全國(guó)會(huì)展業(yè)發(fā)展的數(shù)據(jù)統(tǒng)計(jì)資料以及國(guó)內(nèi)外會(huì)展業(yè)發(fā)達(dá)城市政府的經(jīng)驗(yàn)和做法,針對(duì)昆明市會(huì)展業(yè)發(fā)展中政府職能存在的問(wèn)題,提出相應(yīng)的對(duì)策建議。論文主要由六個(gè)部分組成:第一部分,闡述了本文的研究背景和研究意義,以及國(guó)內(nèi)外的研究綜述及研究思路和研究方法;第二部分,論述了會(huì)展業(yè)和政府職能的相關(guān)概念和基本理論;第三部分,介紹了昆明市會(huì)展業(yè)的發(fā)展現(xiàn)狀及政府在會(huì)展業(yè)發(fā)展中的職能現(xiàn)狀;第四部分,分析了昆明市會(huì)展業(yè)發(fā)展中政府職能存在的問(wèn)題;第五部分,介紹了國(guó)內(nèi)外部分會(huì)展業(yè)發(fā)達(dá)地方政府的做法;第六部分,提出了昆明市在會(huì)展業(yè)發(fā)展中政府職能完善的思考。
[Abstract]:In recent years, with the development and deepening of the economic reform Chinese, develop the third industry especially in the exhibition industry as the representative of the service industry has become our country to improve the economic growth mode, one of the important means of adjusting the industrial structure, promote the function of exhibition industry related industries and economic development because of its strong pull, and great to enhance the role of the host city's comprehensive strength and influence, our country city has attracted more and more attention, the exhibition industry in our country are showing a trend of rapid development. The city of Kunming exhibition industry in the development process has achieved a series of achievements, not only culture like Chinese Kunming import and export fair and China - South Expo such well-known brand exhibition, also built such as the Kunming International Exhibition Center and the Kunming Dianchi International Convention and Exhibition Center of the national first-class exhibition hall facilities of Kunming city government. The government attaches great importance to the development of the exhibition industry, not only set up a special exhibition management -- Kunming Expo Affairs Bureau, also according to the State Council "on further promoting the reform and development of the exhibition industry a number of opinions", has introduced the "Kunming City Convention and exhibition industry to promote the exhibition industry in Kunming city" "measures for the administration of exhibition development funds management approach" "Kunming City > exhibition related regulations and policies. In this paper, the functions of the government theory, based on the analysis of domestic and foreign literature about the exhibition industry research theory and literature on the analysis of the present situation of the government functions the development of Kunming exhibition industry development present situation and in the exhibition industry, the exhibition industry combined with the development of the national statistical data as well as the domestic and foreign exhibition the developed city government industry experience and practice, aiming at the development of exhibition industry in Kunming city government function, puts forward corresponding countermeasures and suggestions. The main Consists of six parts: the first part introduces the research background and significance, as well as the domestic and foreign research review and research ideas and research methods; the second part discusses the related concepts of the exhibition industry and government functions and basic theory; the third part, the function of current development situation and the government introduced the exhibition industry in Kunming city in the exhibition industry in the development; fourth part, analyzes the existing functions of the government of Kunming exhibition industry development in the problems; fifth part, introduced some domestic and foreign exhibition industry developed the practice of local government; the sixth part, put forward to improve the government functions in the development of exhibition industry in Kunming city.
