上海市城市轉(zhuǎn)型過程中建設(shè)用地規(guī)模管控手段研究

【摘要】:我國經(jīng)濟社會發(fā)展已進入新常態(tài),城鎮(zhèn)化模式發(fā)生根本性轉(zhuǎn)變,以土地作為資本運作的經(jīng)濟發(fā)展模式難以為繼。國家越來越重視控制建設(shè)用地規(guī)模,特別是特大城市地區(qū)的建設(shè)用地規(guī)模。2014年上海市在新一輪城市總體修編工作中提出了規(guī)劃建設(shè)用地“零增長”的目標。論文以浦東開發(fā)以來上海市建設(shè)用地規(guī)模管控手段為研究對象,對我國建設(shè)用地規(guī)模管控、規(guī)劃學(xué)術(shù)界相關(guān)研究、上海市建設(shè)用地規(guī)劃管理與調(diào)控手段進行歷史梳理和分析研究,試圖總結(jié)上海市建設(shè)用地規(guī)模管控的經(jīng)驗教訓(xùn),為目前上海市新一輪城市總體規(guī)劃修編工作提供參考。論文通過研究指出,與國家層面的政策與管控手段演變規(guī)律相似,上海市管控建設(shè)用地規(guī)模的政策越來越嚴格,管控手段由城市規(guī)劃引導(dǎo)逐漸轉(zhuǎn)變?yōu)橥恋毓芾砑s束,越來越依賴行政指令、強調(diào)近期見效、明確剛性底線。與此同時,規(guī)劃學(xué)術(shù)界也越來越聚焦在工具化研究。通過評估,論文指出自浦東開發(fā)以來上海市建設(shè)用地規(guī)模管控的成效并不顯著,認為底線控制、剛性指標管理等常見的管控措施,如果不從建設(shè)用地增長動力上著手,難以從根本上扭轉(zhuǎn)建設(shè)用地規(guī)模失控的態(tài)勢,且會造成新的問題。論文指出建設(shè)用地規(guī)模失控只是表象問題,它反映了地方政府對城市增長和經(jīng)濟增長的認識不清,對自身職能認識出現(xiàn)偏差。解決問題的關(guān)鍵在于政府職能轉(zhuǎn)型,通過基礎(chǔ)設(shè)施供給引導(dǎo)城市發(fā)展,發(fā)揮市場的激勵機制。城市規(guī)劃和土地管理需要以更廣闊的視野研究建設(shè)用地規(guī)模管控的深層次問題,重視城市發(fā)展的長期效益,重回對城市合理發(fā)展需求和以人為核心的人居環(huán)境品質(zhì)的關(guān)注。
[Abstract]:China's economic and social development has entered a new normal, urbanization mode has undergone a fundamental change, land as the capital operation of the economic development model is difficult to continue. The state pays more and more attention to controlling the scale of construction land, especially in mega-urban areas. In 2014, Shanghai put forward the goal of "zero growth" of planning construction land in the new round of urban overall revision. This paper takes the scale control means of construction land in Shanghai since the development of Pudong as the research object, and studies the scale control and planning of construction land in China. This paper analyzes and analyzes the management and control means of Shanghai construction land planning, tries to summarize the experience and lessons of Shanghai construction land scale control, and provides a reference for the revision of the new round of urban master planning in Shanghai. The paper points out that, similar to the law of the evolution of policies and means of control at the national level, the policy of controlling the scale of construction land in Shanghai is becoming more and more strict, and the means of management and control are gradually changed from urban planning to land management constraints. More and more rely on administrative instructions, emphasis on recent results, clear rigid bottom line. At the same time, planning academia is also increasingly focused on instrumental research. Through evaluation, the paper points out that the effect of scale control of construction land in Shanghai has not been remarkable since the development of Pudong, and thinks that the common control measures, such as bottom line control, rigid index management and so on, if we do not start from the motive force of construction land growth, It is difficult to fundamentally reverse the situation that the scale of construction land is out of control, and will cause new problems. The paper points out that the runaway scale of construction land is only a superficial problem, which reflects the local government's unclear understanding of urban growth and economic growth, and the deviation of local government's understanding of its own functions. The key to solve the problem lies in the transformation of government functions, guiding urban development through infrastructure supply and giving play to the incentive mechanism of the market. Urban planning and land management need to study the deep level of scale control of construction land from a broader perspective, attach importance to the long-term benefits of urban development, and return to pay attention to the demand of rational urban development and the quality of human-centered human settlement environment.
